Mayor Lexington-Fayette Urban County Government
II. FOSTER PETTIT served two years as mayor of the City of Lexington and was a leader in the consolidation of the city and county governments. He was elected mayor of the Urban County Government in November 1973.
President of the Kentucky Municipal League for 1976, Mayor Pettit is also active with the U. S. Conference of Mayors and the National League of Cities. He was awarded the Optimist Cup in 1976 and the Chamber of Commerce Citizen-of-the-Ycar citation for 1975.
As chief executive of the Lexington-Fayette Urban County Government, the mayor is authorized to supervise, administer and control all departments of government.
The mayor is elected on a non-partisan basis every four years. He is responsible for the proper administration of all services of the government. He is assisted principally by the Chief Administrative Officer and commissioners of the six departments.
A native of Lexington, he is an attorney who served three terms as a state representative. He resides on Richmond Road with his wife, Marion, and four sons.
JULIAN M. CARROLL
Governor of the Commonwealth of Kentucky
JULIAN MORTON CARROLL became Kentucky's 58th governor on December 28, 1974, succeeding Wendell H. Ford, who was elected to the U. S. Senate. Carroll then won a full four-year term in the 1975 general election. Born in McCracken County in 1931, he attended Paducah Junior College after graduating from Heath High School. He was graduated from the University of Kentucky in 1954 and received his law degree from UK in 1956. Before becoming governor, Carroll served three years as lieutenant governor and ten years as a member of the Kentucky House of Representatives. He is an active member of the Optimist Club and a former Jaycee. He attained the highest office in Kentucky for laymen of the Cumberland Presbyterian Church in 1966-67 when he was named moderator of the Kentucky Synod. The Governor and his wife, Charlann, have four children.

Now in his eighth year as president of the University of Kentucky, DR. OTIS A. SINGLETARY is a Mississippian whose route to the Bluegrass State curled through Louisiana, Texas, North Carolina and Washington, D. C.
He came to Lexington from a position as University of Texas vice-chancellor for academic affairs. Previously, in Washington, he had been director of the U. S. Job Corps in the early stages of its development before moving to the American Council on Education as vice-president. He had gone to the capital in 1964 after three years as chancellor of the University of North Carolina at Greensboro.
The UNC appointment terminated Dr. Singletary's first association with the University of Texas, this a seven-year stay that saw him, as a young historian, rise rapidly in rank from instructor to full professor and begin the shift to administrative work, first as associate dean and later as assistant to the president.
The Kentucky president, and his wifethe former Gloria Walton, met when both were students at Millsaps College. He later earned master's and doctoral degrees at Louisiana State. The Singletarys have two daughters, Bonnie and Kendall, and a son, Scott.
Cliff Hagan Director of Athletics
"I've been preparing for this all my life," CLIFF HAGAN said before taking over as athletics director at the University of Kentucky in 1975. Hagan succeeded Harry Lancaster as director after serving as assistant director for three years.
Hagan's path to the athletics directorship began in Owenstxiro. Kentucky, where he established a then state high school tournament record of 41 points in leading Owensboro to victory over Lafayette in the championship game of the 1949 state high school tournament.
At UK, he played on teams that won 86 of 91 games and an NCAA championship (1951). The 1954 team, undefeated in 25 games, elected not to participate in the national tournament.

DICK PARSONS, in his fifth year as Joe B. Hall's No. 1 assistant, returned to the University as baseball coach in 1969. Before giving up his position to join basketball on a full time basis, he molded a team (1971) which established or tied 15 school records.

Much of Kentucky's defensive prowess on the court can be credited to the talent of LEONARD HAMILTON, a third year assistant, who came to UK after three years as an assistant at Austin Pcay State University.

University of Kentucky Wildcats Head Basketball Coach
JOE B. HALL'S record as Wildcat head coach for the past four years stands at 79-36. During the 1976 season his team won the National Invitational Tournament and ended the year with a 20-10 record.
Hall became No. 1 varsity assistant and head freshman Coach to Rupp after Harry C. Lancaster was named permanent athletic director Feb. 1, 1969. His record with the freshmen was 60-15, including an undefeated (22-0) season (1971-72) which resulted in the Kittens being crowned National Freshman Champions by the Basketball News.
During his first season as head coach, the Wildcats won their last nine conference games to sew up the SEC title.
His ten-year coaching record is 155-92. Broken down, it shows a 57-50 five-year mark at Regis, a 19-6 record at Central Missouri, and a 79-36 four-year record at Kentucky.
A popular personality on the clinic and convention circuits, Hall also has had much international exposure. In addition to the Globetrotters tour in 1951, and the "Down Under" tour in 1974, he has helped conduct basketball clinics for the U.S. Army in Anchorage and Fairbanks, Alaska (1968) and at Ramstein Air Base in Frankfurt, Germany and the RAF Base at Mildenhall, England in 1975. He also was Olympic Trials coach under Hank Iba at the Air Force Academy in July 1972 and is a member of the 1976 Olympic Basketball Committee.

