since this letter to you was begun, I have been called up
on the “phone by Mrs. Edward Wartshorne, Sec. of the Pu. Limited S. L.,
who Wished to secure tickets for the Theatre Benefit that we are to
haVE Nov. 4th. During the conversation, which was a perfectly friend~
1y one, Mrs. Hanmhorno mentioned the fact that we will not let her
League join the State. (This in to prove that they realize that the
State Association has denied them membership and to point out to you
our own position if tho National should take a different course.)
Again, at the Mass Matting, Got. alst of this year, when Mrs. Penfield
spoke for the E. Suffrage Party, Kiss Winsor was askod'to sit on the
platform and gladly accepted tho invitation. I mention these facts
to Show that we like Miss Winsor and consider he: a Very bright and
capable person and that there is no porsonal feeling in the stand that
we are taking towards her League. We are simply mka acting for that
we think in tho good of the Gauss in our State.

Please forgive this hurried letter and its many mistakes.
It has been written under the most trying circumotanoes and with fro—

Yooro of the just at zanfi. I am eno105~
log my vote on tho variOV; H ues whloh have applied for
maahership. I thiak it 3 nraat migtako to afimit leagues
of which we know nothing *iglt on the eve of the National Con~
voutlon when thora is no tfime to investigate them. I think
also that our treasurer has no right to aooept dues from a
loague which our committee has not votod upon an& odmitto&
into the aoooolotlon. The main object of the sooietiea‘
joining the Hutiooal should not be to get a vote at the Com~
vontiong Ehey shoulfl figply in time to be investigated, anfl
i—thiak belong & year bofore thay have a vote. I do not
see how we can admit ony limitafl suffrage oosooiation.

If Miss Winoor's only limitations are oriminolOgy and educa—
tion, I do not eonsifior it a limitod league, In my mind,
She Should rop tho title "limited" before she is admittofi.

I unoera,‘ one also ha& a tax qualification. Iona as
too Uhlted States government excludes criminals lcnr .he

Mow Eedoral for the future, I can see no point afic, her
keeplng soon a title. I shall therefore vote against the
admleslon of the Ponnoylvania League.

As for Mrs Blatoh's oooioty, she has not sent
the certified list of 500 mothers — $19 simply makes the
statement in her letter that she has the membors, but has not
fulfilled the requiremento of tho constitution. I therefore
vote "no" on the admission of her league. Since the Minnow
soto league seams to have fulfillod all the requirements,
hfiVEDg soot its oertifiied list, I vote to admit it. I cannot
vote on bhfl Oregon society and I think we should investigate
them befote we admit them. They seem to be local clubs. 0I
do not thlnk We have any right to let them in until we know
more about them.

I havo no desire to exclude anyboiy from the

National Association who comes with the proper credentials and
proper , but so long as we have a constitution I
