Dear Sir:
I am replying to mr. Waldbauer's letter
of January 16, addressed to Mr. Vittum, in which he asks if it
is planned to have all 1HCX cars equipped with "AB" brakes by
January 1, 1949.
It is planned, and has been planned
since last fall, to have all 1HCX cars equipped with "AB”
brakes by January 1, 1949, provided, of course, that we can
obtain the brakes and other necessary material with which to
apply them. `
We have 147 IHCX cars yet to be equipped
with "AB" brakes, having already equipped 500 cars as of
December 51, 1947.
mr. Campbell informs us that the
r Westinghouse people, in letter of January 15, set forth the
following schedule for delivery of the 150 sets of "AB" brakes
on order with them:
50 sets April 17
50 sets may 9
50 sets June 5
lf this schedule is met, but we have no
assurance that it will be, only eight months remain for
application of 147 sets of brakes by January 1, 1949, under
very favorable circumstances it is very doubtful whether or
not we could complete application by that date. Delay from any
cause whatsoever would render it impossible.

extreme care should be exercised to see that marks on shipments agree
with the waybilling. Failure to Cc so causes undue delays.
The Freight Claim Rules provide that when desti-
nation marks on all packaées in a shipment are found to differ from
those on vavbill resumed to cover the freight and wavbill rust be

held by the apcncy discovering the discrepancy and notice given by
telephone or telegraph to the billinp agent or shipper to ascertain
correct destination. On receipt cf this information, the marks on
packages or destination of vaybill xust be changed accordingly. Pro- ·
perly marked shipments not only speed up delivery but lessen the
possibilities of less and shortage claims,

For a number of years, you have oeen furnishing
detailed reports to this department shovine the freight
savings accomolish*d oy consolidating L.C.L. shipments, making
stopoff cars to partly unload, changing routes, detecting
overcharges before payment of bills and hy giving vendors
instructions relative to prorer hill of lading descrioticns
and routes to he used to enjoy the lowest possible rates.
There has icon a constant improvement at all of our Jerks in
recent years in the manner in which these functitns have been
carried out and ~e take this occasion to command each and
every one of you on the fine joe you have done and thank you
’or the splendid cooreration you have exhioited in carrying
out our instructions and using your own initiative.
Tn keenine rith the Gonpany‘s economy oroeram to
eliminate any unnecessary work, it has oeen concluded that in
the future you will fu nisl us monthly with a simple letter
showin; the amount of savings accomplished for each of the
various categories ahove hentioned and any others that have
been omitted. From these letters we will compile the overall
freight savings reoorts, which are desired and circulated to
the various executives of the comoany, for when the reports
were oriainally made. Tt is realized that in order to
arrive at the savings accomplished in these functions, it is
necessary that you do considerable detail rork and it is
requested that you retain in a safe place all of your work
sheets uoon which this data is comiiled in order that
verification can oe made of any figures submitted when and
if it is considered desirable or necessary to satisfy any
inquiries we may receive from the various interested parties.
Our Traveling Works Supervisor will make it a point to go
into this subject with each one of you as he has occasion
to visit your Works.
