With the beginning of the New Year 1 am in hopes that all our
ocal suffnage leagues wfi.11 turn over a new leaf and begin to do
active work for Suffrage.
We have just one year before Our bill must be presented in the
1egislature when the acid test Will be put to the amount of work done
1n winning adherents to the cause and in developing a spirit of
earnestness and selfwsa in those already won. fluffrage. is not
going to be handed to us on a si1ver Waiter in Kentucky., It will
only be von if all Of us who believe in it are willing to make some
effort and sacrifice to obtain it. ‘ - .
Regular meetings of local leagues, preferably pursuing a study
course in C1y1ns- down1toWn headquarters for propaganda werk, w_hen
that is possiva, as many Wublic meetings With distinguished speakers
on sufi‘rage as 3iossibl§ during the year; and continual éffort by ever»
member to get other persons to Sign membership cards are some of the
means I shoul.d like to suggest for increas sing your inluence. ”
But the re is one thing I must caLl attention to. The tonstitu-
tion of the fientucky aqual Rights Association says: "Any local organe
ization may hecome auxiliary to the State Equ.al Rights AssoCiation
by endorsing the Constitution and paying dues to the State Treasurer.
% * a Each local association shall pay annually to the State
Treasurer, the anount of thirtynfive cents per member _Qf each auxil—
iary; 10¢ of which shall. go to the National American‘ Roman Suffrage-
Asseciation " ' i 3‘ ' ”

There are enrolled in Our eighty—six local leagues more than
10, OOOpersons. Yet, I Tind from the treasurer 8 report that in the
past year only fourteen leagues paid into the State treasury any dues-
at all, five of these paying les than'i 3 50. the total amount paid
in was alVS 55 Technically- speaking, We have a right to claim for
the K. E. R. A, only as many members as are actually affiliated by
the dues paying process with the State and National, i.e. 495 persons
instead of 10,577. Our first and most insistent duty this year, I
itake it, therefore, is to instill into local leagues some sense of
financial responsibi_Lity to the State organization.

While the constitutmnn which had been adopted by practically
all of our local leagues provides for the’non—dues—paying basis for
local membership— it distinctly prnxiassxfin says: ”The treasurer is
expected to ask at least once a year for uoluntary contributions
from members for the objects of the league. ’t of these funds 26¢
for State dues and 10% for National dues for every member represented
are to be paid to the State treasury. Representation in the State
and National Convention being on the dues paid." For every ten paid
up members. that is, for $3.50, the local league is entitled to one
delegate in the State Convention. This is of course the minimum
amount which any local league should pay in;

E hope that before our next annual convention every one of our
eighty—six local leagues Will at least have paid in his minimum
amount to the State trbasury.

I suggest that you call a meeting of your league, lay this
matter before the members, asking each one present to make his or her
free—will offering for the year 1915. Further instruct your treasurer
to make a personal request of every member not present at the meeting
.for a freeewill offering. As soon as possible thereafter send in
to the State treasurer, Mrs. J, B. Judah, 2115 "urray Ave., Louisville,
Rye, the sum th which your league may decide to pay for the year
1915. You can, of course, increase this amount later in the year,
paying in even at the Convention for as many additional delegates
as you desire to send. But I think it should be a New Year’s
resolve on_the part of our local leagues to at once become affiliated
'With the State organization, and to build up a sense of financial
responsibility among those who believe in suffrage to do something
for the Cause.' ‘

While the Kentucky Equal Rights Association earnestly advocates
the non~dues—paying basis of membership it is quite consistent for
any local league to offer two caseses of membership, a regular and
an active membership. I would advise that the non—dues—paying
membership be considered the regular membership, so as to avoid any
possible look of depreciating the value of those persons who desire
to join Without incurring financial responsibility. Then an active
membership of those persons who are Willing to do something more for
the cause, setting the annual dues for these persons at 50» or $1.00
Or Whatever amount your league may decide on, Even after these two
classes of membership are adopted it would continue to be the duty of
the treasurer to give all non—dues-paying members an opportunity once
each year to make a free~will offering.

As soon as you have called your league together and laid this
matter before them be kind enough to write me as to the decision
and the action of your league in the matter.

Dear Kiss Clay:

I wonder if you can imagine how trying it is to have
so nany things to do that one wishes to do and yet not be able to
do them. I have been wanting to write you for a long WhllC and am
only now able to do so. We are busier than ever but you will be
glad to know that the Journal's aifairs are looking up seeidedly.
Things are really going well and if we can only keep them going in
the same direction we shall reach the goal we have been aiming at
so long.

We received the f25.00 you sent in answer to the
appeal from hrs. ginnie J. Reynolds. We are consequently able to
pour Journals into Yew Jersey where it seems they are very much
needed. I tlink we shall have to use the whole amount for flew
Jersey papers. we are sending to quite a list already but I have

asked some of the Lew Jersey workers to pick out svme more goOd
papers. It seemed best to let the workers in the State choose
the papers themselves.

I am glad to know about the hississippi Talley Con—
ference. I hope to be there. It will be great if hiss Blackwell
can go to it but we cannot tell about that now. she is not well.

I believe it is a good stroke for us to publish the
minutes of the Conference as we did before if it accomplishes
nothing else than to make the States concerned realize that we
appreciate the value of what they are doing.

Did you not receive our second letter about the
State proposition? I am sure I sent you a c0py and I think it
may have crossed your letter to me. I am enclosing a second 0093.
It seemed better to have a looser arrangement than we suggested in
our first letter. I hope I shall see you at the Conference in
Indiana and that we can have a good talk. Send us all of the news
from your State which ought to be published.
