ll] issuing this bulletin. listing all elementary schools of the
sttitet'or the sehool-year 1963-64. 1 have reviewed with much interest
the great improvement taking plaee in the area of elementary
“duration. The progress is remarkable and l want to commend
highly all of those who have worked to bring about this progress.

Elementary schools of eight or more teachers are classified in
lelation to a Standard School. Appropriate standards and criteria
are written into the regulations for accrediting elementary schools
adopted by the State Board of Ediieation. It is significant to note
the number of schools achieving the standard rating compared with
the number last year and the gradual increase in this number for
the fi“Tear period since 1959. Yet with this progress much
1"‘“lains to be done. 'l‘heret’ore, I want to impress on all personnel
lillflflg'ed with the improvement of elementary education to proceed
lurwartl towardy not Only meeting the minimum requirements for
asl‘dudard school, but to go far beyond to a high quality diversified

In all of the elementary schools there was a total staff of 18,709
teachers, supervisors, principals, and other special instructional
personnel serving during the school year of 1963—64. Of this number
15,381 or approximately 82 per cent were serving in the schools of
eight or more teachers or schools accredited by the State Board of
Education. There is indication that the professional staff is growingr
not only in quantity but in quality as well. During,r the school year
of 1963—64 nearly 84 per cent of the total staff had a quality of
training of a Bachelor’s Degree plus, 153 semester hours. This was
an increase of 5.2 per cent over the previous year and over 2?
per cent. in five years from 1959-60 to 1963-64.

 

Table IV below gives the median prepared of all elementary ‘

school personnel for a sixteen year period from 1948-64.
