My dear Miss Clay:-

You will surely be interested in this news—neven though it
may not be entirely news to you. The Alliance has an excellent
chance of giving the fins] successful push to a political trend
that has lately sgun to swing both France and Italy toward pro-
gressive legislation for Woman Suffrage. The activities and the
prospects of our work have nsvor been more vital and more prom»
ising.

The English women are fully alive to the opportunities, and
in spite of a fearful burden of taxation, which makes our own
seem trifling by comparison, they are backing the Alliance
splendidly. At Geneva we raised money enough to carry us on for
two years, but at the later Board Meeting it was decidedm-owing
to the great difficulties of meeting next summar--that the next
Congress would have to be postponed until 1923. This means that
we have to run three years instead of two. Four thousand dollars
additional is absolutely necessary, and a further five thousand
is urgently needed to eXpnnd sufficiently to meet certain press-
ing needs for enfranohising women.

What this means to all of us naturally needs no emphasis. It
is what we are organized for, and we will surely see it through.
The enclosed slip is only a remin or of your unpaid dues for
1921, The failure to pay them was of course only an ovsrsight,--
but in addition to the dues won’t you add an independent sub-
scription to the fund? I don’t want to seem unmindful of the
present financial pressure, but the future of Europe calls to
women appealingly, and I earnestly look forward to your generous
help.

Dear Sir:

Since writing you on li‘ebruary 8, other amendments to Senate Bill No. 7 have been suggested
which, we think, will strengthen the bill in the House and make the law more easily enforcible when it

is enacted.
You will note the grading of penalties in (2) and (3) and the provision in (G).
We believe the reason for and justice in (‘2), (3) and (0) are readily apparent.

The advantage of the greater flexibility in this proposed law over the rigid law we are seeking to
amend will make strong appeal to those who have occasion to know how these cases vary as to the re—
spective ages of the plaintiff and the defendant, and therefore as to the enormity of the offense.

We feel sure that you join us in the hope that the session will not close without amending our

present rigid and dit'licult-to-be-enforced law on this subject.

We therefore hope that you will at this moment bring to bear the power of your influence to

secure the passage of this bill, which is now in the Orders of the Day in the House.

Please immediatly upon receiving this, wire each of your Representatives to vote for the

Age of Consent Bill as amended by its proponents.

Then, please, write at once to each of them enclosing a copy of the bill with the proposed
amendments so that there may be no doubt as to the exact bill that you and we are supporting. \Ve are

enclosing three copies of the bill amended as indicated.

You are aware that the original bill passed the Senate January 20 by a vote of twenty-seven for
to none against. \Ve are assured that there will be no difficulty in having the Senate concur. in the

amendments.
\Ve are enclosing a copy of our last appeal to the members of the House.

not soon need further amendment. Please act at once. The Bill may come up at any time.

My dear Miss Clay:

You, of course, know of the Conference of Mountain
Workers which has been held for the last seven or eight years,
generally in Knoxville, Tennessee. We have always been rep~
resented at this Conference by some of our Mountain WOrkers
but feel that more should be able to avail themselves of the
privilege of meeting nearly two hundred of the workers in the
southern Appalachian region, coming from all parts of the
mountain district.

In consultation.with the various departments of the
Presiding Bishop and Council it has been felt that it would be
helpful to hold a one day institute in connection with the
next Conference of Mountain Workers, which is to be held this
year from April 4th to 6th, in Knoxville, Tennessee.

be are planning to hold this Institute on Tuesday
April 4th. The regular Conference opens Tuesday night, and
continues through Thursday afternoon. We very much hope that
it will be possible for you to attend both this Institute and
the Conference of Mountain Workers. Please arrange, if
possible, to reach Knoxville on Mondayflpighp that we may get
acquainted and all be on hand early Tuesday morning for our
Institute. > -

If this Institute is successful we should like to
continue it next year and take up various subjects. This year,
by way of experiment, it seems wise to limit the discussion to
such social service problems as you have met in your work. In
order that the Institute may be a practical help to you please
send us suggestions of such topics as you Wish discussed. The
more practical these topics are and the nearer they come to
actual problems met with in the field, the more helpful the
discussion will be.

It is expected that Mrs. John M. Glenn will be there
to represent the Church Mission of Help and I am planning to be
present both for our Institute and for the larger Conference.

Will you let me know whether it will be possible for
you to attend this conference,and at the same time send us
such suggestions for making up of the program as you think Wise.

Dear Alliance Member:~

Mrs. Kate Trounson, Executive Secretary of the Alliance,
has definitely arranged to come over from London and take part in
the Pan-American Conference at the Convention of the National
League of Women Voters which will be held in Baltimore next month.
Her presence will be a valuable addition and reenforcement to this
Conference which has such promise in relation to the World-peace

work of the League.

