INFORMATION CONCERNING LEGAL REQUIREMENTS FOR ISSUANCE
AND REISSUANCE OF CERTIFICATES BY STATE
DEPARTMENT OF EDUCATION

Guides to Applicants for Certificates:

Application for certificate must be made on forms furnished by the Depart-
ment of Education. These forms are sent upon request.

Fees should be sent only upon request of the Department of Education, and
in the form of cashier’s check, postoffice money order, or cash. The fee 15
$2.00. Personal checks are not accepted. .
Transcript of credits must be sent by the registrar of the college in Wthh
courses were taken, and upon the request of the applicant for certificate.
Transcripts are not accepted from the applicant.

Delays in the issuance of certificates are due, in the large, to the failure .0“
the part of the applicant to have his credits transferred. The responsibllity
of getting credits sent to the Department rests with the applicant.
Validation of a certificate from another state may be made only when tran-
scripts of credits filed with the certificate show that the applicant has met
requirements for a Kentucky certificate of similar rank.

Official transcript of credits for issuance or reissuance of certificates shall_be
certified by proper officers in charge of the records at the time application
is made. with recommendation that, as far as the records of the institutIOD
are concerned, the certificate should be granted. ,
In meeting requirements for the issuance of any certificate, such credits 111
Education will be accepted as are listed in the catalog of the institution as
Education and are given for this purpose under regular professors. The tern},
“Education,” denotes work done in a recognized institution and which 13
given by the institution with the idea of professional preparation for teach-
ing, such as School Administration, Supervision, Principles of Education.

semester hours). (Logic, Ethics, Economics, Sociology, and subjects of like
nature are not “Education.”)

At least 75% of minimum requirements for certificate requiring 64 or more
semester hours of college credits must have been done in residence, and at
least 50% 0f the requirements for reissuance of any certificate shallbe resi-
dence work. ' ‘

High school units in excess of those evidencing completion of high school
cannot be accepted. Standard high school credlts are earned by attending
and reciting in the classes according to daily schedule, during a regular term
of high school. Only standard colleges may offer correspondence or extension
courses for high school credit.

All applicants for the College Elementary Certificate, or the Standard Ele-
mentary Certificate, must have an average academic standing of 1, or C, this
standing to be computed on the following basis:

A grades give three quality points for each semester hour completed;
B grades give two quality points for each semester hour;

C grades give one quality point;

D grades give credit, but not quality points.

Sixty-seven semester hours complete the maximum credit that may be ac-
cepted from a standard junior college. This 67 semester hours shall include
any work already completed in other institutions previous to the date of com—
pletion of work in the junior college.

After having held certificate of any given type upon credits submitted as
required by law, another certificate of a different type shall not be issued
upon the same credits without the completion of the amount of additional
credits required for the reissuance of the type of certificate sought.
Supervised student teaching credit is accepted in fulfillment of requirements
only when transcript shows the work was done under the direction of a com-
missioned critic teacher and/or in an institution whose student teaching lab-
oratory meets the standards of the Normal Executive Council and the State
Board of Education.
Local Elementary Certificates, valid only in county in which examination
was taken, may be renewed for same county upon two standard high school
units, earned during the life of the certificate. The renewal credits for this
type of certificate must be completed on or before date of its expiration.
Holder of the Local Elementary Certificate, who has completed requirements
for high school graduation, or who has completed 16 standard high school
units, may have this certificate reissued upon 16 semester hours of college
credit. The college credits offered on renewal should be selected from the
curriculum for the 32—hour certificate.

The law whereby certificates were issued on 8 high school units was re-
pealed in 1930, but unexpired certificates of this class must be reissued on
or before date of expiration, as Local Elementary Certificates, upon the
same credits and under the same conditions set out above for Local Ele-
mentary Certificates.

Requirements for College Elementary Certificate Issued Upon 32 Semester
Hours of Prescribed and Elective Work Under Law Effective September

The issuance of the College Elementary Certificate, based upon 32 semester

hours of prescribed and elective work, earned in residence in a standard
junior or standard senior college, requires the following courses:

College Elementary Certificate shall be eligible for renewals of 2 years each
uDon filing of an official transcript showing that the holder has earned at least
l6 semester hours of prescribed and elective standard college credit since the
Issuance of the certificate, or since its last renewal, at least 8 of which shall
have been earned in residence in the institution certifying the transcript. At
least 75% of the credits submitted for renewal should be selected from the
COUI‘Ses leading to the standard elementary certificate.

Standard Elementary Certificate is issued upon minimum of 64 semester hours
of standard college credits, including at least 12 semester hours in Education.
