I received your letter, and I regret that you
will not withdraw your resignation entirely. I am today send—
ing you a copy of the statement given by Governor Stanley. .We
would have asked for a stronger statement than this, except
that we received letters from Mrs. Catt and Mrs. Parks telling
us they had received assurance from one whose word could not
be questioned that Governor Stanley, if elected, would vote for
the amendment. They advised that no further effort with the
Governor was necessary to safeguard the future. I hope you will
regard this as strictly confidential, as I suppose their infor-
mation, as well as their suggestion, comes from the President
himself. I say i suppose, because there was no authority in
either of their letters for this fact.

i am glad no partisan action will be necessary
as I know it would have been misconstrued (as you suggestedrto
be disloyal to the President).

As you insist upon your resignation being placed
before the members of the Board, I will do so. Again 1 say
with deep regret. I cannsver tell you how much it has distressed
me, that circumstances have arisen which have rendered it neces—
sary for me to differ with you upon so many questions of policy
and I wish to say, that while we have differed upon many questions
your judgment and advice have meant more to me than I can ever
tell you, and I sincerely hope you will remain as a maggér.of
the board.