One needs only to remember Mrs. Catt's intense interest
in the movement toward world peace to realize how earnestly she
will be forwarding any progress that is made. Her work as Presi-
dent of the International must cease, apparently, after 1923, be-
cause she feels that she cannot carry the burden after the next
Congress. I believe therefore that you will concur with hearty
sympathy in my feeling that we should make her feel now the loyal
and stimulating cooperation of the whole American membership on
which she always so confidently relies.

It is important that when Mrs. Catt and Mrs. Trounson go
into conference the entire membership-and—dues situation should
be in order. Won’t you send in the dues as noted on the attached
slip? And if you feel like adding a special donation toward the
European work, I know it will have her sincere appreciation, as

it will mine.

 KILL THE AMENDMENT OR KILL THE BILL.
To the Members of the 1922 Session of The General Assembly of Kentucky:

Tuesday, January 24th, the House Committee on Criminal Law held a hearing on the Age of Consent
Bill. The following representative citizens appeared to speak for the bill: Mrs. A. M. Harrison, representing
the Kentucky Federation of Women’s Clubs; Mr. Greo. L. Sehon, representing the Kentucky Children’s Home
Society; Dean Robt. K. Massie, Christ Church Cathedral, l‘iexington; Dr. A. T. McCormaek, State Board of
Health; Dr. M. P. Bush, Secretary Churchmen’s Federation. Louisville; Dr. A. V. Ward, Centenary M. E.
Church, Lexington; Capt. Henry 1. Fox, Field Representative United States Interdepartmental Social Hygiene
Board.

A goodly number of the best women representing the Federation of Women’s Clubs, the League of
\anen Voters and the Kentucky War Mothers, and representative men attended the hearing. After listening
attentively to the convincing speeches the Committee went into Executive Session, and when it adjourned, the
friends of the bill were told by Mrs. Flannery and Mr. Harry Miller, both members of the Committee, that the
Committee had voted unanimously to report the bill favorably. The friends of the bill separated feeling that
they had done a satisfactory day ’s work.

About 7 o’clock in the evening rumors were heard of an amendment. At 9 :30 Wednesday morning, the
youngest member of the House Committee on Criminal Law, a young man twenty-six years of age, was busily
securing signatures of the members of the Committee to an amendment. He secured six signatures, a majority
of nine, the number of members of the Committee.

Although this amendment was not made with the Committee sitting together so that it might be dis-
cussed, and although no friend of the bill was given opportunity to consider the amendment, and although
Mrs. Flannery, a member of the Committee knew nothing of it, she sat \in her seat on the floor of the House
\Vcdnesday morning and with amazement heard the bill reported with the following emascula-ting amend-
ment:

“The provisions of this Act shall not apply when the prosecuting witness is of lewd character.
Provided further, that any witness testifying as to the character of the prosecuting witness shall not
incriminate himself thereby and subject himself to the provisions of the Act.”

This means that children, either girls or boys, are not to be protected at any age; that a child of any
age may be proven, unchaste by suborned testimony, and the witness against the child, though such witness
may be swearing that he or she had carnal knowledge of the child, does not incriminate himself when he or she
swears away the character of the child, though such witness does prevent the law designed for the child’s
protection from functioning.

It means that children under the age of eighteen years may be trained up in a career of prostitution and
debauchery and the authors of their destruction go unp unished.

It means that we throw on the scrap heap of humanity as so much cast out debris, girls and boys under
the age of 18 years who should be protected and rescued.

It means that we develop and train up a prostitute class of children to distribute broadcast Venereal
Disease while we pay taxes to support a State Board of Health for the eradication of Venereal Disease.
It means that we feed Venereal Disease with one hand and fight it by taxation with the other—we who

have not sufficient money to build roads, and properly equip and maintain our schools and Charitable and
Penal Institutions.

By the terms of the present law girls are absolutely protected to the age of 16 years. However im-
perfectly the law may be enforced, we nevertheless have the law, and it is not entirely inoperative as is shown
by our penitentiary records, which were included in a folder recently sent you.

The purpose of the bill is to treat as children all persons within the Juvenile Court Age and to hold older
persons responsible for offenses against children.

We must insist that power carries responsibility, and that persons having the powers of citizens have
also the responsibility- of citizens toward the wards of the State.

To pass the bill with this amendment would romovc all protection froin all children of whatever age.

If Kentucky is not ready to pass a'better Age of Consent Law, let the present law stand until we are
sufficiently developed to pass a. better one.

The women of Kentucky ask you either to kill the amendment or kill the bill.

Do you.know that the next Congress Will be in the spring of
1925? Mrs. Catt is to remain president until then, but after
that she will resign. I am trying very hard to keep up the Am-
erican membership as long as Mrs. Catt is oresident, for it seems
a pity not to baCk up her work with as strong American support
as we can.

Of course the Alliance would have ceased during the war
had it not been for the American financial suuoort. I do hope
you may see your way to reconsider your decision to withdraw
as a member. It would be fine to feel you could continue through
