PREFACE

The Inventory of Federal Archives in the States is one of the
products of the Survey of Federal Archives, which operated as a
nation—wide project of the Works Progress Administration from
January 1, 1936 to June 30, 1937, and has been continued in Calif—
ornia since that time as a state project of that Administration.

The plan for the organization of the Inventory is as follows:
Series I consists of reports on the administration of the Survey,
acknowledgments, and general discussions of the location, condi—
tion, and content of Federal archives in the states. Succeeding
series contain the detailed information secured by workers of the
Survey, in inventory form, a separate series number being assigned
to each of the executive departments (except the Department of
State) and other major units of the Federal Government. Within
each series No. l is a general introduction to the field organiza~
tion and records of the governmental agency concerned; the succeed—
ing numbers contain the inventory proper, separate numbers being
assigned to each state in alphabetical order. Thus, in each series,
the inventory for Alabama is No. 2, that for Arizona No. 3, that
for Arkansas No. 4, etc,

For each local office information regarding each series, or
unit of related records, is presented in the following order:
title, inclusive dates (”to date” indicating an open file at the
time the information was secured), general description of informa—
tional content, description of the system of filing or indexing (if
any), a statement of frequency and purpose of use, form of the rec—
ord itself (bound volumes, sheets in folders, etc.), linear footage,
description of the containers, physical condition of the records
(not stated if satisfactory), location by room number or other
identifying information, and finally, the number of the Form 588A
on which this information was originally recorded by a Survey
worker and from which it was abstracted for the Inventory, This

‘ form is on file in The National Archives. When it contains sub—

‘ stantial information on addenda sheets which has not been included
in the mimeographed abstract, indication of this is given by use
of the reference "See addenda."

In California the work of the Survey was under the direction of
Mr. Charles L. Stewart, Regional Director for California and Nevada,

a from its inception until June 30, 1937. From that time until Sept—
ember l, 1937 the work was under the supervision of its. Thelma
Ziemer, State Director of the Historical Records Survey. Since
then Mr. Cyril E. Paquin has been in charge of the state project.
This Inventory of the records of the Department of Agriculture in
California was prepared in the San Francisco office of the Survey
and was edited before final typing by Mr. L. J. Darter, Jr., of the
Division of Agriculture Department Archives of the National Archives.

Immediately following passage of the Agricultural Adjustment
Act (Public Act 10, 73d Cong., 48 Stat. 31) approved May 12, 1933
and until August 1936, the AAA programs in California were ad—
ministered by the State Agricultural Extension Service. County
farm.advlsors served in an administrative capacity on county come
ndttees elected by producers of the commodity involved. These

‘ county committees approved contracts with producers of wheat,
cotton, rice, sugar beets, corn, hogs, etc., for the acreage ad—
justment of such commodities. The contracts were forwarded through
the state office of the Agricultural Extension Service to Washing—
ton to be audited and payrnnts made to the farmers. Prior to the
opening of the State AAA Conservation Office the Agricultural EX—
tension Service handled the following contracts:

In addition cotton producers who pooled their surplus cotton tax
exemption certificates received Bankhead Pool payments of $4,421
under the Cotton Control Act. 'Also administered by the Agricul—
tural Extension Service more 1,391 contracts covering the purchase
of l9,776 head of cattle and 161 contracts for the purchase of
24,070 sheep, made during the 1934 emergency cattle and sheep

1n the spring of 1936 county associations and county conmdttccs
were organized on a county or geographical basis rather than on
a commodity basis. In August 1936 a State AAA Conservation Office
was opened in Berkeley and administration functions and responsi—
bility for operation of the program.was gradually taken over from
the Agricultural Extension Service. County farm.advisors continued
to serve as administrative officials on local committees until the
spring of 1938 when they were replaced by paid secretaries respon—
sible to the county committees.

Adaption of the national conservation program to the needs and
problems of California agriculturists is in the hands of the State
Agricultural Conservation Cmmnittee composed of four paid farmer's
representatives, appointed by the Director of the Western AAA
Division and serving at his pleasure, and the State Director of
the Agricultural Extension Service. Under the general direction
of the chairman of the state committee c.8tate Executive Assistant,
a full—time employee of the AAA, serves as secretary of the com~
mittee, supervises all auditing, accounting and clerical work, and
is responsible for all funds alloted, as well as property and sup—
plies. Responsibility for local and county administration of the
program rests with county and community committees working under
