AND REISSUANCE 0F CERTIFICATES BY STATE
DEPARTMENT OF EDUCATION

1. Application for certificate must be made on forms furnished by the De-
partment of Education. These forms are sent upon request.

Fees should be sent only upon request of the Department of Education,
and in the form of cashier's check, p-ostoffice money order, or cash. The
fee is $2.00. Personal checks are not accepted.
Transcript of credits must be sent by the registrar of the college in which
courses were taken, and upon the request of the applicant for certificate.
Transcripts are not accepted from the applicant.
Delays in the issuance of certificates are due, in the large, to the failure
on the part of the applicant to have his credits transferred. The re-
sponsibility of getting credits sent to the Department rests with the
applicant. '
Validation of a certificate from another state may be made only when
transcripts of credits filed with the certificate show that the applicant
has met requirements for a Kentucky certificate of similar rank.
In passing upon the issuance of certificates to students of colleges within
or without the State, the Director of Certification shall apply the same
course requirements to such applicants that students of the State
Teachers Clolleges are required to have for similar certificates. (See
45i35c-1, Kentucky Statutes).
Oit‘icial transcript of credits for issuance or reissuance of certificates shall
be certified by proper officers in charge of the records at the time ap—
plication is made, with recommendation that, as far as the records of
the institution are concerned, the certificate should be granted.
ln meeting requirements for the issuance of any certificate, such credits
in Education will be accepted as are listed in the catalog of the institu—
tion as Education and are given for this purpose under regular profes-
sors. The term, “Education,” denotes work done in a recognized
institution and which is given by the inSItiltuti‘on with the idea of
professional preparation for teaching, such as School Administration.
SupervisiOn, Principles of Education, Educational Psychology, Pedagogy,
Special or General Methods, School Management, Introduction to Educa-
tion, Technique of Teaching, Classroom Management. Tests and Measure-
ments, General Psychology (not exceeding 3 semester hours). (Logic,
Ethics, Economics, Sociology, and subjects of like nature are not
“Education.”)
At least 75% of minimum requirements for certificate requiring 64 or
more semester hours of college credits must have been done in residence.
and at least 50% of the requirement for reissuance of any certificate shall
be residence work.
High school units in excess of those evidencing completion of high school
cannot be accepted. Standard high school credits are earned by attending
and reciting in the classes according to daily schedule, during a regular
term of high school. Only standard colleges may offer correspondence or
extension courses for high school credit.
All applicants for the College Elementary Certificate, or the Standard
Elementary Certificate, must have an average academic standing of 1, or
C, this standing to be computed on the following basis:

A grades give three quality points for each semester hour completed;

B grades give two quality points for each semester hour;

C grades give one quality point;

D grades give credit, but not quality points.
Sixty-seven semester hours complete the maximum credit that may be
accepted from a standard junior college. This 6‘7 semester hours shall
include any work already completed in other institutions previous to the
date of completion of work in the junior college.
After having held certificate of any given type upon credits submitted
as required by law, another certificate of a different type shall not be
issued upon the same credits without the completion of the amount of
additional credits required for the reissuancc of the type of certificate
sought.
Supervised student teaching credit is accepted in fulfillment of require-
ments only when transcript shows the work was done under the direction
of a commissioned critic teacher and/or in an institution whose student
teaching laboratory meets the standards of the Normal Executive Connoil
and the State Board of Education. .
Local Elementary Certificates, issued upon examination (average 80%;
minimum 65%), valid in county where examination is taken, reissued in
same county upon 2 standard high school units earned during the life 01’
the certificate. This certificate cannot be renewed after date of expira-
ion. ,
Holder of the Local Elementary Certificate, who has completed require-
ments for high school graduation, or who has completed 16 standard
high school units, may have this certificate reissued upon 16 semester
hours of college credit. The college credits offered on renewal should
be selected from the curriculum for the
