July 27th. 1911.

Dear ”ember of the Official Boa‘d:-

I am sending you a copy of a letter just received by
Vise Ashley and me from Miss Gordon, also copies of our replies. I felt
it was wise to do this for fear there might be some other members of the
Board who are feSling as Wise Gordon does in regard to Mrs. Belmont’s
pledge and the sooner that sort of feeling is laid aside the easier it will
be for us to do our work and there are surely enough problems to meet

‘I

WJiCh are necessary without our going out of our way to find them.

I have also-another vote to send you. You know at the last
Convention ”rs. Upton, ”re. We Cullooh and I loaned the Association $1000
to be used in the campaign in Oklahoma. If the campaign won the debt
was to be caneelled, if not it was to be returned.

Now comes a demand fromICalifornia for assistance and,
if there is enough money in the Susan B, Anthony Fund, I feel we should
utilize it as far as we can to aid present campaigns and I also feel that
since that thousand dollars was part borrowed for campaign purposes it
should come out of the Susan B. Anthony Fund, If the Association will
pgy this €1,000 back to the three trustees . I have submitted a vote
to them asking them to contribute it to California on the same conditions
as they did when it was contributed to Oklahoma, hoping that California .
will win and that the debt “fill be calcelled. I ask you to vote on this.

Faithfully yours,

/Wé4m2

Miss Laura Clay,

My dear Miss Clay:~

The House of Governors is to meet in New Jersey early
next month, and you were so successful in securing a Hearing before them
last year, Mrs. Bennett is very anxious to know just what process you
went through to be permitted to speak. I presume it will be a little
more difficult to get permission here in the East than it was with you,
asnthetmen in =our part of the world are a little more courteous to
wooen han Ea ern men are, perhaps you have not made as many demands
on them as the Eastern women have and so they have not got hardened d
able to refuse you anything. ‘ a“

. Will you let us know immediately as we want to start '
arranging for the Hearing here. Mrs. Blatch has secured all the Govggnors
of the five enfranchised States to speak at the meeting in Cooper Unio
for the benefit of the California campaign fund. That is a splendid n

thing and I am glad that she was able to do it.

I have your letter in which on s I'

phrases in the vote which I submitted and which izgktzftgge fiizzgder-
standing on your part in regard to the fund to which I referred I accent

your criticism as all right because I did make that mistake I did not :
have the Thomas-Garrett fund in my mind at all because I knew that that
was used for special purposes which were usually specificall desi* t d
and therefore I had only in mind the one fund which was at ogr disggga: ,
I'am sorry I made the mistake, I will try to keep the distinction in .
mind, although, alas, we will not have to make the distinctio my
as the memorial fund soon expires. * n very long

August 30th. 1911.

Dear Member of the Official Beard:-

. I have heard from all of the Members of the Official
Board with the exception of Wise Clay and I“’iss Gordon, in regard to
the Vote sent out August 24th., and I presume their vote will be in in'a
day or two, but as I am going to leave tonight to go to Cumberland, Md.
to speak before the State Teachers Association to~morrow and cannot be
back until Thursday, and I am anxious that this letter should go out,
I will send it before waiting for the replies from the two members, as all
who have replied are practically unanimous.

And now I will explain my reason for sending out this
vote at the time I did. I feel that September and October are splendid
months in Kansas, because we can get at Farmers' Meetings, Fairs and all
that sort of thing, and that a campaign worker could do excellent service
then in laying the foundation for getting invitations to different com-
munities organized later on, and that, if we had the money, it would be I
well for Miss Gregg to go, since the State Association had asked for her.
I asked the vote on the ground that she should go if we had the money to
send her. At that time I was in correspondence with a lady who had
offered me quite a large sum of money to be used in suffrage work, and '
she wanted it left entirely in my own hands as to how it should be used.

I was particularly anxious that it should.go through the National treasury
and, as far as possible, be used in accordance with the judgment of the
Official Board, and so I wanted to know just how you'felt as soon as
possible and did not wait until I received the meney. But now that the
money has come and I have it in my poesession to be used according to the
suggestion of the lady who presented it and my judgment of the needs
of the work. I am greatly impressed with the need of Kansas, that the
women who have the work in charge there are not at all experienced, they
have got to have some help and the sooner they get it the better, for I
hgie : giiat fear that we shall have a hard task to carry Kansas if we carry
a c

In correspondence with the Congressmen from that State
they have shown a very reluctant spirit and claim that the women of Kansas
do not want the ballot. NOW we have got to meet that as early as possible
and so long as the State President wants Miss Gregg a1d is inexperienced in

-1-

 Official Board.

managing cmngaigns, I uilnk the sooner she goes Lie bester.

I an perfectly willing, out of this find in my hands, to
yln e in the Tational TreeSury each month, Lhe amount of Vise Gregg‘s

s levy, which I can do for the whole year yrovided it is Wise to keep her
in Venses the whole year or mhe Kansas peoole wish for her.

As all ihe Votes have been yes wifihout any qualifications
in regardto Y'iss dregg, except that of Wise Blackwell who says “If the
Fetional Convention or the new Board agproves", Of course neither the
Vacional Voard, nor any individual member of it, would desire to have .
V’iss iregg remain in Kansas unless it was the wish of the Kansas Association
I shall, Lherefore, write the President of the Stems ihat the Official
Foerd will pay the salary of Ties Gregg so long as it is mutually agreeable
U

c have her remain in the %iato.
Ehere is a difference in opinion in regard to miss irimm,

”iss Shaw voting to pay her salary for the month 3f October and then wait
further developments. ”rs. ”c Culloch thinks that Illinois will want
Vise frimm same of the time and that she might work alternate months in
Illinois and in isconsin. That does not seem to me like a very economicdl

or wise way no plan the work, but perhaps, if she renains during the 4
month of October,we may be able to decide later on after Lhe Convention.

