PREFACE
_ The Inventory of Federal Archives in the States is one of the pro-
ducts of—tbe”wbrk~ef*the“Survey?of—Pederal Archives, which operated as
a nation-wide project of the Works Progress Administration from January
l, 1956 to June BO, IQB7, and has been continued since that date as a
unit of the Historical Records Survey, also operating as a nation-wide
project of the Work Projects Administration, and a group of state or
local projects of that Administration.
The plan for the organization of the Inventory is as follows: Series
I consists of reports on the administration of the Survey, acknowledgments,
and general discussions of the location, condition, and content of federal
archives in the states. Succeeding series contain the detailed informa-
tion secured by workers of the Survey, in inventory form, a separate series
number being assigned to each of the executive departments (except the
Department of State) and other major units of the Federal Government. Nithin
each series No. l is a general introduction to the field organization and
records of the governmental agency concerned; the succeeding numbers contain
the inventory proper, separate numbers being assigned to each state in alpha-
betical order. Thus, in each series, the inventory for Alabama is No. 2,
` that for Arizona No. 5, that for Arkansas No. A, etc.
For each local office information regarding each series, or unit of
related records, is presented in the following order: Title, inclusive
dates ("to date" indicating an open file at the time the information was
Secured), general description of informational content, description of the
system ef filing or indexing (if any), a statement of frequency and purpose
of use, form of the record itself (bound volumes, sheets in folders, etc.),
linear footage, description of the containers, physical condition of the
records (not stated if satisfactory), location by room number or other
identifying information, and finally, the number of the Form 58SA on which
this information was originally recorded by‘a Survey worker and from which
it was abstracted for the Inventory. This form is on file in The National
Archives. Khen it contains substantial information on addenda sheets which
has not been included in the mimeographed abstract, indication of this is
given by use of the reference "Sec addenda."
In South Carolina the work of the Survey was organized by Mrs. Jessie
deed Burnett, and was under the direction of Miss Edith Belle Layman until
June l?57. Since that time the project has been inactive but nominally a
- part of the Historical Records Survey. This Inventory of the records of
` the Department of War in South Carolina was prepared in the Charleston
y office of the Survey, with nr, Benjamin M, Badger, Jr., as chief editor,
and was edited before final typing by Dr. Henry P, Beers, of the Division
of War Department Archives of The National Archives. It is reproduced in
memeographed form through the facilities of the Historical Records Survey.

df .The first fort constructed on this site was built in 1776, and was A
é known as Fort Sullivan, After the repulse of the British in the
{ battle of Charleston Harbor, its name was changed to that of its
§~ valiant commander, Col. William Moultrie. After a period of disuse
if following the Revolutionary`War, this fortification was rebuilt in
g 1796 on a reservation presented by the state, and permanently occupied.
E The reservation and most of the fort were washed away by the sea,
Q S0 in 1811 a third fort was corpleted. Although improved, reenforced,
Q and extended from time to time, this fort still exists. Held by the
i Confederates during the Civil War, it has since been regularly occupied
g by·a small garrison. I

Q This is one of the most distinguished regiments of Infantry in the
§» United States Army. Organized in 1858 during the Seminole War, and
Q as a result of disturbances on the Canadian frontier and expansion of
'§ the western Indian frontier, it later served against the Indians in
Q the West and in Florida, and campaigned next in Texas under Zachary
i Taylor, rendering distinguished service. Under Winfield Scott, it
{ participated in the war with Mexico. During the War of Sccession, l
E its field of operation was Texas, where it was gradually worn down and
g largely captured by the Confederates. Its organized battalions formed
§ part of the Federal army of occupation in South Carolina after the war.
Q It afterwards engaged in nine campaigns against the Indians in the far
T West. It was in Cuba during the Spanish»American War, and in the
S? ` Philippines it served several tours of duty until 1916. In the World
P War this regiment was assigned to the 8th Division, being the only
;} fégiment of that Division to reach France, The regiment served in
lf Germany as the Army of Occupation, and was returned to the States in
g 1925.
