 WHAT IS A MUNICIPAL

Everybody knows that, you will say.
But, it is a fact that many people do not
know what :1 municipal bond is. It is
the promise, or direct obligation, of a
City, Town, (‘ounty or School District to
pay money at a certain specified time,
secured by :1 Ilil-wrl Mr (ion, upon all the
property witl-in the City, Town, County
or School District. This constitutes a
municipal bond.

We have just passed through a panic
in the stock market. Fortunes have
been wiped out, and people have daily
seen their property depreciate in value
but what has been the effect. upon mu-
nicipal bonds? Holders of these securi—
ties have. lost nothing. The deprecia—
tion upon them in times of financial de-
pression is slight, and they get their
dividends at regular intervals, as usual.
Stocks, being”r atl‘ectcd by all sorts of
happenings and physical facts, go up
and down, following the state of the
money market, the state of the crops,
the earnings of the roads, etc., but a de-
preciation in municipal bonds is (limo-5'!
N'nl'mmw. The owner calmly walks up
and presents his coupons every six
months and draws his interest. whether
the stock market be up or down.

Long experience has taught that Inu-
llielpztl bonds are probably the sqfwl
form of investment. Tne rate ofinter-
est is not quite so high, perhaps, as the
income on stocks, but in the long run
the amount received will, we think, he
at. least equal, for frequently stocks
pass their dividends or largely reduce
thcm,while such occurrences in munici-
pal bonds are practically unknown.
The tendencies of these latter securities
is, constantly In {Imuasc in ‘ru/uc. A11
evidence of the esteem in which they
are held, is the fact that: :1 large per
centage ot'all the savings of the banks
ot'New England is investedin munici—
pal bonds. in nearly every Statein the
Union the .issuance of such bonds is
hedged about with careful constitutional
and legislative restrictions. It is very
seldom nowadays that you hear of a
default or case of repudiation. The
laws are now well defined, and munici—
palities are educated in the matter 0.
issuing-bonds. In times of financia1
excitement, this is a strong feature.

Another strong feature is that they
are the best of collateral, the banks be-
ing willii .L" at all times to lend close to
their face value.