Entering his seventh year at UK is ROY DON WILSON, who came to the University after serving two years as trainer at The Citadel. A native of Texas, he is a graduate of Amon Carter Riverside High in Fort Worth. He received his B.S. degree from Texas A & M with a major in physical education and a minor in business. He is married to the former Patricia Jane Cotter of Houston. They have a son and a daughter.

Applicants are required to participate in a six-week summer program at Fort Knox, Ky., to quality for college ROTC courses next year. Pay for the six weeks is nearly $500, plus travel, room and board.

Practically a legend in his own time for his outstanding high school record and for rebuilding Mississippi State's basketball fortunes in the 1970s, KERMIT DAVIS enters his seventh season at the helm of the Mississippi State Bulldogs in 1976-77.
With the youngest team in the Southeastern Conference, the Bulldogs had a 13-13 record this past season, their first year of playing in the sparkling six-million Humphrey Coliseum.
State started three freshmen and two sophomores for most of the season, finishing with a 6-12 league record for eighth place, the Bulldogs were the surprise team in the SEC.
Born in Walnut, Miss., the personable, 41-year-old head coach earned a rare distinction when he was named Southeastern Conference Coach of the Year in 1970-71 for guiding an undersized but scrappy MSU cage crew to a 15-10 overall record and a fourth-place standing in the SEC with a 9-9 conference mark. His current record is 77-78.
Actually in his 11th year as a member of the Bulldog basketball staff, Davis returned to his 1959 alma mater on March 24, 1966, as he replaced the late Jerry Simmons as an assistant coach under Joe Dan Gold.
But the former Mississippi High School Coach of the Year's association with collegiate and state basketball began even before that date. In 1955 he became the first signee of Coach James H. (Babe) McCarthy, the man who advanced Bulldog basketball to a scale of national prestige, after Davis had paced Walnut High to the state title as a junior in 1954 and to a third place finish in Mississippi in 1955.
Nicknamed "Jodie" by his teammates, he was a member of McCarthy's first SEC championship team in 1958-59 as the club achieved a 24-1 record and a third-place finish in the final Associated Press national basketball poll.
After graduation Davis spent one year guiding Leakesville (Miss.) High to a 21-4 mark before moving to Fort Dix, N. J., where he coached Ft. Dix to the First Army championship two years in a row while compiling a 76-11 mark and .874 winning percentage.
From Ft. Dix the North Mississippi native returned to Tupelo (Miss.) High School and became the only coach in the state's history to win back-to-back "Grand Slam" basketball titles.
Compiling a 132-23 overall for four years as mentor of the Golden Wave, Davis ended his pre-MSU coaching career with a 270-41 worksheet and .868 winning percentage.
After being hired for the State post in 1966, the 1971 A.P. Coach of the Year was an assistant for four seasons and also served as ticket manager for all sports from 1968 through Jan. 1973.
He replaced Gold as head coach on Mar. 23, 1970, and immediately set out to revamp the Bulldog basketball program.
Davis is married to the former Nancy Hogan of Slayden, Miss., and is the father of three children, Kermit, Jr., 16, Bill, 15, and daughter, Jennifer, 4.

