     Minutes of the Meeting of the Executive Committee of the
Board of Trustees of the University of Kentucky, March 3, 1980



     The Executive Committee of the Board of Trustees of the
University of Kentucky met at 2:00 o'clock (Eastern Standard
Time) on Monday, March 3, 1980 in the Board Room on the 18th
floor of the Patterson Office Tower on the Lexington campus
with the following members answering the call of the roll:
Mr. William B. Sturgill, Chairman, Mr. William R. Black, Mr.
George W. Griffin, and Mrs. Betty Pace Clark, Ex Officio
Secretary. Absent from the meeting were Mr. Albert G. Clay
and Mr. Homer W. Ramsey. Members of the Board of Trustees
attending the meeting included Professor Michael Adelstein,
former Governor Albert Benjamin Chandler, Mr. Tracy Farmer,
Mr. L. D. Gorman, Mr. Terry McBrayer, Mr. Mark Metcalf, and
Professor Constance Wilson. The University administration
was represented by President Otis A. Singletary; Vice Presi-
dents Jack C. Blanton, Peter P. Bosomworth, Donald B. Clapp,
Raymond R. Hornback, John T. Smith, and Robert G. Zumwinkle;
Dr. Wimberly C. Royster, Dean of the Graduate School and
Coordinator of Research; Mr. John C. Darsie, General Counsel;
and Dr. Charles T. Wethington, representing Vice President
M. Stanley Wall. Representatives of the various news media
were in attendance.

     A. Meeting Opened

     The Chairman called the meeting to order at 2:19 o'clock.
Following the invocation, pronounced by Mr. Sturgill, the
Secretary called the roll. A quorum being present, the Chair-
man declared the meeting officially open for the conduct of
business at 2:20 p.m.

     B. Minutes Approved

     Without discussion, on motion duly made, seconded, and
carried, the reading of the Minutes of the January 29, 1980
meeting of the Executive Committee of the Board of Trustees
was dispensed with and the Minutes were approved as published.

     C. President's Report to the Trustees (PR 1)

     President Singletary called attention to his monthly report
to the Trustees, copies of which had been distributed earlier,
and recommended its acceptance. Without objection, it was so
ordered.

     D. Recommendations of the President (PR 2)

     Inasmuch as the items in PR 2, Recommendations of the
President, were routine appointments and/or staff changes,
President Singletary recommended it be approved. On motion
by Mr. Black, seconded by Mr. Griffin, and passed, PR 2 was
approved. (See PR 2 at the end of the Minutes.)

     E. Supplemental Recommendations of the President (PR 3)

     There were no supplemental recommendations.

     F. Budget Revisions for 1979-80 (PR 4)

     The proposed changes in the 1979-80 budget being of a
routine nature, President Singletary recommended approval of
PR 4 as presented. Mr. Griffin moved approval. His motion
was seconded by Mr. Black, and passed without dissent. (See
PR 4 at the end of the Minutes.)

     G. Capital Construction Projects (PR 5)

     President Singletary explained that there were four
separate capital construction projects recommended in PR 5,
three renovation projects and one contruction project for a
new building. He recommended that the Board approve for
submission to the Council on Higher Education the Phase III
renovation of the Funkhouser Building at an estimated cost
of $800,000; the renovation of the Journalism Building at
an estimated cost of $500,000; a routine roof renovation at
the Ashland Community College at an estimated cost of $125,000;
and the construction of a Development Building at an estimated
cost of $350,000. Funding for the Funkhouser, Journalism and
Ashland Community College projects will come from funds previ-
ously allocated by the Board of Trustees for renovation projects.
Funding for the Development Building will be provided from a
private gift.

     On motion bv Mr. Black, seconded by Mr. Griffin, and
carried, the four capital construction projects as recommended
in PR 5 were approved for transmission to the Council on
Higher Education. (See PR 5 at the end of the Minutes.)

     H. Amendment of Retirement Regulation (AR II-8.0-4) (PR 6)

     President Singletary indicated that the proposed amendment
of the retirement regulation is a "technical" amendment which
is necessary to assure that University employees who continue
to work beyond age 65 do not run the risk that their spouse
will not receive survivor benefits under the supplemental
retirement plan by virtue of their not having had the oppor-
tunity to elect such option until the time of actual retirement.

     Without discussion, on motion by Mr. Griffin, seconded
by Mr. Black, and passed, the amendment of the retirement
regulation as recommended in PR 6 was approved. (See PR 6 at
the end of the Minutes.)

     I. Amendment to Medical Practice Plan (PR 7)

     President Singletary noted that the proposed amendment to
the medical practice plan adopted by the Board of Trustees on
June 20, 1978 corrects an oversight. Salaries and bonuses paid
to faculty in the College of Medicine for service in Veterans
Administration Programs have never been considered income which
must be assigned to KMSF, Inc. However, through oversight,

the specific exclusion of same was not incorporated in the
practice plan as originally adopted. The recommended amendment
corrects this oversight and permits the exclusion of income
paid to physicians by Veterans Administration or other non-
University entities where the University's President has specifi-
cally approved the terms of an affiliation agreement providing
for such payments as a part of total compensation.

     On motion by Mr. Black, seconded by Mr. Griffin, and passed,
the recommendation in PR 7 was approved. (See PR 7 at the end
of the Minutes.)

     J. Proposed Amendments to the Governing Regulations (PR 8)

     President Singletary recommended that the proposed amendments
to the Governing Regulations pertaining to existing regulations
and procedures in approving and/or reporting faculty and staff
appointments be received for consideration and placed on the
agenda for action at the next meeting of the Board of Trustees.

     Without discussion, on motion by Mr. Griffin, seconded by
Mr. Black, and passed, it was so ordered. (See PR 8 at the
end of the Minutes.)

     K. Interim Financial Report (FCR 1)

     Mr. Griffin, reporting for Mr. Clay, Chairman of the Finance
Committee, moved that the financial report for the seven months
ending Jnauary 31, 1980 be accepted. His motion, seconded by
Mr. Black, passed and the report was accepted. (See FCR 1 at
the end of the Minutes.)

     L. Authorization to Request Renovation Costs from
Maintenance Fund (FCR 2)

     Acting on the recommendation of the Finance Committee, Mr.
Griffin moved that the Vice President for Business Affairs be
authorized to request renovation costs from the "Maintenance
Fund" as recommended in FCR 2 for the purpose of paying the
costs of renovating the shower room and installing a new
kitchen ceiling in the Alpha Gamma Rho Fraternity House. His
motion was seconded by Mr. Black, and passed, with all present
voting "aye". (See FCR 2 at the end of the Minutes.)

     M. Policy on Travel Advances (FCR 3)

     The Finance Committee so recommending, Mr. Griffin moved
that the Board of Trustees (1) authorize the Vice President for
Business Affairs and Treasurer to provide, from private funds,
travel advances to University employees, and (2) authorize the
Vice President for Business Affairs and Treasurer to promulgate
reasonable rules, regulations and procedures for the payment
and repayment of such advances.

     Mr. Blanton, commenting on FCR 3 at the request of Mr.
Griffin, explained that state law does not permit the use of
state tax funds for travel advances and stressed that
private funds would be used for this purpose.

     Mr. Griffin's motion was seconded by Mr. Black, and passed
without dissent. (See FCR 3 at the end of the Minutes.)

     N. Meeting Adjourned

     After determining that there was no further business to
come before the meeting, Mr. Sturgill declared the meeting
officially adjourned at 2:32 p.m.
