. In order to bring our suffrage history up to date I am
asking vou to send me through your Secretary or Eress Chairman a
brief statement of your legislative activity in hentucky from the
year 1900 up to the present time.

T Am I right in believing that a suffrage amendment in .
lgentuchy must pass one session of the legislature, meeting biannually
by a 5/5 vote in each house? What is the earliest date at which the ,
enendment could be submitted to the voters, and how large a vote must
it receive at the election? I find some authority for belieVinU that
only two amendments may he submitted at a time, and that the sage one

Won't you please answer the enclosed}7 I am going off to Bermuda
for a two weeks rest and i find it among the thousand things I haven't
cleaned up. Also read the enclosed letters from Mrs. Willis and. Mrs.
hnollenburg. Mrs. Knollenburg is an excellent person, and I Delieve
we would find her a fine person for intensive work in the counties.

She has lived in Shelbyville and knows many of the people. I suggested
to her in Louisville last week that she ask Mrs. Willis if they would
pay half her salary for from two to four weeks work in Shelby County.
She is willingxtggwork for $50.00 a month and expenses. I will write

Mrs. Willis further. A part of fi\stwhnollenburg’s duties would be to
collect contributions,and perhaps they would be willing to go in the
half and half arrangement. If they are not, shall we try it anyhow?
If she makes good in Shelby County, I would like to send her for several
weeks work each in Henry, Owen and Uldham.

Mrs. Firth has been to Lagrange for me recently and will go
to Eminence if I can get an invitation to me to speak before the WOman's

Club there transferred. I have pressed her to go and stay some time

doing intensive work in Henry COunty, but she doesn't want to do it.

Read enclosed letters from Mrs. Firth and Miss Duerson. I have come to

the conclusion that we have got to have intensive work in the counties

to get anywhere. The one or two local people we have interested
in these counties don't seem to be able to effect anything.

I believe Mrs. Firth is right, that she won't accomplish
very much Where she has to push. She likes to go and make a speech
and come away.

I have been thinking for a week or two of writing you about
trying Mr. Marsh on this. But I believe hrs. Knollenburg is more
helpful. However, we probably ought to try both. What do you say to
it? A considerable part of this year is now passed with absolutely

no progress made.

If Shelby County won’t pay half of Mrs. Knollenburg's expenses,

shan't we put her in there for two weeks anyway?

I will be home from Bermuda about the 13th, and will be here
for a week before going to South and North Carolina. I would like
to get this Knollenburg matter started in that week if you approve.
Return these letters with my letter to you and I will have Eitelle
send them on to Mrs. Hutchinson for her opinion. Then if we agree,
I am authorized to act.

I am most heartily in favor at putting up the ten dollars asked
fer frem the state treasury. I consider ene ef theee trize debates,
where the hell, the audience and the speakers are all denated with-
out any exyense te me as very cheae indeed at ten dellere. They do
as much good fer prepnganda as a lecture free the very best epekker,
because the arguments are all derived free the best litereture, and
the audience is favorably inclined, because it is their awn yeung
peeple eteeking.

In fact, I think if we ceuld secure a hundred of such debates it
weuld be cheaper and perheee more effective than Sending nrgeeixexx
speakers around the etete. I shell.e ways vete fer a prize wherever
we can find an epening for it.

I weuid like te have our prize ge te eur side, even if it is not
judged the winning side; but I weuld net be u stickler fer that if
there seemed te be ebjectien.

I think the package of geed literature sheuld ales be sent.

-gnound’than by making the speeches where we get free audiences in.
the different towns. flowever, Miss Gardner's enthusiasm is contagious
and the fact that she" is willing, to work it up is a big thing, don’t
you think? May be we could make a lot of $fiow over a day there. I-
have Written Miss Gardner to come over Saturday. i suppose we would V
have to have four or five speakers for morning and afternoon. Now we

Dear Mrs. Breckinridge:

We are receiving letters from league presi—
dents, who are anxious to know how their league can get
the Kampaign Kit. I wonder whether you have been able to
plan an itinerary for the Kentucky Kampaign Kit. If not,
could you take the matter up at once? The original plan
was that each league should have the Kit from one to three
weeks..

