On my return from Hindman I found your letter of the 28th.
and was glad to hear further from you. I had taken your letter
OVGT to Hindman with me with the companion letter which I had
received from our mutual friend, Troy Combs of Columbus, and
read both of them to Colonel Stites, Miss Watts, Kelly Day and
B. F. Reed who were present.

Not for it to have any effect on you, but it was very inter-
esting to note the extreme difference in the position taken by
Troy Combs and yourself. or course, Troy had studied at the Hind-
man Settlement School; has always been materially interested in
it and has made quite a suCcess for himself in the coal business,
but with his headquarters up at Columbus.

Until I had your letter, I did not realize, although I knew
that you sent Harry, Jr. away to school, that conditions were any-
where as bad in the state in the school system as they Were in
Floyd County, but I can see that you have similar problems before
you and I doubt not that there are other counties in the state as
well that have such problems. How best to solve it, I would not
know. or course, like Will Rogers, most of the things I know about
Frankfort I read in the neWSpaper, since I rarely eVCr go down even
in attendance in the legislature "to bother the powers that be" in
Frankfort. It may be that I can get along just as well without
spending time there; and with the help of loyal assistance, I was
able to get three bills passed by the recent legislature; lost one
and was only in Frankfort during the session of the legislature not
more than a couple of hours if that long. I always feel that I can
get better cooperation ovar long distance phone than I can down
there. Like you, I do not know what is the best to do and I would
not ask you to accept my invitation in connection with the Hindman
Settlement School, feeling as you do. You may be right and I may
be wrong and it will take sane time to tell. Irrespective of the

political effects of it, I always want to do whatever I can that
is best for the children and our coming citizens and cannot butbe-
lieve that better education will result in an imprOVed citizenship

for our boys and girls. I was more than pleased at the appearance
of the children, their interest and the matters of life which
were being taught in the private school which I do not believe
we will find considered in our public schools.

President or the Board of Directors, whioh you will recall is an
on and off situation pending location of a qualified national
background individual who would like to participate in the work
of an lnetitution with a remarkable baekground, but a more interest-

You recently oo-operated with the ”Your Kentucky" film
which demonstrated the poeeibllitiea of work of this nature.
There will never be a better opportunity for the U. 3. schools to
learn basic May Day dance: then for a film to be made of the 1951
celebration at Hindmen. With all your background you never heard

Usually flay Day festivities are limited to the flay 9010 Denoe,
but each or these deneee and conga have an old English background.

Dear Judge Harkins:

It was a pleasure to be with you last Saturday. The
May Day demonstration should be made a permanent exhibition for
the annual Overseers' meeting. Attached hereto find carbon copy
of my letter to Arthur DeBra of the Motion Picture Association
of America, in Which I outline the possibilities of a film which
would depict what you term "mountain dancing" and what I emphasize
as "basic early English dancing". I doubt if any other group has
the (1) "know how", (2) background and (5) Student body which
would permit a film of this type.

It seems to me that during the next twelve months we
should get tOgether approximately twenty-four business men, pro-
fessional men and other East Khntucky leaders for a first meeting
during the latter part of April or first of May in 1951 for this
annual May Day celebration.

As stated Saturday the personnel and number is a matter
for you and Miss Watts to decide upon, with the advice of the other
Overseers as selected. This group can be broken down into com-
mittees as I "undertook" to do a year ago for the State Bar
Association, but was stopped by the American Bar Association's
desire for co-ordination.

Dear Jack:

At the invitation of Colonel Henry J. Stites, Vice
President of the Hindmsn Settlement School, and of Miss
Elizabeth Watts, Executive Director, I invited several
people OVer for an organization meeting, looking to the
organization of a Board of Overseers for the Hindman
Settlement School OVer which committee I was to be Chair~
man. I was not at all sure, when I went over, as to what
was expected of the Board of Overseers in connection with
this school, but glean the impression and understanding
that it is principally advisory and suggestory, rather than
having definite duties, but with all being interested in
the future of the school. There may be a meeting held from
time to time, maybe once a year, at which we will be given
a luncheon or dinner at the school and little things of
such nature. After the meeting was over, at which only s
few were present, we had a delightful lunch at the school
and then saw an outstanding program of different folk dances
of different nations being put on by the boys and girls or
the Hindmun Settlement School, under the sUpervision of
their firestor.

