my dear Miss Clay:-

Your interesting letter in regard to the situation in Arizona
is here, and it recounts the same experience which we have had in every
campaign we have ever had anywhere. We knew when we were in California,
just as we knew when we were in Oregon, that our real fee was the saloon
and in order to reach it we must have some sort of political power. The
question then, and the question now is how voteless women with nothing to
give, who can promise nothing in the future, can get political power.

Ygu speak of pledging candidates before their election. What
difference does that make whether they are pledged or not when even men
who are suffragists, and their wives are suffragists (as you say those
in Arizona were), vote just as deliberately against us as the men who
are not suffragists and who have not promised to vote for us! It does
not make a particle of difference whether they promise or do not promise.
Just as the dog in front of the Victor machine listens to his master's ”
voice and recognizes it, so does the Legislator listen to his master's
voice and recognize# it and obeys implicitly whatever he is instructed to
do. To my mind that is the whole hopelessness of our situation. Now,
good men know this - good men Who are suffragists u and yet they never
turn their hand over to change it or prevent it. The only men whom I
h ave had any faith in working for us politically is the present group
in South Dakota, and I do not think they are working for us. They are
temperance men and are working against the saloon through suffrage. If

they did not believe suffrage would help to down the saloon they would not

Awork for us any more quickly than the salonnkeepers themselves; but to my

mind it does not matter just why they are working for us so long as they
are working, and we must keep their‘good favor and seek their council.
I have written Miss Gregg in every letter, and to every other

woman in the state, to be sure and consult frequently not only with the
Governor but the men who stood for us in the Legislature — keep in touch
with them all the time and not let them get away from us at any time
during the campaign; constantly ask their advice even on matters which we
know a great deal better than they do, as well as on those which they know
better than we do. Miss Gregg has shown, so far, remarkable ability in
bringing things to pass, and while she is a most generous woman in giving

praise to other peeple and in recognizing the good rather than the evil

in them, sifting out much of what I consider exag§ration as regards a~

bility, etc., I still think they have a good committee and will manage
the work very successfully.

I thank you for the report which you have sent and for the will“
ing service which you gave to the Association in Arizona. I am sure we
all feel a great deal better by the knowledge we have of the situation,
as well as the fact that you have laid the foundation for some work later
on if we undertake any, and we certainly ought to if we can lay our hands
on the funds to do so in the fall.

I hope Miss Penfield will do good work for you in Kentucky,
Mrs. Upton seems to think she is a very successful worker and has laid
a very good foundation for something later on in Indiana. Personally
I have no knowledge of her work, but I think she is a very tactful person
in meeting people, which is a good thing.