, Several State Associations have found it val-
uable to send out advance notices in order that the league
may know when to expect the Kit. I do not know but what you
already have done this, but if you haven't, could you? The
itinerary will enable them to make arrangements for display-
ing the map and posters and to prepare for a meeting at which
possibly the outlines, "Answers to Antis", etc. can be read
and studied. Above all it will enable them to get a more
definite idea of how participation in the "Each State~~lOOO~—
August 15" campaign can help their local cause.

We must have the leagues behind us strong, 3;
we are :2 get the l550 subscfiptions in_Kentuckv.

Enclosed is a suggestion for newspaper pub-
licity which you may wish to send to each league, as the
time comes for it to have the Kit.

educational interests of the State that the women of KentucKy use
their school ballot. till you not helg to bring this about by get—
ting your local paper to publish the enclosed leaflet and by distrib-
ating, or having the members or your leagme distribute,‘these leaf-
lets to tie country women. I will supply you free of cost as many
as you write me you will distribute.

Dear Beard member:

As you will see by referring to the minutes sent you of the
Board meeting of may 22nd in Lexington, it was voted that a letter,.to
be drafted by Mrs. Smith, be sent by the president to all the church
governing bodies in the state. Mrs. Smith did not take in that she was
to prepare a letter as well as the resolution. She attempted to send
me‘a resolution quite promptly after the Board meeting, out failed to
enclose it and it was lost. She later sent me a communication prepared
by Mrs. McDowell for the Episcopal Biocese. Mrs. ESmith was then on her
way to michigan and, as I am getting requests for the letter from other
Board members, I have prepared the enclosed which I submit to you for
correntions and suggestions. Kindly return promptly. 'fiindly read over
theminutes of the last meeting also and return with this letter information
giving name and post—office address of the person to whom letter should be
sent to cover religious body which it is your duty to attend to. I am
sending a copy of this also to Mrs. Leech, as she undertook the Southern

Presbyterians. Mrs. McDowell please note that she is also to attend to

the Christian Science Church through Mrs. Castleman.

As directed, I personally requested Mrs. A. a. Harrison to oring
the matter as she saw fit before the Christian Church. There is no general
state governing body in the Christian Church. If we are to reach the
ministers of that church, therefore, a letter must be addressed to each one.
There are about a thousand, I believe, in the state. Personally I think

it would be worth While, but would like your judgment in the matter.

Mrs. Harrison does not desire to send out the letter herself, either as
an individual or as chairman of the Church Work Committee a“ the Kentucky
Equal Rights Association. She thinks the letter should go signed by
the members of the Board, and,as I remember our conversation, is willing
to add her signature as chairman of church work. if you approve this
plan, please authorize me to have the letter signed for you, as I could
only attempt to get the original signatures of those Board members living
in Lexington. I think a letter similar to the one I have enclosed, except
that it is written to the individual minister, would do; suggestions
are earnestly desired,however.

Would it not be well to ask Mrs. Harrison if she can give the
time to our cause to appoint a number of other persons towwork with
her on the church committee who would at least try to get individual
ministers to speak and work for us and take such further steps as they
see fit to further the work of this committee.

P. S. I am using this paper in letters to the Board as a matter of
economy. It was recently resurrected by Miss Milligan, whose business

school gave the Federation much free work during my chairmanship. Mrs.

Lacey confirms my notion that the Federation couldn’t economize that way

Dear hiss Laura:

Please read the enclosed correspondence and advise me. I can't
find the carbon of my fi~st letter to Mrs. Cyrus Field to which hiss
Ruutz-Rees refers in her letter of July 6th. Lt was asking her,
however, if the National could furnish us the sermon.

Now the question comes, how many shall I order of the leaflet
now entitled "To the Clergymen of New York State" and of the sermon.
1%,thousand as you know would only cover the ministers of the christian

‘0hurch. You know you suggested sending them to the ministers of the
Episcopal Church. And I believe we would get greater results bar
sending them to the ministers of some of the younger and less formal
churches like the Baptists. Since the publishing of the two things

by the National also depends somewhat evidently on our ordering, I

am inclined to order 5,000 of each with a view of covering the ministers
of Kentucky individually. I do not want to do this, however, without
