In Secretary Perry‘s letter he enclosed copies of pamphletsNos. 10
and 17 for your use as Chairman. We are now sending you under other
cover, additional sets of pamphlets for the four members of the
Organizing Committee whom you will select to aid you in effecting
the organization of the new club.
Study the literature carefully and ask each member of your committee
to do likewise, that you may know Rotary and what it stands for and
be able to impart that knowledge to the balance of the charter members
selected by your committee. '
If it is decided at the first meeting of the Organizing Committee
that a Rotary Club will be organized in Prestonsburg, notify us to
that effect, and WE WILL MAIL AN ADDITIONAL SUPPLY OF PAMPFLETS to
distribute among the proposed charter members selected by your
committee. At the same time we will send you twenty-five charter
membership application cards and twenty-five copies of the Rotary Song
Book, so that at the meetings of your club, beginning with the very
first meeting, your club may begin to sing Rotary songs, a feature
of Rotary meetings.
We are enclosing a copy of the Model Charter Membership List which
indicates the form to be used in writing up the charter list of your
club and also contains the form of the certificate which is to be
executed by the President and Secretary of the new club. Three copies
of the charter list are required. Use the attached three sheets for
the first page of these lists.
Also you will find enclosed a list of major and minor classifications
Which will make it easy to select classifications for the charter list
of your club and will insure proper tenninology for each classification
selected. '

My dear Mr. Harkins:
Our President, Guy Gundaker, has appointed you Chairman of the Organiz-
ing Committee for the Rotary Club of Prestonsburg, with authority to
select the members of your committee.
District Governor Will R. Manier has asked us to send you some
literature from this office. The enclosed pamphlet entitled "Instruc-
tions for Organizing Rotary Clubs" will give you complete data as to
how to proceed. Study Pamphlet No. 10 very carefully. The inforuation
contained herein is a compilation based upon the work in organizing the
Fifteen Hundred and Forty Rotary Clubs now in existence. We have
found that any organizing soundttee which will follow these instructions
will build up a successful Rotary Club.
. There is a charter fee of one hundred dollars - this fee must
accompany the application.
The expenses of the district governor in attending the institution meeting
will be paid by Rotary International.
The Board of Directors of Rotary International has ruled that the charter
membership list of each Rotary Club organized shall be comprised of not
less than fifteen, nor more than twenty-five classifications, and that
the list of members submitted as part of the application shall be the
club's charter membership list and that, pending action of the Board of
Directors of Rotary International on the application, no other members
shall be elected to the club.
If you will refer to page 20 of the enOIOsed pamphlet No. 17, "Member-
ship in Rotary” you will note that it is recommended that the membership
be increased slowly. In fact, one of the first things for you to do will
be to give careful consideration and study to this pamphlet on membership,
particularly with regard to the recommendations on page 20.
It is absolutely necessary to have a capable and efficient secretary to
insure the success of any Rotary Club. The suggestion, therefore, is made
that among the men invited to membership there should be a capable man with
secretarial ability, or that some arrangement be node with an assistant of

one of the members who will take care of the details of the office,
upon payment of a certain amount by the club.
We are sending you today by parcel post a package which contains
pamphlets en Rotary covering its many phases, and we ask you to
study each of them carefully and have all the members of your
Organizing Committee study them, so that they may be well in-
formed up0n the nature of the organization which they are endeavor-
ing to perfect. We do not place more emphasis upon one pamphlet
than another, for they are all important. Your specialattention
is invited to pages 7 and 8 of Bamphlet No. 10, containing in-
structions relative to number of charter members, membership fee
and annual dues.
Each week we will send you the Weekly Letter which is sent from
my office to the officers of Rotary International and of the clubs.
Please bear in mind that your appointment will end at the same
time Governor Manier's term of office expires,.which is 50 June,
unless of course, it has been previously terminated by the
accomplishment of the organization of the club. Please note
also that all clubs included in this year's work must be organized
on or before 30 April. One thing more ~ remember that We want
the club organized by you to be represented by at least one
delegate at the Annual Rotary International Convention, which ‘
will be held in Toronto, Canada, June 1924.
We will be pleased to hear from you frequently and will be happy
to assist you further should it be necessary.

