I The Senate passed the new Morrill Bill today, by a practically unanimous vote. The
bill has been considerably amended, and your Committee believe it to be improved. On W'ed-
nesday next, 25th, the Committee on Education Of the House will act upon the bill and a favor- '
.' able report is expected. We are now ready for work in the House Of Representatives, and
Wish to prepare for this systematically.
. The next step is to organize for a thorough canvass Of the House. We ask you to ascer-
tain what member of Congress from your State can be relied upon, not only to act for himself
but to work among his colleagues and make a canvass of your State delegation. We want at .
least one member from every State, named to our Committee as the person to consult in Wash .
/ ington, on all points connected with this matter, so far as his State delegation is concerned. In
a delegation divided politically, it may be well to carefully select two members as active workers
and name them to us. Address our Committee at the Ebbitt House, Washington, D. C., until .
3 further notice.
Then we ask you to begin, from home, a general appeal from influential persons, to every
,_ Congressman from your-State. Lose no time. Reach every member in every proper way, and
as effectively as you can. Use the Alliance and the Grange where it can be safely done. The
Washington representatives of these National organizations are heartily with us and helping.
We have lately mailed to you a fair supply Of Senator Blair’s Report on the Bill, and of i
a little leaflet on the subject, prepared for the Committee by Dr. Atlierton of Pennsylvania.
The former were in franked envelopes ready for re—mailing. As soon as possible we will send a '
copy Of the bill as passed by the Senate. ‘
Work vigorously from this date till something is accomplished. And be prepared to

Upon the recommendation of the Section on College Work, the Convention adopted the
following declarations regarding The New Morrill Act, for “the more complete endowment

and support of the colleges for the benefit of agriculture and the mechanic arts” :
1st. That every college should keep a separate and distinct account with the income to

_ be derived under the Act of Congress approved August 30, 1890.
2d. That in the expenditure of the new college income, the institutions here represented
' should conform to a strict interpretation of the language of the law as to the application of
. . - these funds.
I 3d. That in View of the history of the New Morrill Act and the decisions of the First
Comptroller of the Treasury that under it the two annual payments are now due and pay-
able to the States, and the fact that instruction during the academic year of 1889-1890 is a
thing of the past, the annual payment of $15,000 for the year ending June 30, 1890, should
be regarded as far as practicable as an equipment- fund, and that the annual payment now
past due for the year ending June 30th, 1891, should be applied to the expenses of the
~ current academic year.
4th. That the oflicers of this Association be requested to respectfully urge upon the
Secretary of the Interior the early payment to every State and Territory having one or
more institutions organized under the Act of July 2d,1862, of both payments now due
under the supplementary act of 1890, in accordance with the evident intention of Congress
‘ ' to apply these benefits equally to all the States and Territories, and in order to avoid imped-
ing the progress and development of industrial education which would result from with-
holding payments and reporting the same to Congress.

' 5th. That the first reports to the Secretary of the Interior, by college presidents and
treasurers, should be made in the year 1891, before the first day of September, and should
cover the operations of the year ending June 30th, 1891, and the disbursements of the
income for that year, together with the use made of the first payment of $15,000.

6th. That this Association desires to acknowledge its appreciation of the courtesy and
liberal spirit shown by the Secretary of the Interior in his action regarding the New
Morrill Act, and is gratified by the assignment of the business arising under this Act to
the Bureau of Education with which the institutions concerned have official relations
already existing, and it is respectfully suggested that the future transactions between the
Department of the Interior and the colleges may be simplified and all interests conserved
by making the Bureau of Education the depository of all records and reports and the
medium for direct intercourse with the colleges, on all matters requiring final action by the
Secretary of the Interior.
'7th. That the College Officers should endeavor to bring to the attention of the legisla-
' - tures of the respective States, at the earliest possible date, the necessary legislative action
under the provisions of the New Morrill Act, and the representatives of the colleges present
at this convention pledged their action and influence to ensure an equitable division. or im-
partial application of all moneys received under this act, in full accord with the spirit of
the law.

Department of Vegetable Physrology.
SPECIAL CIRCULAR.

It is the desire of this department to arrange within the State a
thorough system for the prompt report of all serious diseases of cul—
tivated plants which may appear during the present and following

' years. To this end, the Department earnestly invites the coiiperation-
‘ of all persons who may receive this circular. It is believed that a
well organized system of this sort, thoroughly covering the state, will
lead to important results in increasing our knowledge of the origin
and spread of fuugous diseases, and in pointing to rational and

well-founded methods for avoiding and checking them.
. The work requested of those who are willing to cooperate in this
plan is as follows. Each observer shall keep himself informed as
, thoroughly as possible, during the growing season, concerning the
prevalence of plant diseases in his vicinity ; and shall promptly notify
~ this Department of the appearance of any such trouble, sending with
_ the notice a specimen from an infested plant, to show the nature and
effect of the disease. Directions for sending such specime
