FOREWORD
The rural and town relief series formerly maintained by the Works Progress Administration was
transferred as of July 1, 1937, to the Social Security Board, which is continuing the publication of
Current Statistics of Relief in Rural and Town Areas with this issue. This series was initiated by the
Works Progress Administration in 1936 to provide an indicator of month—to—month changes in the volume
and cost of relief to families in rural and town areas. The series has been carried back to January
1932, and detailed monthly figures for the years 1932—1936 will be available shortly in a publication
of the Works Progress Administration. The rural relief series is complementary to the compilation of
relief statistics for urban areas published monthly by the Social Security Board in Relief in Urban Areas.

an index of 68.0 in July 1936 (table 1).
Special Types of Public Assistance2
Increase 6.2 Percent
Between June and July obligations incurred
for special types of. assistance—old—age assist—
ance, aid to dependent children, and aid to the
blind—increased 6.2percent in rural and town sample
areas. This rise was accompanied by a 7.9 percent
increase in the number of recipients. Although
several States granted assistance in this field for
the first time in July, the maJor part. of the in—
crease in obligations incurred was accounted for by
the resumption of payments to the aged in Missouri
where payments had been suspended in June due to a
change in accounting procedure in that State. The
July 1937 index of obligations incurred was 378.8
as compared with an index of 205.2 for the corre
sponding month in 1936.
General Relief Decreases
9.5 Percent in Sample Areas
Obligations incurred for general relief
and aid to veterans decreased 9.5 percent in rural
and town sample areas between June and July, con—
tinuing a downward trend from March 1937. The num—
ber of cases receiving aSSistance in this field
declined 8.8 percent. Opportunities for seasonal.
employment in agriculture probably accounted for a
large part of the reduction in this type of assist—
ance. The July 1937 index of 32.4 was slightly be—
low the July 1956 index of 35.2.

Of the 36 States included in the sample, emergency
subsistence payments to farmers were made in only
16 States in July; similar payments were made in 35
States in June. F‘ive States—Kansas, Montana, Ne—
braska, North Dakota, and South Dakota—accounted
for approximately 95 percent of the amount expended
for this type of assistance in the sample areas in
July.
Emergency subsistence payments to farmers
have declined markedly from March 1937 when the
index of expenditures stood at 583.4, the highest
index since the program was initiated in November
