Dear Madam President:-

At the State Convention in Louisville in march
it was agreed that in addition to trying at the 1920 session of the
Kentucky Legislature for ratification of the Federal Sulirage Amendment
in case it has passed Congress-~and we hope it may be passed at the
special session—-the K. 3. R. a. should try for firesidential suffrage.

With regard to presentingaa hill to submit a
State Amendment to the people of Kentucky granting woman suffrage,the
following motion was carried:-

"That the question of asking the Kentucky Legislature
to submit a state suffrage amendment to the voters of
Kentuc*v be referred to the incoming Board of the
K. E. R. A. to be taken up after the St. Louis meeting,
and the recommendation of the Kentucky Board then sent

The matter was taken up with the New Hational
Board after the St. Louis National Convention with the result that
the National Board peered a most liberal and gratifying motion to
to the effect that the Rational Board trusted the judgement of the
Kentucky Board and would stand by Kentucky in whatever she decided
to do: Kentucky, of course, doing her-best to obtain ratification
of the Federal Amendment, if passed." At a meeting of the Board
of the K. E. R. A. held in Louisville immediately after the Hational
Convention, the matter was fully discussed and three motions were
subsequently submitted, in writing, to the Board members for their
vote. The following motion submitted by Mrs. Leech was gassed:-

"Officially, I move that in recognition of hrs. att's
flecent request to the Kentucky members in St. Louis, to
hold off a campaign for a state suffrage amendment,(if
one was decided on) until it could not jeopardize the
federal amendment, that we lay on the table motions
involving discussion of such state amendments until the
special session of the United States Congress submit
to the state legislature a federal amendment or adjourn."

the matter is now referred to the local leagues
for action. Hill you kindly take a vote of your league at the very
earliest possible moment and let me have your instruction?

It may be well to state briefly the differing
positions of members of the Board as regards the state amendment.
Some members of the Board feel that we should, under no circumstances,
submit a state amendment, fearing that it would be defeatea at the
yells. there, who feel that it may be wise to submit a state
amendment before the next legislature of January, 1919 adjourns,
believe that we shoulé not state our purpose to do so, While it may
in any way injure the chances of a feaeral amendment. Others feel
that unless the feieral amendment is through and ratifies before
the adjournment of our state legislature, we should absolutely submit
a state amenément and not again lose our chance to do so for two years

Your league should vote as I understana the
question (a) in favor of such action as is recommended by the Board
in Mrs. Leenh's motion: or (b) in favor of deciding at once that a
bill for a state amendnent shall be presentei in the 1920 legislature:
or (c) in favor of deciding at once that a bill for a state amenument
should not be submitted in the 1920 legislature.
