We SHOULD spend at least $5,000 for increasing our work
of getting suffrage material into the syndicated press of the whole
country. The changed attitude of the press toward suffrage is neither
accidental nor spontaneous, but is largely due to the far reaching work
of the Press Bureau.

Local clubs get the benefit of all this work without knowing it.

Dear Fellow Vember of the Official Board:

I am sending this letter hack to Evanston to be
duplicated, as the~e is no stencgrapher for miles around.

5's letter of June 12th
shout Wisconsin must have come from Miss X ﬁner. They exaggerate Wise.
Wagner's share in the Wisconsin victory.

The statements in Miss Shax

Mrs. Brown prepared the hill wlich she sent to Sen—
ator James. He and his now deceased wife and his daughter,ﬁ'ss Ada
James,had for many years been faithful workers in the W. S. A. and Ada,
the 1st Vice—President of the W. S. A., was herself at hadison working
fer the bill before hiss Wagner appeared. Other Wisconsin W. S. A.
workers were there. Miss Wagner helped to arrange for the Hea ings
because she was employed by Mrs. Brown. I accepted her invitation to
speak because she said Mrs. Brown wanted me. I leaned her Illinois
banners, etc., and wrote her about our Hearings in Illinois. I have in
other years spoken with Wisconsin women at splendid Hearings before Com—
mittees of the Whole and this Hearing was not particularly differeit.

I do not believe that any officers in either the new Wisconsin League
or the old WiscOnsin Association would agree that Miss Wagner was the
"prime mover".

Newspaper clippings have been sent me by Miss Wagner,
Mrs. Brown and others and I cannot feel that hrs. Brown had a monopoly
of the venom. It was teacherous for Miss Wagner who asked Mrs. Brown’s
permission to help in Wisconsin and who received money from ﬁre. Brown,
to go to Associations already auxiliary to W. S. A. to work and then
turn all she could against the old Association.

, I have no criticisms to make against the Wisconsin

women who wanted a new Asseciatien. They were not paid by Mrs. Erown
and may have wanted a change of President, as many people do when any
person holds office a long time. The State of Wisconsin has been no
more backward than the States which surround it except perhaps the
States of Dakota, Iowa, and Nebrasks and into then our N. A. W. S. A.
has poured thousands of dollars during the last fifteen years and dur»
ing that time Wisconsin has had practically no help.

I say all this in behalf of my sister State from my
personal knowledge from occasional visits to legislature and convention.

The last two days before leaving Evanston, I received
letters from all Wisconsin factions. Mrs. Brown wrote in distress that
Miss Wagner had arrived and had given out the impression that the Na—
tional was paying her. v I replied that she was mistaken, for no One of
our Board hadeven asked us to vote on the question. I had not then
received Miss Shaw‘s letter advising us to pay Miss Wagner. I suspect
that Miss Wagner frOm some source knew of this letter frOm hiss Shaw
before I did.

me. The same people who were only too willing to cut loose from the
State Association and follow my lead are row ready to freeze me out.
If it is host for me to work with Mrs. Brown I can do so and forgive
all the hateful things she has said ahout me. I can get ‘:he money
and I can arouse interest. I have spent hundreds of dollar and a
great deal of time and hard work in ‘uisconsin erd I do not like to be
driven out. If there is nothing else to do I can orW HYiZB a new society.
If Ada James were honest With me or if any of‘ tiem 2.1ere, I migh+ know
where I stand, but they are too cowardly to say anything except that
they do not want me. Sorry to hother you, but to give up shows a weak~
ness of character that is offensive to me."

She asked for an interview and l telegraphed I could see
her at Evanston the morning I left. That morning, however, came two
other letters explaining how she was situated. I will quote first
from Ada James' letter received that same morning.

"Miss Wagner came up this P. M. and said Mrs. DeVoe would
accept her work in behalf of the Association but the board of tie Pol.
Equality Club said that if that were the case, we would keep her wit} us.
So she has gone to work this P. M. and I am still wondering what it
means . I cannot understand how they dared to take such a step."

I suspect that if ”rs . DeVoe made ary such offer it was
because she believed the National would pay “is s n'agncr a.nd that tlus
the war might ceas e. But really I do not believe hrs. DeVoe a-ked hcr,
frOm what I read between the lines. Here are quotations from Miss
Wagner's two letters received June 30th:

"Thank you for your telegram. Things look brighter to-
night. Have digaged an auto for the morning ani am going out to get
money".aeaeasse"lhe P. F. L. have at last naked up to the fact that
I mean what I say and that I am determined to work in ”is cousin and new
they are so afraid that I may go back to Olympia brown, that they have
requested me to stay with the League. I shall do so. If I should join
Mrs. Brown's forces the P. Eq. L. would die out soon. None of them
have been very loyal I am sorry to have troubled you, but I was very
much discouraged. It is not pleasant to compel people to do the square"
thing and it is not alwayspossible, but I seem to have won in this case."

I have written Ada James that I believe they were dew
oeived. I wrote Mrs. DeVoe asking her point blank if she did offer to
accept Miss Wagner's work. I also have asked Mrs. Blatch if she had
any intention of hiring Miss Wagner. Their replies and later informa~
tion I will send when I have them.

When I return to Evanston, I will let Miss Wagner come
to see me or will go again to Milwaukee. In the meantime my advice
is not to hire Miss Wagner for Wisconsin. Neither Wisconsin Society
has asked for her. I believe she will be an element of discord. If
we have the money to pay any one, we ought to send some one who will

devote herself to the work and not spendAtime in fighting other workers
of either faction.

I may have misjudged Mi*s Wagner, but my information came
largely "rem Ada James, an admiring friend of our own Ella Stewart and
from Miss Wagner's letters.

Our Board has women of independent views and when you
return your votes to me there may be as many opinions as voters, but
from them all combined will come the wisest decision which I will re—
port to you promptly. I will be here two weeks.
