a way but I don't think it is as effective as if right at this moment
we had a system of having a number of prominent Kepublioans to telegram
him on the wet plank issue in Republican platform. Probably, it is too
late now, as he might have made his decision-—wet or dry--for the coming
election. it was an opportune time while he was floundering around in a
whirlpool of indecision about the matter; but since, I note over the week—
end, the drys—~dry politicianS--are getting the upper hand, and turning him
around to the belief that the Wet tide will wane by the day of election--
' which is a lot of honey. ”hey are stressing economics on him, as hep. issue-
. However, I will comply with your request as embodied in letter
and second sheet, sending Hr. Hoover a letter immediately———but not exact
I copy for that would give it away as a chain letter-~propaganda-
In the meantime, I have just received a letter with yours from
Mr. Henry H. Curran, Pres. of A.A.P.A., aSking me to write or in person
_ to request all delegates and alternates from this district to declare for
ropeal——outright—-at Chicago Convention of the Republicans. To he frank about
it, I don't know their names or addresses, though I seen them printed in the
‘ Courier-Journal. I don't even know the Democrats' dolegdtes, except I think
' Mr. Dasha Breckinridge is one and a man from New Castle is the other-—I might be
wrong- I would write them all a letter if I knew their names and addresses.
If you have them, send them along to me.

financial problem.

This is just to acknowledge receipt of your letter with
the names of the Republican delegates listed, for which I thank you
very much. Mr. Haldeman also sends me a list of the Republican deleagtes.

i agree with you in your opinion that Kr. Hoover's reign is coming to
an end on March 4th. And I am also of the opinion that the wet tide has
reached the stage where a wet candidate's resubmission principles will
not affect his chances to win among the voters as formerly- In other words,
the mass of in-between voters will not care whether he is wet or not. I
don't think it will make much difference, if the wets will do their part.

For a while I thought Senator Borah had succeeded in placing the
Republicans in dry column; but today I doubt it, for i believe the word
went out~~secretly and undercover—-that a noist plank would be included,
and I'm still of that belief. Too much is at stake for them to keep dry.

I note in Sunday's Courier~Journal that John Young Brown has announced
his candidancy for Chapman's sent in House on a "referendum" platform. I
an very happy to learn it, and i believe he is the logical man to beat
Chapman -—if the Lexington Herald will support which I believe it will.
Still Chapman might flop toward end of contest; you can never tell-

My dear President Butler:

The morning papers print a resolution which it is stated you are proposing to offer for incorporation .
in the platform of the Republican party at the national convention in Chicago next week. I quote the
resolution in full:

”Resolved, That we aflirm the declaration of Republican doctrine made by the Republican
National LOUVCHUOH or 1800, when It nominated Abraham Lincom for President,
namely: "Ihat the maintenance inVi0iate or the rights or the states, and especially .
the rights or each state to order and control its own domestic institutions according
to its own Judgment exclusrvely, is essential to that balance of powers on which the
perfection and endurance of our political fabric depends' ; and

”That we also reaffirm the declaration of Republican doctrine made by the Republican
National Convention of 1884, when it nominated james G. Blaine tor President,
namely: ‘The people of the United States 'in their organized capacuy, constitute a
nation and not a. mere confederacy or states; the national government is supreme
within the sphere of its national duty; but the states have reserved rights which
should be faithfully maintained; each should be guarded with jealous care, so that
the harmony of our system of government may be preserved and the Union kept
inviolate.’

“To the end that these declarations of principle may be made effective, that the distribu-

' tion of powers between the states and the nation as originally established by the ‘

Constitution may be preserved, and that the several states may be enabled, in such
way as their public opinion shall direct and sustain, to deal promptly, effectively
and constructively with the problems of the liquor ttaflic in the light or the experi-
ence of our own and other nations, we ask that the Congress submit a proposal to
repeal the Eighteenth Amendment, which proposal shall be submitted ror ratifica—
tion by conventions of the people of the several states in accordance with the pro-
visions of Article V of the Constitution of the United States.

”Should the Eighteenth Amendment be repealed, the Republican party pledges the
influence and authority to secure the adoption of such measures for the control of

. the liquor traffic by the several states as will promot
