WHO”S THE BOSS?: This comment comes from the librarians of the
State University of New York Library Association: "If you’re into
participative management, with library staff taking part in personnel
decisions affecting their peers, the management-supervisory function
no longer resides solely in the library director. So where do you
draw the line on who is the worker and who is the boss." (LJ/SLJ
HOTLINE, 2:3, Nov.26, 1973)

TWO PENNIES: "A moment of silence is in order for the passing of the
venerable two-cent fine at the St. Louis Public Library which has not
raised fines since 1866. Now it's five cents a day." (LJ/SLJ
HOTLINE, 2:3, Nov. 26, 1973)

"STAFF EXCHANGE PROGRAM: The University of California, Berkeley and
the University of Tennessee, Knoxville have arranged several staff
exchanges of a week's length each. Visiting staffers will observe
programs such as Berkeley's Interlibrary Borrowing Service, Tennes-
see's Management Review and Analysis Program, and Tennessee's inte-
gration of media into instructional programs." (Library Journal,
Oct. 1, 1973, pg. 2813) This program appears to have some merit.
It has the potential to counteract the incestuousness of ideas common
in institutions with low professional turnover. (TPM)

QCALL BEFORE YOU KILL; Austin, Tex. (UPI)--State Rep. Jim Kaster
filed a bill in the Texas legislature Thursday that would require
criminals in Texas to give their intended victims 24 hours notice.
Kaster's bill, an amendment to the Texas Criminal Code, makes
it a separate offense to commit a crime of violence without first
notifying the intended victim, giving the time, place and nature of
the crime to be committed.
According to Kaster‘s bill the notification may be either
written or oral, but must come 24 hours before the crime is to be
committed. The bill also requires that the intended victims be in-
formed of their rights." (The Prosecutor; Journal of the National
District Attorneys Association, Vol. 8, No. 6, pg. 406, 1973)