I rather suspect that most of the real work which there
may he will hsVG to be done by miss Watts and me, since the
majority of the Board of Directors live in Louisville or else—
where, and I know of some things that I would liks to pass
along to the school.

It occurs to me that you are a mountain man yourself; that
you are a Louisville man yourself. As you probably know, this
school was founded by Miss has stone, daughter of Colonel Stone
of the L. h H. Railway; and it is hard for me to think of one

without thinking of the other.

I would like to have you accept an invitation to become

a member of the Board of Overseers of the school; I would
like for you to visit it when and if you can; and I would
like, if possibly convenient, for you to be at the commence-
ment on May 12th. at 2:00 P.M.,Gentral Standard Time; but,
above all things, I want the basic connection of Miss Stone
and the 3. h H. Railway Company in the school fostered and
carried on; and there is no one connected with the organiza-
tion whom I would prefer to have as a member of any board
that I am interested in, than to have you. In my judgment
this school is a most meritorious one; it is doing wondtrful
Work and I hope eventually to see it become either a Junior
College or a Senior College.

table should be at least 15x23; and the size of the table is 28x
61. You might tell me what the standard size of the plate mats

with those as well.

It was indeed good to see you on Saturday at Hindman and
good to have Mr. Day and Mr. Read with us. I camoaway with
many ideas pertaining to the school, among which is that the
personnel of this Board of OVerseers should be carefully and
advantageously built up. I know that we can count on Kelley
Day and B. E. Reed, Troy Combs and Mrs. E. F. Combs of Tres~
tonsburg and possibly a few of the others originally invited
but who did not respond to my lettcr of invitation and feel
sure that we cannot count upon E. R. Price or Harry LaViers.
I think that I stated to you, and I know I stated to Kiss Watts
that I had in mind inviting Eon. J. T. Metcelf of the Legal
Department of the L. s N. Railroad as one of this Board and
I wrote to Jack yesterday. He is a mountain boy; than mode
to Winchester, then U. 5. District Attorney for the Eastern
District of Kentucky and now connected with the Legal Depart»
ment of the L e N; and I stated to him that because of the
connection of Miss Mae Stone, her father and the L o N Rail-
road, that I wanted to see this connection continued.

From time to time when it occurs to me that some person
Would be ;articularly advantageous in this connection, I will

I Tool sure that you know Jack Metcalf and it might be
well Jor you to call him OVer the phone and tell him that I
had advised yon of my lettcr invitation to him, and of the
desires of the Board as well that he accept, keeping in mind
the personal angle for the one point and the Stone—L & K

I would be mighty glad if Mr. DeBre could arrange for a
film reproduction of the twenty~one dances which were on the

program last Sgturday. Howavmr, the time is short between
now and the comaonoement exercises and if this could be work- .
ed outs we would have to move fast. I would like to see it

what will be the attitude of the students towards giving, time

member of our Board of Overseers? This one is Mr.C.W.
Metcalf, Radio Station W.K.I.C., Hazard, Kentucky. He
is one of the owners of the station and I understand that
he is a very public spirited man. I believe he would make
a helpful member of our Board. As I think of others I
will write you of them.
As you know, we are expecting you to
introduce Dr.Mannyng at our Commencement Exercises on Friday,
May 12th at two o'clock. I believe I heard you say when
you were here the other day,that you expected to make your
talk about five or ten minutes long)and that will be fine.
We expect to have an exhibit of the manual training, sewing,
weaving and art classes that may be seen either immediately
preceeding or immediately following the graduating exercises
and also plan a simple reception for some of our friends
following the exercises. I am telling you this so you can
decide whether to get here early enough to see the exhibit
becore the exercises or not until afterward. We are looking
forward to having your sister withhs,too, and I hope you
' won't be disappointed because there will not be the sort of
program we had last year on Commencement Day. Judge Stites
agreed with me that it was not necessary and he and Dr.Manning
have to leave as soon as possible after the Exercises, though
they expect to attend the reception.

I have been requested by the Officers, Board of Directors
and the Executive Director of the Hindman Settlement School,
to invite a number of the outstanding business and professional
men in Kentucky to serVe as members of a Board of OVerseers of
the Hindman Settlement School at Hindman, Kentucky. I have
accepted such invitation, and Colonel Stitcs, Vice President,

' and Miss Watts, EXecutive Director, have asked me to serve as
chairman of such Board.

