Professor Horlacher, as Chairman of the Senate Committee on the Student
‘ Constitution, presented the proposed constitution in mimeogranhed form.
“g After recommending certain minor amendments, Professor Horlacher moved
W,‘ that the Constitution of the Student Government Association be approved,
subject to such minor changes as may be made bv the student-faculty com-
mittee prior to the student vote on ratification. The motion was seconded

"CONSTITUTION OF THE STUDENT GOVERNMENT ASSOCIATION
of the
UNIVERSITY OF KENTUCKY

PART ONE: Name

The student governing body of the University of Kentucky shall be
known as the STUDENT GOVERNMENT ASSOCIATION OF THE UNIVERSITY OF KENTUCKY.
Its membership shall be composed of all resident students of the Univer-
sity.

 

I PART TWO: Purpose

The purpose of the Student Government Association shall be to enact '
and enforce such legislation as is hereinafter set out, with a view to a ‘
harmonious coordination of the various organizations on the campus, to
effect a centralized student government, better faculty-student coopera-
tion, and to promote the general welfare of the student body.

 

The Student Government Association shall be superior in authority to
all student organizations on the campus.

PART THREE: Membership

Article One:
flga! 1. There shall be a president of the student body.

2. There shall be two vice-presidents of the student body, one
man and one woman.

 

3. These three officers shall be chosen in this manner:

a. Each aspirant shall formally petition for candidacy. and
such petition must be in the office of the Registrar at
least ten days before the election. The petition must
indicate which of the three offices the aspirant desires.

 

b. Each aspirant petitioning must successfully fulfill the
f0110wing requirements before he may become a candidate.

faculty members of the Election Board.

The Election Board shall be composed of three
faculty members elected by the Student Legisla-
ture; the retiring president of the student body;
and two members, elected by and from the Student
Legislature. No aspirant for the offices of
president or vicespresident of the student body
shall be a member of the Election Board. If the
retiring president of the student body is seeks
ing reelection, a member shall be elected by and
from the Student Legislature to serve in his
position on the Election Board.

(a) The preliminary examination shall be
prepared, tested, and the grading sys*
tem pre-determined by the faCulty mem—
bers of the Election Board. The exam~
ination and the grading system shall
be kept in the office of the Registrar
of the University and shall be accessi-
ble only to the faculty members of the

Election Board until the examination

is given.

(b) The examination shall consist of three
parts: Leadership aptitude, knowledge
of the University, and knowledge of
parlimentary procedure and other de=
tails of administrative government.

(c) The examination shall be as nearly as
possible factually objective and shall
be graded on an entirely objective
basis according to a predetermined

grading system.

c. The aspirants receiving the higher 50% in the ranking
for each office shall be declared candidates for the
office. A minimum of two aspirants shall be declared

candidates for each office.

d. Any aspirant has the right of appeal to the Student
Legislature, at any time preceding the election, if he
considers any act of the Election Board in conducting
and grading the examination as unfair or prejudicial.

e. The grading system, the examination papers, and score

sheet shall be preserved in the Office of the Registrar

until after the election and shall be open to inspecr

tion by any student or member of the administrative and

instructional personnel of the University.

the University may vote.

‘HME‘ 5. Any resident student of the University may vote for the pres—
“ ident of the student body, but only men resident students
shall vote for the man vice-president of the student body
and only women resident students shall vote for the woman
vice~president of the student body.

 

6. A majority of the votes cast is required for the election
to these offices. If a majority is not received, a run-off
will be held at the time of the Legislature election.

Article Two:

1. There shall be a Student Legislature composed of represent-~
atives, ex~officio members, and non~voting exrofficio mem-
bars.

2. The representatives shall number 22, and shall be elected by
and from the colleges of the University, with the exception
of the two representatives from the Freshman Class. Repre—
sentatives from each college shall be determined by the pro-

‘ portion of the college enrollment to the total enrollment

 

of the University, as nearly as possible. except that no
college shall have less than one representative.

 

a. Colleges with more than one representative shall elect
I - rising seniors equal in number to the underclassman
group (which shall include rising juniors and rising
sophomores) as nearly as possible.

b. The college representation shall be apportioned as
nearly as possible according to enrollment by sexes.

3. To become a candidate for the Student Legislatnre a student
must have a standing of at least 1.5 in the University and
must submit to the Election Board a petition signed by 30
members of his college.

 

4. Representatives shall be elected by and from their respec-
tive colleges.

5. There shall be two representatives, one man and one woman,
elected by and from the Freshman Class.

a. Candidates shall be determined by the aforementioned
examining board from the freshmen ranking in the first
decile in University placement tests.

PART FOUR: Powers.

All powers of student government shall reside in the Student Governe
ment Association. The president of the student body shall serve as chair~
man of the Legislature and shall administer the actions of that body.

The two vice~presidents of the student body shall, upon election, become
ex-officio voting members of the Student Legislature.

Specific duties, hereinafter set out, shall be handled by standing