My dear Mr. Harkins:
At the request of Rotarian Will R. Manier, 23 Noel Block,
Nashville, Tennessee, Governor of the Twenty-third Rotary
District, in which your city is situated, I am herewith
appointing you organizing chairman of the proposed Rotary
Club at Prestonsburg.
This appointment is effective immediately and is to
continue until 50th June next unless terminated sooner
by the organization of the club or otherwise.
. I have made this appointment believing that you fully
appreciate the responsibility which you will assume as
well as the confidence which we in turn repose in you.
In the selection of the charter members please remember
that there are Ninety thousand Rotarians, each of
whom is presumed to be a man of unquestioned honor and
integrity, engaged in an honorable business or profession
either as proprietor, manager or executive head, who pays
his debts promptly, stands well socially, commands the
respect of his competitors and is financially able to
meet the calls of Rotary without embarrassment.
To insure a successful club at Prestonsburg the men whom
you select must be men who possess these requisites:
They must too, be men of broad vision with a desire and
a will to serve, regular in attendance at the club
meetings and in such control of their time that they
can participate in the activities of the club.

Rotary is founded on friendship and Rotarians believe

in practicing the motto "Service Above Self". No man is
essential to the success of a Rotary Club - no matter how
important he may be generally considered to be in the
community. Oftentimes a ”Big Man" will not give of himself
but only lend his name. Rotary does not want him. Some
”Big Men" are self-centered and selfish. Some are merely
"popular" because of wealth or pGWer. Choose only men who
are or quickly will become Rotarians in spirit and action.
Above all observe rigid honesty as to classifications.

Dear Rotarian Harkins:
# Herewith is a copy of the Boys Work pamphlet, entitled Boys
Work Activities, which contains a large number of practical
suggestions for organizing a Boys work Committee and drawing
up its program of work.
With re~ard to appointing your Boys Work Chairman, I desire to
call your attention to the suggestions on page 8 and par-
ticularly to those in the second paragraph. Experience has
shown the wisdom of appointing a business man Boys work Chair-
man rather than a professional boys worker.

The work of helping Boys to be Boys at their Best and to Become
the Highest Possible type of Citizens, is engaging the attention,
interest and energy of Rotary as never before and each new club
is urged to take advantage of the great opportunity for far
reaching service Which is before it in the Boys Work field.
This is urged not alone for the sake of the boys, but because
of my belief that one of the best ways to develop the true
Rotary Spirit in Rotarians and in Rotary clubs is actively
to engage in Boys Work. In proportion to the way we all work
torether in this rapidly developing work for the boys Will the
next year exceed all previous years in its record of accomplish-
ment and its glory for Rotary.

In accordance with notary custom, I am taking the liberty
of addressing you by your first name and the reasou is that the
notary club of Prestonsburg, nentucky has been elected to member-
ship in notary International as Club No. 1567. Congratulations:
Iou are now a full fledged notary Club and entitled to all
the rights,1)rivileges and immunities as such and, incidentally,
charged with all the obligations, duties and r95ponsibilities of
a notary Club.
As soon as may be i shall take up with you the plans for
your charter meeting. meanwhile, you should go right along and
function as a notary Club and you should be planning gradually to
increase your membership.
Among other things, you are now entitled to take in three
new members. in this connection, allow me to make a suggestion.
ihe preper way for a notary club to get its new members is not to
pick out some fine fellow and try to create a classification for him,
but to make a classification survey of the community and list the kinds
of business already in the conmmnity and not already in the notary club
and try to find a good man in each of theSe lines of business. If you
try to provide a classification for a man, you are almost sure to create
conflicts or cause bickerings among your members; whereas, if you select
the classifications first and then look for a good man to fill each
classification you will keep your classifications freefrom conflicts and
will keep your members satisfied.