19 Wildcats Of The Past
VERNON HATTON (56-57-58)
Named an Ail-American in 1958, Vernon Hatton was a hometown boy. His sensational play as a schoolboy with Lexington Lafayette's state champions stamped him as one of the all-time greats in Kentucky high school circles and won him All-State and prep All-America honors. The versatile, blond-thatched playmaker never wavered under the pressure of his reputation as he continued his fine play against the superior brand of competition faced annually by the Wildcats.
Hatton paced the Kittens, as a freshman, with a 13-point average. Regarded as one of the top sophomores to graduate from the large Kitten squad, Hatton parlayed his ability to rebound and his top-notch defensive play with his poised one-handed shot and clever floorwork to make him a constant threat.
In his first varsity season, Hatton gained a spot as the only sophomore regular on the Kentucky five (other members were: Bob Burrow, Jerry Bird, Gerry Calvert and Phil Grawemeyer) and his sparkling work won him acclaim by separate polls of coaches and newsmen as the Southeastern ( lonl'crciM c's "Sophomore of the Year" for 1955-56.
Russell Rice describes him in "Big Blue Machine":
"Hatton, for instance, was the type of player who gave 100 percent without any prodding, one who would not perform under criticism. The only time Rupp fussed at him was during a defensive drill. Tired of the verbal barrage"Play defense, play defense, you lazy thing"Hatton walked to the bench, sat down, and announced that he had quit.
"Vernon, I have been coaching for 30 years," Rupp said, "and this is the first time I ever had a boy quit on me like this."
Rice also recounts:
"Hatton's finest moment as a Kentucky player came in a triple-overtime duel with Temple in the Coliseum. He made a free throw with 40 seconds to go to send the game into its first overtime. Then with Temple leading by two points with one second remaining, Rupp called time out and set up an in-bounds play to Hatton.
While Temple defenders backed up to protect against the long pass and with many fans filing out of the arena, Hatton took a throw at midcourt from Crigler and shot with both hands. The horn scninded as the ball swished through the net for the tying points.
Temple tied the score at the end of the next overtime, but fell, 85-83, as Hatton scored six of Kentucky's last eight points.
The following day Hatton asked Rupp for the game ball.
"Give you the game ball?" Rupp snorted. "Just because you scored two points from 47 feet with one second to go. How would I explain that to the Athletic Board, giving away a $35.00 basketball? What would they think of me spending all that money? If you hadn't scored the basket, one of the other boys would have done the job, because the play was just one we had been practicing for occasions like that."
As Hatton contemplated quitting the team, Rupp reached under his desk, pulled out the game ball, flipped it to him, and said, "Congratulations, son. You're sure tough in the clutch. You may have the ball. Tell your grandchildren about
it."
After graduation, Vemon played professional basketball, first with the Cincinnati Royals, then the Philadelphia Warriors and finally the St. Louis Hawks, winding up his professional career in 1962.

Kentucky overcame a Mississippi State rally for an 92-85 victory over Mississippi State the first time the teams met this year.
Jack "Goose" Givens equalled the accuracy record set by Rick Robey against Miami University last season. He made 11 of 12 shots from the field enroute to a 26 point performance.
Rick Robey ended the night with 22 points, his best performance since being involved with Dwane Casey and Larry Johnson, in an automobile accident as the trio was driving to Blue Grass field for a trip to Auburn.

Over the last twenty years there have been some great battles between Mississippi State and Kentucky, particularly during the years that Mississippi State had the great Bailey Howell (1957-59) and the coaching of Babe McCarthy (1955-65).
Babe McCarthy did a fantastic job there. I know even after Babe got into pro basketball coaching, he was very proud of the fact (he was one of the few college coaches who could ever say it) that he broke absolutely even with Adolph Rupp in their meetings.
Most of Mississippi State's wins were when the conference was 12 teams. Kentucky went to Mississippi State every other year and the Bulldogs came here in the years that Kentucky didn't go there. Most of the wins came down there, but McCarthy did win one in Memorial Coliseum that was a big one for him.
Babe used the stall. He was the first guy I ever saw go to the "four corner". He used it as an offense. They didn't go just to kill the clock, they were looking for that "gimmie" shot under the basket. They played it better, I think, than any other team I ever saw.
McCarthy had some good athletes-Joe Dan Gold (61-63) and Red Stroud (61-63). Maybe they weren't All-Americans like the great Bailey Howell but they were good players.
During the McCarthy era, Mississippi State had the worst crowd in the conference, with the cowbells. They caused the Southeastern Conference to change the rules. You have to be in a place as small as they had there then and you have to have a pretty prolific crowd to get that done. I know that during one broadcast someone took out a knife and cut the broadcaster's telephone wires. It was a pretty rough place to play but they had some good teams.
There have been many shenanigans between the Cats and the Bulldogs through the years. In 1962 when the conference title race was very close, Bulldog fans were beating the doors down at 5:00 in the afternoon. (The game was played at Mississippi State). That was the night the famous "skunk" was placed under the bench. It was, of course, a stuffed skunk.
Both teams played a lot of "games" with each other. I know Kentucky left a black wreath down there one year and when Mississippi State finally beat them here they put it back on Kentucky's door.
During Coach Rupp's last year, they gave him a standing ovation when he went in there with a team. I remember him commenting that he never thought he'd live long enough to see a Mississippi State crowd give him a standing ovation.
This year the Bulldogs might have the best freshman in the league in Ricky Brown and most of their other starters are sophomores. It's a team of the future.
