Classification of Schools

Comprehensive

A school that meets regulatory requirements as prescribed by the State Board of Education,
including the minimum days set for classroom instruction, and that provides an enriched
program of studies and other features beyond those required for a Standard classification may
be considered for Comprehensive rating. In the Comprehensive school, major emphasis should
be placed on meeting the special needs and interests of students through broad academic,
exploratory, and co-curricular experiences.

Standard

A school that meets regulatory requirements as prescribed by the State Board of Education,
including the minimum days set for classroom instruction, and that substantially meets all of
the criteria included in these standards may be considered for a Standard rating. All criteria
not otherwise specifically designated shall apply to this classification.

Basic

A school that meets regulatory requirements as prescribed by the State Board of Education,
including the minimum days set for classroom instruction, but fails to meet the minimum
requirements for a Standard rating may be considered for a Basic rating.

Provisional

A school that meets regulatory requirements as prescribed by the State Board of Education,
including the minimum days set for classroom instruction, but fails to meet the minimum
requirements for a Basic rating may be considered for a Provisional rating.

Special School Accreditation

A school that meets regulatory requirements as prescribed by the State Board of Education,
including the minimum days set for classroom instruction, but offers special programs or
partial programs resulting from phasing in or phasing out of grades, alternative programs and
certain other programs designed to meet individual needs of students may be considered for
Special School Accreditation rating.

Educational Arrangements

Local Boards of Education may make arrangements for certain types of educational

opportunities not otherwise available through regular school operations and designate where
school records will be kept and credit given.

Emergency

Schools that do not fit the scheme of classification of Comprehensive, Standard, Basic or
Provisional.

Cost of printing paid with state funds.

The Kentucky High Schools 1977-78 Bulletin contains pertinent data relating to secondary
education in all high schools within the state.

Included is information which clearly demonstrates increasing efforts to meet our
responsibilities in secondary education.

to those working for improved educational opportunities.

  KENTUCKY HIGH SCHOOLS 1977-78

Kentucky public high schools are classified and accredited by the State
Board for Elementary and Secondary Education. This requirement is set forth in
the law which requires that each school district in the state provide an accredited
twelve—grade program and that rules and regulations be adopted governing the quality
of this program. The law also provides that the ”Superintendent of Public Instruction
shall annually prepare or cause to be prepared and submit for approval and publication
by the State Board of Education a list of all public high schools or other secondary
schools in the state, showing their classification." Accredited classifications are
given each year by official action of the Kentucky State Board for Elementary and
Secondary Education on recommendations of the staff in the Division of Supervision——
Accreditation——Organization, State Department of Education. The Committee on
Secondary schools has worked in close cooperation with the Instructional staff in an
advisory capacity on arriving at the recommended ratings.

This year there are 327 high schools. Table I which follows shows the number
of schools classified according to the type of organization and the controlling
authority under which they operate.

Of the 327 schools operating, 270 are high schools offering a Program of Studies
through the twelfth grade, and are considered complete high schools. The complete
high schools show a decline from year to year which means that the high schools are
becoming larger, making it practicable to offer a broader Program of Studies for the
youth of the State.

 In Table II, there is an accumulation of information concerning the number of
high schools representing the growth since 1968—69 to 1977—78. It is interesting to
notice that since the school year of 1968—69 when there were 357 public high schools
that there are now only 327 or a decrease of 30 schools in this period of time. This
is evidence that the high schools of the Commonwealth of Kentucky are becoming larger
and therefore offering the potentials of providing a stronger program of instruction.
