from Mr. Webb is duly receives and noted. ’ I have looked the matter
over carefully ; think that Mr. Webb's idea is about the best thing to
do under the circumstances, that is, to move the fence where it will be

some use to him. I do not think it will make any great difference

the value of the farm in case of sale as to where the fence is just
so it is on the farm and can be utilized. 1 have written to mr. Webb
that if he thought best to move the fence where he could use it, it
would be all right.

Dear Dr.Patterson:

I have vour favor regarding Miss 01 ;, have looked
into her case verv c refullv. I find “a .m t . first on a three
months‘ appointment, which has been renewed two or three times
on the recommendation of Dr.Wiley, Chief of the Division of Chen-
istry, who is now in Paris looking after the eXhibit of American~
wines at the Paris Exposition. He was a little unfortunate in the
Committee on Appropriations last session, having had some cutting
down where he did not look for it, ?‘ consequently a little
short of funds at the present time. , A . \ tw>u he left me
his recommendations, generally, and atnnfi them was one for the dis-
placement of Miss Clarke. I sent for the assistant chief of the
Division of Chenistry, and also the chemist under whom Miss
has been working, and had_a conference with them, this not
I can not very well override the Chief of a Division in a matter
of this kind, without causing some friction; and in this case, if
I did so, I wanted strong jn‘ ' ication from the scientist under
whom Miss Clarke has been directlr working. I regret that I was
not able to get it. Possibly, after Dr.Wiley returns, I may be
able to do something for Miss Clarke.

My dear sir:~—

Though I attended the meeting of the College Association at
New Haven and Hiddletown I didn't have the pleasure of meeting you
personally but I wish to express my entire sympathy with your effort to
secure For the association at large more complete control 0? the asso-
ciation business. I feel very much discouraged myself over the dis-
:osition of a few in the association to run it and apparently to use it
for their own advertisement. I do not think it is a worthy motive and I
think it is especially inconsistent for a body of executive gentlemen
to be treated in that way.

I believe that if some of us would agree in advance to stand
together on certain questions and understand to begin with that that
constitution shall be radically modified in a few particulars, that we
might get an improved condition of things. I happen to know some of
those men very well, in fact I lived with Dr. Atherton of Pennsylvania,
several years and I do not have the same regard for his judgment that

some of our members do. He is quite along in life but I feel that my

institution has interests that ought to he recognized, and so your

institution and others, and that if we are to spend out‘time and our money
to attend these meetings we ought to be able to show results of a practi—
cal character. To begin with, I think the executive committee has entire—
ly too much authority. It practically controls everything. It is very
careful not to apjoint these meetings when it is convenient for us to go
or when we can get reduced rates when it will make it possible for a

large number to attend. I wish that we might be able to bring pressure
on this committee, even constituted as it is, —— and that would amount to
bringing pressure on Dr. Atherton —- that would induce him to call the
next meeting during the summer vacation and instead of taking it to

Washington city take it to some central and accessible point. It is

rather far East to go again but I would favor going to Buffalo next

year rather than to Washington.or to going up into Wisconsin.

If you think favorably of it and will make some effort to
bring this about I will cooperate with you as far as I can or if you
indicate to me what modifications in the management of that association
you would be willing to seek for I will try to bring to bear upon the
people who have control of it, what influence I can. I understani Col
Liggett of Minnesota was just as much disanrointed as any of us the way
some things were carried on. I think that quite a number were an& I
believe We ought to try to agree on these matters before giVing ur the
whole proposition.
