.RESOLUTIONS ADOPTED AT THE CONFERENCE OF THE REPUBLICAN CITIZENS’ COMMITTEE 1
AGAINST RATIONAL PROHIBITION HELD AT THE BLACKSTONE HOTEL, CHICAGO,ILLINOIS
MARCH 4, 1932

We, the Republican Citizens' Committee Against National Prohibition, assembled at
Chicago on this fourth day of March, 1932 hereby:

REAFFIRM our devotion and abiding faith in the Federal Constitution of our Fathers,
and in the humane and eternal principles that gave birth to the Republican Party, which
party for more than half a century has been the rock against which successive waves of
sectionalism, socialism and fanaticism dashed in vain.

WE BELIEVE that the Republican Party has the virility and should have the courage
to heat back the tidal wave of prohibition hysteria, which now threatens to submerge States'
Rights, Property Rights and Individual Rights; and to this end and for this purpose we
dedicate our best endeavors. .

WE DECLARE that the Eighteenth Amendment can serve no good purpose in the Consti—
tution and, cancer-like, must be cut out if we are to regain a condition of social peace
and political prOgress.

WE AFFIRM that prohibition is wrong in theory, has been ghastly in results, and i
that the millions of our citizens who by voice and vote have indicated that they are opposed 1
to sumptuary laws preclude the possibility of its success. During the past twelve years the
efforts to enforce prohibition have never advanced beyond the stage of an ignoble experiment.

It has been most prolific in the production of discord and treasury deficits. It has pro-
moted graft and financed crime on a scale heretofore unapproached.

WE BELIEVE in the restoration of local regulation of the unsuppressable liquor
traffic and the opportunity to secure excise revenue therefrom.

All Republicans are aware that the will of the people is being thwarted by the
pressure exerted against political leaders of our Party by a well-organized dry minority and '
that this minority will continue its strenuous efforts to impose its will upon the leaders ,
of the Republican Party in the Senate and in the House of Representatives, and therefore,

4 bold measures must be adopted to liberate the leaders and emancipate the rank and file of
the Republican Party from the bondage of prohibition.

On behalf of an overwhelming majority of the electorate, we demand that the Repub-
lican platform of 1932 contain a plank pledging the passage of a Congressional resolution
for the submission of a proposal to repeal the Eighteenth.Amendment, which Resolution shall
be submitted for ratification by Conventions of the people in the several States in accordance
with.Artic1e V of the Constitution; and

WE DECIARE that all methods and measures, schemes and devices to postpone, evade
or straddle a declaration in the Republican Earty platform for repeal of the Eighteenth
Amendment are hereby condemned; now, therefore,

BE IT RESOLVED, that The Republican Citizens' Committee Against National Prohibition
shall appoint a Committee on Ways and Means to take such steps as shall be necessary to bring
about the placing of such a repeal plank in the Republican Party platform.

BE IT FURTHER RESOLVED, that the Committee on Ways and Means recommend to the con—
tributors of the Republican Party to withhold their contributions until a repeal plank has
been placed in the platform; and

BE IT FURTHER RESOLVED, that a copy of these Resolutions be sent to every Republican
member of the Senate and of the House of Representatives of the United States, and to the 1
Nation's Press, so that the Republicans of the Nation may be-advised of this action. _

I hope that Mr. Jouett Shouse will prove to be
correct in his forecast of the Democratic Plat—
form.
I note that you have been succesful in get-
ting Mr. William Arnold Hanger, of Richmond, Ken-
tucky, to act as one of our Directors. I will
add his name to the list. He ought to be a valu-
able member to help us push this work along in
Kentucky.
I think we have been making progress, though
up to date we have not been able to make it per-
ceptible in the attitude of the Kentucky delegation
in Congress. I am looking hopefully to the vote ~
today on the Beck—Linthicum Resolution. Some of
the Kentucky congressmen should vote for this reso-
lution, and if they fail to do so I believe they
will live to regret it.
