       I.ut ntres of the Meeting of the Executive Committee, Board of Trustees,
University ;f 'i-entucky, Tuesday, June 14, 1977.



       The Executivie Committee of the Board of Trustees of the University of
Kentucky; met in regular session at 2:00 o'clock (Eastern Daylight Timre) on
Tuesday, June 14, 1977, in the Board Room on the 18th floor of the Patterson
Office Tower on the Lexington: camrpus with the following memrbers answering
the call of tthe roll: Mr. William B. Sturgill, Chairman, Mr. William R. Black,
Mr. Albert G. Clay-, MvIr. Richard E. Cooper, and Mr. George W. Griffin.
Professor Paul G. Sears, Secretary, Ex-Officio mrember of the Executive
Comnmittee, was present as was Professor Michael Adelstein, member of
the Board of Trustees. The University administration was represented by
President Otis A. Singletary; Vice Presidents Lewis W. Cochran, Dr. Robert
Zulmwinkle, Dr. SLanley Wall, Dr. Peter P. Bosormworth, Dr. John T. Srnith,
Dr. Donald B. Clapp, and Mr. Jack C. Blanton: Dr. Robert M. Dra'ke,
Special Assistant to the President; and Mfr. John Darsie, Legal Counsel.
Representatives of the various nerws media were in attendance.


       A. Meeting Opened

       The mreeting was called to order at 2:03 o'clock. Following the invocation,
pronouaced bM Mr. Sturgill, the Secretary called the roll and reported all
members of the Executive Cornmittee were present. The Chairman then
declared the meeting officially open -for the conduct of business at 2:03 o'clock.


       t:. Minutes Approved

       Without discussion or. mrotion duly m-ade, seconded and carried, the
reading of the Minutes of the NMay 3, 1977, meeting of the Board of Trustees
vwas dispensed with and the Minutes were approved as published.


       C. President's Report to the Trustees (PR 1)

       P-resident Singletary gave a brief resune of the itemxs in his monthly
report to the trustees and recorrrrerided it be accepted and filed. Without
objection, it was so ordered.


       D. Recommendations of the President IPR 2)

       Tn order to correct an error in the recommended appointment of Mrs.
Myvrtle Fetner as an instrucctor in the Department of Accounting, College of

Business and Economics, (page 2 of PR 2), President Singletary said the
phrase "(with tenure)'' should be deleted and that the minutes should show
this correction. He also called attention to the recommended appointment of Dr.
Ronald T. Farrar as Director of the School of Journalismn, and then recommended
that PR 2 be approved.

       Without discussion, on motion by Mr. Black, seconded by Mr. Cooper,
and passed, PR 2 was approved as a whole and ordered made an official part
of the Minutes of the meeting. (See PR 2 at the end of the Minutes.)


       E. Supplemental Recommendations of the President (PR 3-I)

       The first item in PR 3 recommended that the Board of Trustees
authorize the Vice President for Business Affairs to sell to the University of
Kentucky Athletics Association, at appraised value, a site between Harrison
and Lexington Avenues near Memorial Coliseum. President Singletary explained
that the Athletics Association is contemplating a gift of a facility which would be
constructed on the site and owned and operated by the Athletics Association and
he recommended approval of the sale of the property.

      On motion by Mr. Clay, seconded by Professor Sears and passed
without dissent, PR 3-I was approved. (See PR 3 at the end of the Minutes.)


       F. Supplemental Recommendations of the President 'PR 3-I)

       Noting that the parking situation at the Medical Center has been a major
problem for a number of years, President Singletary recommended that the
Board of Trustees approve the revision and reconstruction of the north parking
lot of the Albert B. Chandler Medical Center. Following approval by the Council
on Public Higher Education, the state will advance funds for the project to be
repaid over a three year period from parking revenue.

       On motion by Mr. Black, seconded and passed, PR 3-II was approved.
(See PR 3 at the end of the Minutes.)


       G. Supplemental Recommendations of the President (PR 3-III)

       Each year contracts with the President and Vice Presidents providing for
the terms and conditions of their employment must be executed. On motion by
Mr. Clay, seconded by Mr. Black and passed without dissent, the Chairman was
authorized to execute said contracts. (See PR 3 at the end of the Minutes. )

       H. University Extension Stipends (PR 4)

       President Singletary noted that there were two parts to the recommendation
in PR 4 relative to the stipend schedules for University Extension - (1) that the
schedules in effect be increased; and (2) that the authority to establish and
modify these schedules in the future be delegated to the President. He explained
that the funds to cover these stipends, which are unusually low at the present
time, come from money generated by University Extension and he recommended
approval of PR 4 as presented. Both Professor Adelstein and Professor Sears
endorsed the recommendation. Mr. Griffin moved approval and his motion was
seconded by Professor Sears and passed without dissent. (See PR 4 at the end
of the Minutes.)


