The Board of Trustees of the University of Kentucky met at 3 p.m. (Central Daylight Time) on Tuesday, May 3, 1983 in the Commons. Student Center/Fine Arts Building on the campus of the Paducah Community College, Paducah, Kentucky. A. Meeting Opened and Roll Called Mr. William B. Sturgill, Chairman, called the meeting to order at 3:12 p.m. and pronounced the invocation. The following members of the Board of Trustees answered the call of the roll: Mr. William B. Sturgill (Chairman), Mr. Thomas P. Bell, Mr. William R. Black, Governor Edward T. Breathitt, Mr. Albert G. Clay, Professor Opal Skaggs Conley, Mr. James W. Dinkle, Mr. Tracy Farmer, Mr. Ronald G. Geary, Mrs. Edythe Jones Hayes, Mr. Brereton C. Jones, Mr. R. Larry Jones, Mr. T. A. Lassetter, Mr. W. Terry McBrayer. Mr. Robert T. McCowan, Mr. Frank Ramsey, Professor William F. Wagner, and Professor Constance P. Wilson. Absent from the meeting were Governor Albert Benjamin Chandler (Honorary Trustee), Mr. George W. Griffin, and Mr. A. Stevens Miles. The University administration was represented by President Otis A. Singletary; Dr. Donald B. Clapp, Vice President for Administration; Chancellors Peter P. Bosomworth and Charles T. Wethington; Dr. Raymond R. Hornback, Vice President for University Relations; Mr. David I. Carter, Special Assistant for Business and Financial Affairs; Mr. John C. Darsie, General Counsel; Mr. Henry Clay Owen, Controller and Treasurer; Dr. Paul G. Sears, Special Assistant for Academic Affairs; and Dr. Jack C. Blanton, Vice Chancellor for Administration representing Chancellor Art Gallaher. Members of the various news media were also in attendance. A quorum being present, the Chairman declared the meeting officially open for the conduct of business at 3:15 p.m. B. Meeting Dates Established Mr. Sturgill called attention to the schedule of meetings of the Board of Trustees and the Executive Committee as established for fiscal year 1983-84 (see copy at the end of the Minutes) and requested the members to mark their calendars accordingly. He reminded the Trustees that the June 21, 1983 meeting of the Executive Committee has been changed to a full Board meeting. -2- C. Dr. Donald Clemens Recognized Mr. Sturgill recognized Dr. Donald Clemens, Director of the Paducah Community College, and thanked him and his staff for their hospitality in hosting the meeting. The Chairman indicated his pleasure in having the Board meeting in Paducah, and Dr. Clemens was given a round of applause. President Singletary thanked the members of the Board for their attendance and noted that one meeting each year would be held off campus. He praised Paducah as a "good University town" and expressed his appreciation for the support of the local press. He indicated there would be a tour following the meeting for those interested in seeing the campus. D. Minutes Approved The Minutes of the April 5, 1983 meeting of the Board of Trustees were approved as written. E. President's Report to the Trustees President Singletary reviewed briefly some of the items in his monthly report to the Trustees, calling particular attention to (1) the commencement ceremonies at 4 p.m. on Sunday, May 8, (2) the award recently received by the Kentuckian for being one of the top five collegiate yearbooks in the country, (3) the Niles Folklore Collection given to the University, and (4) the naming of Thomas A. Chapman as the College of Arts and Sciences Distinguished Professor for 1983-84. President Singletary recommended that the report be received and filed. Without objection, it was so ordered. F. Personnel Actions (PR 2) After noting that the personnel actions in PR 2 were routine in nature, President Singletary recommended its approval. On motion by Mr. Brereton Jones and second by Mr. Farmer, the appointments and staff changes recommended in PR 2 were approved. (See PR 2 at the end of the Minutes.) G. Supplemental Recommendation of the President (PR 3A) President Singletary indicated his pleasure in recommending the appointment of Professor Edmund Lambeth as Director of the School of Journalism, effective July 1, 1983. Dr. Lambeth is currently professor and Coordinator of Science Journalism at the Indiana University School of Journalism. Vice Chancellor Blanton in the absence of Chancellor Gallaher reviewed Professor Lambeth's experience and credentials. He noted his extensive experience in news coverage and added that the recommendation follows an extensive search. -3- On motion made by Professor Wilson, seconded by Professor Conley and unanimously carried, Edmund Lambeth was appointed professor, School of Journalism, and Director of the School of Journalism, effective July 1, 1983. (See PR 3A at the end of the Minutes.) H. 1982-83 Budget Revisions (PR 3B) Mr- Larry Jones moved that the 1982-83 budget revisions recommended in PR -B ',e authorized and approved. His motion was seconded by Mr. Geary and passed without dissent. (See PR 3B at the end of the Minutes.) I. Report on Gifts and/or Grants (PR 3C) With President Singletary so recommending, the report on gifts and/or grants covering the period from January 1, 1983 through March 31, 1983 was accepted and ordered made a matter of record. (See