I intimated to you some time ago they I shOuld
probably be a candidate for Supt. of Public Instruction to succeed Mr.
Fuqua and accordingly I have made up my mind to enter the race. I am now
preparing a booklet consisting of the endorsements of leading Educators
of the State asto my competency and fitness for the position and in ad-

dition to these testimonials, setting forth some of my views asto the
needs and betterment of Our Public Schools.

Now, you may think that I am rather hasty in doing this but

I see that this is an age when we must make our wants known in due time.

thousand of these scholarships but have not received as many
inquiries concerning year college as we hoped for. A plan
occurs to us which we think may enatle us to increase this
demand.

receives a salary of $1,800, and Miss Huntington, a salary of $1,000.

of October 10. I found a vast deal of workzaccumulated here
when I returned and this is my :irst opportunity to take this
matter up. I shell. of course, be glad to see you and your
friends:any time. Please let me know a day or two in advance
when you can come.

It is proper, however, that I should repeat again what
I said at the meetinq at Erankfort, namely, that the Southern
Education Board would not find it proper to cooperate with any
organization not fully representative of your state educational

authorities and institutions. This Board can not take part in

any contest between different state authorities. Matters of

difference as to educational policy shOuld, of course, be settle£~
by your people among yourselves. When the people of the state
have decided and are once organized to work for certain measures
for the improvement of their schools, the Southern.Board esteems
it a privilege to help a little where it can, when invited to

do so.

I attended the meeting at Erankfort called by the State
Superintendent and other educational officials of the state,
and advocated there the formation of an educational commission
that would unite all the educational interests of the state,
both the public schools and the hifiher institutions, in an ef—
fort for the xeneral improvement of the common schools. The

It appears, however, that since the meetinq at Mammoth

ve and the inauguration of your "Educational Improvement Com—
mission" that something has occurred to alienate some of your
leadine state authorities. You say in vour letter before me
that "The administration are 'on the Ience'. For awhile they

were violently opposed to the move. Now they are afraid to take

a stand against it.", etc. It is Well known also that the State

college, your leadinu institution, is out of sympathy with this
comm iss ion.

We can have no opinions as to the merits OI this situa—
tion, but must recognize the facts that you state here, viz.,
that your commission has not the full support of the state ad~
ministration. Tt is a matter of sincere regret therefore that
it is not fully representative of the state in the sense ex—
plained above and explained to you in my remarks at the meeting
at Erankfort and in letters to Dr. Hume, the chairman, on the

Dear Sir:-
The infonnation that the girls were restricted to two baths
a week in the Girls Dormitory, came to me flirough entirely reliable

sources, who in turn received it from several occupants of the Dormi-

tory. My information was that this order had been promulgated by your

brother, and I felt that the inquiry should be adiressed to you.

I did not make the statement as a fact, as your letter implies, that
these restrictions had been ordered, and I was careful to avoid any
expression as to my private belief. I did feel, however, that the
matter was of sufficient moment to merit investigation, and that if
such an order had been issued by any authority, whether competent or
not, it should be prOmptly reversed by the board.

The sources of my information were sufriciently definite in my
Judgment to warrant my asking you the question; but until I know more
distinctly your motive for demanding names, and untilxny judgment
approves, I must decline to be any more explicit.