       I. Retirement Resolution (PR 5)

       President Singletary indicated that under the University's Retirement
Plan, which was adopted by the Board of Trustees on April 5, 1977, there is
a provision which, upon approval by the Board of Trustees, would permit
regular full-time employees of an agency for which the University serves
as fiscal and payroll agent to participate in the plan. The Area Health
Education System and the Kentucky Humanities Council have requested that
their eligible employees be permitted to join the University's retirement plan.
The University is fiscal and payroll agent for both groups and thus they satisfy
the eligibility requirements. President Singletary, therefore, recommended
approval of their request by the Board of Trustees.

       On motion by Mr. Clay, seconded by Mr. Black and passed, the
recommendation in PR 5 was approved. (See PR 5 at the end of the Minutes.)

       J. Budget Revisions for 1976-77 (PR 6)

       There being no questions, on motion by Mr. Black, seconded by Mr.
Cooper and passed, the revisions for the 1976-77 Budget as recommended in
PR 6 were authorized and approved. (See PR 6 at the end of the Minutes.)


       K. Interim Financial Report (FCR 1)

       After indicating that the Finance Committee had met and reviewed the
recommendations to be presented for action, Mir. Clay, Chairman of the
Committee, recommended that the financial report for the ten month period
ending April 30, 1977, be accepted and made an official part of the Minutes
of the meetings His motion was seconded by Mr. Cooper and passed without
dissent. {See FCR I at the end of the Minutes.)

       L. Authorization for Incineration of Paid Bonds and Coupons (FCR 2)

       Mr. Clay moved that the Board of Trustees authorize Mr. Shelby Tussey,
Controller Division, and Mr. Thomas McDonald, Internal Audit Division, to
check the list of paid and cancelled bonds and coupons returned fron-, paying
agents from January 1, 1977, through March 31, 1977, to destroy these
documents by burning in the incinerator of the Medical Center and to certify
the correctness of the list as to incineration. His motion was seconded and
passed with unanimous approval. (See FCR 2 at the end of the Minutes.)


       M. License to Kentucky Authority for Educational Television (FCR 3)

       The Kentucky Authority for Educational Television has requested the
right to install a PBS Satellite Receiver Dish on a tract of land owned by the
University located near the KET property on Cooper Drive. This new facility
will improve the sound and picture quality as received from the Public Broad-
casting System Headquarters in Washington D. C. and the Finance Committee
recommends that this be done.

       Mr. Clay moved that the Vice President for Business Affairs and Treasurer
be authorized to execute a license with the Kentucky Authority for Educational
Television granting the right to install a Satellite Receiver Dish on the property
described in FCR 3. His motion was seconded by Professor Sears and passed
without dissent. (See FCR 3 at the end of the Minutes.)


       N. Lease of Hamilton House (FCR 4)

       Mr. Clay explained that the Hamilton House located on South Limestone
Street near the Good Samaritan Hospital has been occupied by students as a
cooperative housing unit. In order to continue to use this facility for students
it would be necessary for the University to do considerable renovation and
repairs. The Finance Committee felt that the number of students living in the
house did not warrant the major expenditures of funds required and, therefore,
recommended that the request from the University of Kentucky Woman's Club
to lease Hamilton House for a club meeting facility be approved.

       Mr. Clay moved that the Vice President for Business Affairs and
Treasurer be authorized to execute a ten year lease with an annual cancellation
clause, subject to review every two years, with the University of Kentucky
Woman's Club for the purpose of using Hamilton House for a club meeting
facility. His motion was seconded by Professor Sears. President Singletary
said he wished to add his endorsement to the recommendation since he felt that
the Woman's Club was a very important part of the University community and
provided many and valuable contributions. Without further discussion, Mor. Clay's
motion passed. (See FOR 4 at the end of the Minutes.)

      0. Investment of Individual Restricted Fund Account Balances (FCR 5)

      Mr. Clay noted that the University has not had a policy which would permit
individual Restricted Fund account balances to participate in earnings fromr
investments. In order to establish such a policy, he moved adoption of the
policy statement in FCR 5. His motion was seconded by Mr. Cooper and passed
without objection. (See FCR 5 at the end of the Minutes.)


       P. Proposed Amendments to the Medical Staff Bylaws, Rules and
          Regulations (MCCR 1)

       Mr. Black, Chairman of the Medical Center Committee, reported that
the committee had met on Saturday, May 21, and approved for transmission
to the Board of Trustees two proposed amendments to the Medical Staff Bylaws,
Rules and Regulations. These amendments would bring the Bylaws into compliance
with the recommendations of the Joint Commission on Accreditation of Hospitals,
and Mr. Black moved approval of the amendments as presented in MCCR 1. His
motion was seconded by Mr. Clay and passed with the understanding that an
editorial change would be made in the second sentence of Part lI-B so that
sentence would read: 'He/she shall be administratively recommended for
appointment by the Dean of the College of Medicine, in consultation with
the Hospital Director and Department Chairmen. " (See MvICCR 1 at the end
of the Minutes.)

      There being no further business to come before the meeting, on motion
duly made, seconded and carried, the meeting adjourned at 2:30 p.m.