I am not entirely clear upon what is presumed or intended
to be the duties of the Board of OVorseers, but have gleaned
the impression that it is to have as members people who are
especially interested in the school, who would be available
either in an advisory or consultative capacity and possibly on
some convenient day during the course of the years, immediately '
before the commencement, to have a meeting with the Officers
and the Executive Director of the school. In the interim, there

' will probably be a lot of correspondence, based upon any approv-
ed suggestion by Miss Watts or Colonel Stites and mo, and such
correspondence will probably go out from this office.

I was over at Hindman last Saturday; had lunch at the sdiool
and later saw their May Day festival which was accompanied by a
series of folk dances and I was delighted with the training that
the children are receiving there and would like to contribute in
whatever way I can by advise or service which I can reasonably
give, to the school towards continuous improvement of it.

It is my pleasure to extend to you an invitation to become a
member of this Board; and if you could find it possible to do so,
I would be most glad to have you come over to the commencement

I note that it is probable that Guthrie Crowe and John
Keck will driVe up to Hindman with you on Friday for commence-
ment exercises; and that Dr. Manning will be with you. I note
further that you plan to get to Hindman soon after one o'clock,
and I will make my plans accordingly to try to get over there
not later than that time, possibly vather earlier. At the
present time, I cannot tell just what time will be leaving here.

I am today in receipt of carbon copy of your letter of
May 5th to Miss Watts. Dr. John W. Manning is Commissioner of
Finance. He attained the grade of full colonel during World War II.
He was born in Nelson County, with the popular farm background.

He has written a number of text books, received a M.A. and LLB
degree, together with numerous honorary degrees, including one from
Georgetown College. Dr. Manning is a nationally known economics
expert. He spends several days each month in Washington on military
duty in an advisory capacity to the Department of the Army.

I have just completed a telephone conversation with our
mutual friend, Jack Hetcalf, who is leaving at noon today for Florida.
I am mailing him a copy of the Goble story in the Courier-Journal,
after outlining to him the developments of our meeting on April 29th
and plans. He recommends that you invite George P. Fitz of Hazard.
He and Mr. Metcalf have coal interests together and in addition Mr.
Fitz is head of the Hazard coal operators group.

Dr. Manning, Guthrie F. Crowe and I will leave the Capital
Hotel next Friday, May 12th, at 8:00 A. M., Central Daylight Saving
Time, which will give us six hours to reach Hindman at 2:00 P. M. Central
Standard Time. Being careful drivers we should arrive approximately
an hour before the Commencement starts at 2:00 P. M.

I had just completed the dictation of a letter declining acceptance of your
invitation to become a member of the Board of Overseers for the Hindman Settle-
ment School, when Col. Henry J. Stites called me on the *phone to add his approval
of what you had done. I told him what I had said to you in that letter and not-
withstanding the sentiment that I had fo‘ the mountains and the interest that I
always will have in the educational work that is being done by institutions of that '
type, I had so many irons in tie fire that I would have to decline. However,
after his persuasive appeal supplementing your invitation, I told him that I would
give further consideration to it and not mail the first letter to you. The fact
that Col. Stone's daughter has been largely instrumental in the continuance of the
school also had its appeal from a sentimental standpoint. It will be impossible
for me to attend the Commencement exercises on May 12th., because of a business
engagement that takes me out of the State this week. However, I have for a long
time had business interests in Perry COunty, not far from Hindman, and have heard
much about the splendid work that isbeing done through friends in that vicinity.

reason that I find it difficult to attend meetings. For many years I was Chairman
of the Board of Trustees for Kentucky wssleyan and gave that up on coming to [nuis-
ville. Col. Stites has given me some additional information which is interesting
and intriguing. I am, therefore, goin” to defer declining your kind offer until
I have had the time to give further consideration to it.

I regretted not being able to see you unoficially during the Bar Association
Meeting, but you were so busily occupied that I merely got a glimpse of you and
when I did try to see you at the Kentucky Hotel, you were resting and I would not
disturb you. I congratulate you upon your fine year's work as President of the Bar
Association.
