I had intended to have written you earlier, but immediately
on my return to Washington I was called to New York by the illness
of my youngest daughter, who is attending school there.

I would be glad if you would write me quite fully your view
upon the best legislation to inaugurate for federal suffrage.
It is my judgment that Bill No. 9393, introduced by the Federal
society, is adequate and that it would be wise for us to push
for the franchise relating to senators and congressmen and at
the same time to wage a vigorous campaign in each state legisla-
ture for the presidential franchise. I had hOped that I might
have had a further talk with you before I left Nashville. Will
you, however, let me hear from you at your convenience upon this
matter?

The Joint Commission on Social Service was appointed by
General Convention in 1910 to do an active work. General Convention,
however, made no provision for financing that work.

The Commission, therefore, has had to depend for its funds
on members and friends. same of theSe have died during the past three
or four years: others have already done what they could. We are there-
fore turning to yOu as interested in the social efforts of the Church
to share the large responsibility which the Church has put up0n us,
and which, without your co-Operation, we cannot discharge.
