the FACTS.

Your plumber ( er same ene else ) has misled you. Our
valves are in perfect order and the only reason the plumber could not
shut off your line was because your valve (not ours ) had been broken
by your plummer.

We can of course cut the water off to enable you to repair the
valve but in so doing we would be compelled to out other parties eff
also and leave them temporarily witheut fire protection. This we will
do if necessary but it will require a previous notice to the fire de-
partment and special precautions te guard against risks.

This answer is not made with any design ef provoking or con-

tinuing our correspondence unneccessarily, We will aid yau to the piEC‘

The following decisions, rulings, &C., have been made during the
month Of October, 1887, and are published to the Army for the infor-
mation of all concerned:

REGIMHX’I‘AL STAFF OFFICERS.

The eﬁect of" paragraph 171' of the Regulations (General Orders,
No. 14, February 29., 1887) is to exclude from appointment as regi-
mental adjutant or quartermaster any oﬁicer who may have served a
tour of four years or more as a regimental statl’ Ollieer, either before
or alter the adoption of the regulation ; the purpose of this regulation
being that otlicers shall not be kept too long away from the duties
pertaining to a company, and also to give as many capable ofﬁcers as
possible the opportunity of gaining instruction in the duties of adju-
tant and quarternmster.—[Decision acting Sec. lVar, letter Oct. 3,

HAND-LITTERS.

The hand-litters provided for by General Orders, NO. 56, series of
1887, from this Olliee, are to be added to the clothing and equipage
ot' the company and taken up and accounted for on its regular quar-
terly returns, the last column on said return to be used for the pur-

'rRAxsronm'riox FOR ATTEND\NT IN CHARGE OF THE HORSE OF A
.\I()1‘.\"1‘I~JI) OFFICER.

The words “total cost of all” in paragraph 1952 of the Regula-
tions do not include any and every expenditure that may be made up
to the amount of $100, but the cost of transportation of horse and
attendant. There would appear to be no more reason for the pay-
ment by the United States of a bill for services rendered a horse in
transportation than for payment for services rendered the horse in
stable. The Government undertakes to transport the horse and his
care-taker, but not to pay the kitten—[Decision Sec. lVar—ST'Z’O

TRANSFERS TO THE HOSPITAL CORPS.

In the eye of the law these transfers date from the date of the
special Order from the Adjutant General’s Ofﬁce ; but as it is a physical

impossibility for the order to be executed at a distant post on the day
of its issue at \Vashingtou, practically the transfer takes effect from
the date the soldier is actually transferred by orders at his station.—

ACTING ENGIXEER OFFICHRs.

A department commander cannot, under paragraph 45 of the Reg
ulations (as amended by General Orders, No. 135, Adjutant Gen-
eral’s Oﬁiee, series of 1882) detail an ofﬁcer of the line of the Army
as acting engineer ofﬁcer at department headquarters without the

INFANTRY TACTICS.

Paragraph 2-17, in connection with paragraphs 183, 383, and 584:
In executing “rear open order” in single rank, it is the duty of the
right guides to superintend the alignment of the tile-closers in the
position of a supposed rear rank—[Decision Lieut. Gem, letter Oct.
.5, 87—5495A. G. 0., 1887.]

Paragraphs 378—380: On forming the battalion, while the com-
panies are being aligned the ﬁrst sergeant of the left center company
is in the line of file-closers, and comes to a “support arms” at the
command of his captain, as do the other file-closers ; the second ser-
geant of the left center company, being employed to mark the line,
does not take his place or come to a “support” until the adjutant

CHANNEL 0F OFFICIAL CORRESPONDENCE (A. R. (350).

The Regulations, in requiring ofﬁcers to generally indorsc their

opinions or recommendations upon communications which they for-

ward to higher authority, do not call for the expression of an opinion
or a recommendation upon reports of a formal nature which are sub-

mitted at regular periods upon blank forms especially prepared for
that purpose. Reports which exhibit a failure to impart an instruc-
tion required by the orders or regulations under which they are made

might, however, in many cases be made the appropriate vehicle of
suggesting a method by which a more strict compliance with orders

These reports, pertaining to the province of post and department
commanders, need no longer be sent to division headquarters.—

AMMUNITION FOR COMPETITIVE FIRING.

Under paragraphs 591—605, Blunt’s “Riﬂe and Carbine Firing.”
the firing to be held at the annual competitions is restricted to the
four days of competition and the three days of preliminary practice.
this latter including also the “bull’s-eye” firing mentioned in para-
graphs 653—656, “Riﬂe and Carbine Firing,” and that any ﬁring in
addition to that thus prescribed is unauthorized by the “Riﬂe and
Carbine Firing,” and should in all future cases be only held when it
has received the approval of the Lieutenant General and the authority
of the Secretary of War for the expenditure of ammunition for that
purpose.

For the regular competition 40 shots for each of four days, or 100
shots per man, is required of each competitor.

As the amount of the preliminary practice is, within certain limits,
discretionary with the department commander (paragraph 593, “Riﬂe
and Carbine Firing”), the number of shots for each man cannot be so
positively determined as in the case of the competition, but as the
practice is restricted to three days, it (including the bull’s-eye ﬁring)
cannot wcll require more than 240 shots per man, which amount is
considered a sufﬁcient maximum for this purpose, though frequently

EMPLOYMENT 0F OVERSEERS.

The Secretary of War concurs in the opinion of the Quartermaster
General that the post commander should judge as to the necessity for
employing overseers over working parties, of whatever strength.—

ENLISTMENTS IN THE HOSPITAL CORPS.

In making enlistments and re-eulistments for the Hospital Corps,
enlistment papers will be made in duplicate and forwarded to the
Surgeon General of the Army—one copy to be retained in his oﬂice,
the other to be sent to the Adjutant General of the Army after the

close uf each month, with a monthly return of the corps showing all
unlistmcnts and re-enlistments in the corps, by whom made, 850.—