PR 3C at the end of the Minutes.) J. Delegation of Authority for Making Decision on Residency Status (PR 3D) President Singletary recommended that the Board delegate to the Chancellor for an academic sector of the University the authority to make final institutional decisions regarding the residency status of students enrolled in that sector, provided the students' cases have been reviewed and recommended on by the Committee on Residency Review of the Council on Higher Education. Mr. Black so moved. His motion was seconded by Governor Breathitt and passed without dissent. (See PR 3D at the end of the Minutes.) K. Approval of Degree Candidates -- Lexington Campus and Medical Center (PR 3E) Without discussion, Professor Wagner moved that the President be authorized to confer upon each individual whose name was listed in PR 3E the correct degree to which he or she is entitled. His motion was seconded by Professor Wilson and passed unanimously. (See PR 3E at the end of the Minutes.) L. Candidates for Degrees -- Community College System (PR 4A) Professor Conley moved that the degrees and certificates specified in PR 4A be awarded to the persons named, upon certification that the requirements for those degrees or certificates have been satisfactorily completed. Her motion was seconded by Mr. Ramsey and passed without dissent. (See PR 4A at the end of the Minutes.) -4 - M. Naming of University Building (PR 4B) President Singletary recommended that the Board approve the name of CHRISMAN HALL for the new Learning Resources/Technical Classroom Building at Southeast Community College in Cumberland, Kentucky. Chancellor Wethington pointed out that Mr. Clayton Ruben Chrisman was a member of the first Advisory Board of the Southeast Community College and a longtime friend and supporter of the University and the College. He indicated his pleasure in supporting President Singletary's recommendation which he noted also has the support of the current members of the Advisory Board and the approval of the Committee for Naming University Buildings. On motion made by Mrs. Hayes, seconded by Professor Conley, and passed unanimously, approval was given to name the new building at Southeast Community College CHRISMAN HALL. (See PR 4B at the end of the Minutes.) N. Change in Division Structure (PR 4C) On motion by Mr. Black, second by Mr. McBrayer and carried, approval was given to create a fourth academic division, the Humanities and Related Technologies Division, at the Lexington Technical Institute. (See PR UC at the end of the Minutes.) 0. Modifications in Policy Statement on Community College System Previously Approved by the Board (PR J4D) With President Singletary so recommending, Professor Conley moved approval of the modifications in policy statement on the Community College System as presented in PR 4D. Her motion was seconded by Mr. Larry Jones and passed without dissent. (See PR 4D at the end of the Minutes.) P. Modifications in four Medical Center Policy Documents Previously Approved by the Board (PR 6A) On motion made by Mr. McBrayer, seconded by Mr. Farmer and unanimously carried, approval was given to the four Medical Center policy documents as recommended in PR 6A. (See PR 6A at the end of the Minutes.) -5- Q. University of Kentucky Selective Admissions Policy (PR 5A) President Singletary called attention to the two-page summary of the Selective Admissions Policy approved by the University Senate on March 21, 1983. He then recommended that the Board approve the policy for implementation in Fall 1984. In the absence of Chancellor Gallaher, he called on Vice President Clapp to review the Selective Admissions Policy. Dr. Clapp summarized the policy and pointed out that its basic objective is to bring into the institution students who will achieve a 2.0 grade point average at the end of their freshman year and beyond. Mr. Brereton Jones expressed support of the policy and declared it a step in the direction the University should move while expressing a reservation about the classification of athletes in a separate category. He requested that the Board be given a report on the workings of the policy at the end of a twenty-four month period. President Singletary indicated his intent to request such a report and said that it would be shared with members of the Board. Governor Breathitt commended the faculty for "treating athletes" and the admissions policy "on top of the table." Professor Wilson indicated that the faculty is not defending the athlete but rather is defending the diversity of the pool. Mr. Geary raised two questions concerning interpretation of the policy, the first being whether the section on geographical distribution includes extra weight for non-residents of Kentucky. His second question concerned the provision for suspension of the policy in case of an emergency, and he asked whether that provision reduces the role of the Board of Trustees. It was explained that the pool arrangement, including the provision applicable to geographical distribution, applies to Kentucky residents only, and that the provision for suspension of the policy in the case of an emergency does not in any way diminish the authority of the Board to