is not a new one and in my opinion is essentially unsound.

by the Supreme Court3 and many or the State Courts of 1aSL resort.

The Federal Constitution does net confer right or SquIage, this
matter is left exclusively to the States , they grant or with hold the
right of voting and determine the qualifications or those who shall
possess the right.

See Minor VS. Happersett 21st Wallace page 162, and where the con—
Stitution of the State defines the uualification of those

who Shall be eleCted with the elective franchise , such Qualifications
cannOt be altered uy the Legislature. In the Bxpartec Yarorough

of Mr. Dohoney, that the right or Suffrage was conferred by the

eonSLitution upon all citizens of the united States , and therefore