T hope when we come to the Official Board meeting we will
have some convenient plan thought out as to just Wham the atfi‘tude 0f the
National Association is co the campaign States, evd'just how far we feel
we ought, in justice Lo the whole work, assist than.

The money which has been placed efi my disposal will
enable us to do more work than we could otherwise hays done, and I feel
deeplu grateful that it has come to us at this iime, I am not permitted
to give'bhe name of the donor, she specially requested that it should nos
be known he anyone but herself and me, nor does she wish the amount
which she has given.me to be known. But I can assure the Board that when-
ever there is anything to be done for the campaigns, which they think
ought to be done, I shall be very glad he co—operate with them and,
through the National Treasury, furnish sufficient money, if it appeals to
me as a wise thing.

Faithfully yours,

mag. PAEKHURST. I would be aelighted to have mr9.?ankhurst, and I am wil-
ling that the Program Commitfiee Shoula make almost any arrangement to

MISS GRfiGG. I am very much infavor of paying the salary of Kiss Gre 86 for
the whole Kansas campaign after the convenbion. Of courag, this Board
cannot actually promise to do this. as our administration will be over.
for the future
But as has been our custom in inknrz promisea We make it undnrotooa that
we pledge our influence and our vote where we have one. I approve of your
suggestion that we promise only the salary, ana tho stone must provide
tho GXPBHSQSc I will repeat again, that we should tell.the Kansas people
that we will not takn any reaponaibilii;v about the campaign; that we do-

OREGOH. I find Mrs.lron5' lettnr most interesting. But I am in favor of
'deferring any positiVQ promise until affix: the convention. By thafi time
we will know the issue of the California campaign. If it is successful,

I consider Oregon the most hopeful of the states to vote in 1012; and we

should seize any feasible plan to help in a state which will be most dif-

ficult as long as Mrs.D. is in control. I never like the idea of secrecy

t
‘h‘

in spending Association money; but i have no doubt we could arrange that
suitably. If Jalifornia does not carry,-at present I am of the opinion
that we had better spend all our strength on more central states, as a
campaign in them is worth more to the general cause than in a far Western
state. If the vote should carry, however, to promise help to Oregon now,
I think we should attach the same conditions as we attach to Kansas.

I send my votes on your slip, though I am copying them on this sheet.

Sincerely yours,

VOTES SWNT OUT BY TH? PRWSIDWNT AUG.24th, I911.

I. Provided the money can be secured, are you in favor of paying Miss

Gregg's salary in Kansas from the close of the national Convention until
the vote is taken on the amendment the following year?

Ans.Yes. I wish that the Board, however, should make the Kansas
suffragists understand that it assumes no responsibility for the man-
agement of the campaign.

2. If money can be secured to provide Miss Grimm for Wisconsin for
six months or hanger, and the Wisconsin people desire her services, are
you Willing that she should he offered to the state for that time?

Ans. Yes; provided that the Hisconsin people consulted about it
shall include_the officers of our auxiliary in Wisconsin; and that if
they object, their objection must be decisiVe.

NATIONAL HEADQUARTERS, 505 FIFTH AVE. NEW YORK

 Near Richmond, Kentucky.
Aug.25rd, 1911.
Dear Kiss Shaw,
1 am enclosing the ”Call”, with a few little changes
indicated, which 1 would like to have made. when the idea of ”rebellion”
is a little modified I thoroughly approve of it.

In looking over the return of votes in your letter of hug.11th 1
observe that mine in regard to the employment of Iiss Gregg have been
overlooked. Also, my votes 5 and 4 of July 26th. The phraseology
misled me as to what fund you meant in putting out that vote. You
asked if we-were in favor of contributing any portion of the SusanB.
Anthony Memorial Fund to the campaign in California? I understood
by that you raferred to the Thomas~Garrett fund, which is technically
called by that name; thilst the other fund is technically called the
S.B.A.Joman Suffrage Fund. I hope next time the difference will be ac~
curately marked. 1 might have understood if it had been called the S.
B.d. Campaign Fund, 1 think.

I note your letter of Aug. 12th, setting the time of the Board
meeting in Louisville for Ionday morning, Oct.I6th. The time seems
very suitable to me.

I have just received a letter fromfliss Ashley ,sending a receipt
for the hundred dollars I pledged to the rent of headquarters till flee.
Ist. She remarks,” I will ask the pleasure of the Board regarding the
$100 for rent. Personally I think under the circumstances we should
not accept it”. I am sorry she is going to the trouble of having a
vote taken on it. I do not desire a release from the pledge; and 1 do‘
not know of any circumstance which would justify the Board in giving
one. In the first place 1 made the pledge to Dec.1st without any con~
ditions which have not been fulfilled except the one in regard to Hrs.
Belmont's $500, which is still uncertain as far as has been reported
to me. But I expressly waived that in my vote Sent to Mrs.HoCulloch
and repeated the statement and the pledge in my vote sent to you Aug.
4th. As far the rents which may come in from the flew Eork issociation
or other sub-rents, we all had sufficient information regarding the
possibility of them, as Kiss Ashley points out in her letter to Hrs.
EcCulloch of Aug.2nd. In fact, the opinion of those members who exp
pressed themselves in reply to your letter of Aug.9th seems to concur
with mine,~that we ought to have all the donations promised for help
on the rentand all the sub-rents we can get; and if we have the good
luck to receive more than the rent it should be turned into the general
treasury, where it certainly is needed.

S inCe re 1y yours ,.