change the policy. With President Singletary so recommending, on motion made by Professor Wilson, seconded by Governor Breathitt, and unanimously carried, the Selective Admission Policy, effective Fall 1984, was approved. (See PR 5A at the end of the Minutes.) R. Interim Financial Report (FCR 1) Mr. Clay, Chairman of the Finance Committee, reported that the Committee had met on the morning of May 3 and considered six items to be presented for action, the first of which was the financial report for the nine months ending March 31, 1983. He then moved acceptance of the report. His motion, seconded by Mr. Ramsey, carried and the financial report was accepted. (See FCR 1 at the end of the Minutes.) -6- S. External Auditor for Fiscal Year 1982-83 (FCR 2) The Finance Committee so recommending, Mr. Clay moved that the firm of Arthur Andersen and Company, Certified Public Accountants, be engaged to perform an examination of the various accounts of the University of Kentucky and its affiliated corporations in accordance with the recommendation in FCR 2. Mr. Clay's motion was seconded by Mrs. Hayes and passed without dissent. (See FCR 2 at the end of the Minutes.) T. Authorization for Incineration of Paid Bonds and Coupons (FCR 3) - With the concurrence of the Finance Committee, Mr. Clay recommended and so moved the incineration of paid bonds and coupons as presented in FCR 3. His motion was seconded by Mr. Farmer and carried unanimously. (See FCR 3 at the end of the Minutes.) U. Capital Construction Report (FCR 4) Mr. Clay moved that the capital construction report for the nine months ending March 31,1983 be accepted. His motion was seconded by Mr. Larry Jones and passed without dissent. (See FCR 4 at the end of the Minutes.) V. Room and Board Rates 1983-84 School Year (FCR 5) Mr. Clay called on Vice Chancellor Blanton who explained through a series of charts the current and proposed room and board rates and the amount of increase for each plan. For the benefit of the newly appointed Trustees, Vice Chancellor Blanton explained that the Housing and Dining System at the University receives no state funds and is entirely self-supporting. He told the Trustees that the average 5 percent increase in room and board rates is necessary in order to meet the higher operating costs and financial demands of the Housing and Dining System. The proposed adjustments result primarily from increased labor, food, and utility costs. In closing, Vice Chancellor Blanton reported that increases in the University's cost of operating the Housing and Dining System over a five-year period were maintained at slightly less than increases in the Consumer Price Index. He reminded the Trustees that the proposed increase has been shared with student groups and published in the Kernel. Mr. Clay said the Finance Committee, along with the Board of Trustees, wished to compliment Vice Chancellor Blanton and his staff for the excellent manner in which the Housing and Dining System is handled. He then moved that the adjusted room and board rates recommended in FCR 5 be approved. Mr. Clay's motion was seconded by Mr. McCowan. It carried with one dissenting vote by Mr. Dinkle. (See FCR 5 at the end of the Minutes.) -7- President Singletary stated that the University has the highest dormitory occupancy rate of any institution in the state, and said he was pleased that Mr. Clay had commended Business Affairs for its very good operation. W. Voluntary Contributions to Fidelity Group of Funds, Twentieth Century Investors, and Value Line Securities, Inc. Pension Funds by University Employees (FCR 6) The Finance Committee so recommending, Mr. Clay moved that the Board authorize voluntary contributions to Fidelity Group of Funds, Twentieth Century Investors, and Value Line Securities, Inc. pension funds by University employees as recommended in FCR 6. His motion was seconded by Mr. Black and passed without dissent. (See FCR 6 at the end of the Minutes.) X. Meeting Adjourned Mr. Sturgill again indicated his pleasure in holding the board meeting on the campus of the Paducah Community College, and said he would hope that one meeting each year could be held off campus. Mr. McBrayer suggested that the next time a meeting is held on one of the Community College campuses a report be given on that particular college. Mr. Black expressed appreciation on behalf of the people of Paducah to President Singletary and members of the Board for making the decision to meet in Paducah. He added that this is something the people of Paducah have wanted for a long time and that they appreciate the attendance of the Board members. Governor Breathitt and Mr. Ramsey also expressed their appreciation that the Board of Trustees held its meeting in their part of the state. Mr. Clay asked the Finance Committee to remain for a short information session following the meeting. President Singletary remarked that the clear sentiment expressed concerning the location of the Board meeting underscores that UK is the state university, and he proposes to hold one meeting each year away from the Lexington Campus. -8- There being no further business, the meeting was adjourned at 4:08 p.m. Respectfully submitted, John C.
