[HCX Cars #27l and #L2§.
Car #2Yl was nxceived in Bonham on Decexbcr lh, and
car #L23 was received on January A, IQLQ, Poth these cars were
examined carefully and it wes found that the paint bed faded rather
had in places, and the old ¤w.3.w.Y." was showing through, Hgwover,
I_H_C.X, end International Harvester co., as well es "HEturn to
Eenhem, Ky., vis L e N Railroad, was cleerly legitle. These cars
ere being repaired HUG will be repsi;ted end stenciled before being
put beck in service,

Now that ¤e have had the experience of operating
with the new reports for several weeks, we are in a position
to eliminate one or two of the operatiins. First, however, we
wish to call to your a,tention that it is necessary when you ship
both IHCX ani foreign cars to the Steel Mills, the tonnage
for both should be shown separately.
It is also noted that you show a recap on the
enclosure slip sent with the forms. This is not necessary
since it is already shown on your form SW ol8. Inasmuch as
you enclose tke waybills, it is not necessary to list the routing
on fonn Sw—él8 with respect to cars destined to the outside,
You should, however, show the number of cars and the tonnage for the
outside shipments on form Sw 618. We therefore ask that you furnish
us with the tonnage for the IHCX and foreign cars shipped to the
Steel Mills on December lO, lé and l7,

Engines, steam or internal combustion, H.O.I., has been changed
to "Lngines, internal combustion, JtO.I." and the ratine has been
revised according to the released value of the engine as declared
on the bill of lading.
The revised ratings provide that existing ratings will
continue to apply on shipments of Internal Combustion Sngines
which have been released to a value not exceeding $2.5O per pound.
If shipments of these engines are released at a value exceeding
s3.5G per pound or if the shipper has failed to declare env value
on the bill of lading for shinments of these engines, the freight
charges are considerably increased.
For your information, it has been determined that all
shipments of our Internal Combustion Engines should be ?€l€3€€d ei
a value ece exeeedene eleie eee poend. In order to avoid any
penalties in freight charges, therefore, please show the following
statement on all bills of lading coverins shipments of Internal
Combustion Engines, I.C.IZ
"The agreed or declared value of the property is
‘ hereby specifically stated by the shipper to be
not exceeding $2.5C per pound for each article".
The released valuation will relate to each article separately and
not to the shipment as a whole.
The new description further provides that ratings and
released value provisions apply on engines and accesories, attach—
ments or related parts pertaining thereto attached to the engines
or enclesed in the same package for installation with or attach-
ment to the engine shipped in the same container.
The above change does not apply on shipments of “old,
used engines, having value for reoonditioning" and this descrip-
tion will continue to apply on engines returned to the "orks for
reconditioning. Furthermore, this change is effective on ship—
ments via motor carriers only and will not apply on shipments via
rail or other forms of transoortation,

Effective June 6th the Works will adopt a program of filing
loss and damage claims directly with the carriers, and also make
collection for such claims. Basic instructions will be mailed to
the Works in the very near future.
It has been thought advisable to hold meetings of the Works
Traffic Supervisors and representatives of the Works Auditors
with representatives of the General Office Traffic and Accounting
Departments for a complete resume of the subject beyond the scope
of the instructions letter.
With the approval of Mr. H. O. Bercher we are planning to
conduct such a meeting at which Wisconsin Steel Works should be
represented on May 26 in Conference Room C of the General Office.
If the foregoing meets with your approval, will you please
arrange for a representative of the Works Auditor to attend this
meeting.
Confirmation of attendance by the representative of the Works
Auditor in advance of the meeting date will be appreciated.

6}: }% Transportation Tax
The tax on transportation charges became effective Dec.
lst, IQME and was modified by subsequent acts of Congress,
Numerous interpretations of various provisions of the Acts
have been handed down by the responsible governmental depart-
ments, This letter therefore is an attempt to set forth
clearly the current application of the tax as it affects
Works and Branch operations. This letter cancels Traffic
Department General letter #2Y} of November lYth IQUE;
Bupplement_#l to G.L. #27} of November 25th, l9G2; Supplement
#3 to G,L, #27} of December 9th, l9U7 and letter dated March
20th, IQUU under file 6}: 5% Transportation Tax.
GENERAL APPLICATION
A tax of 3% will be assessed on the amount of transpor-
tation charges paid to all carriers for hire on shipments
moving via rail, water, truck, freight forwarder, railway or
air express or air freight, except that the tax on transpor-
tation charges of coal will be U cents per ton of 2ooo#.
The tax is payable by the person making the taxable
transportation payment and is collectible by the person
receiving such payment,
The tax applies to the total amount paid within the U,S,
for transportation of property from one point in the U,$. to
another even though while enroute part of the movement is
through a foreign country,
The tax applies to any payment not specifically exempted,
for the transportation of property, made to a person engaged
in the business of transporting property for hire,
In the case of property transported from a point without
the U,S, to a point within the U,S, the tax applies to any
amount paid within the U,S, for that part of the transportation
which takes place within the U,S,
Where the amount paid in the U.S. covers the entire
movement of property from point of origin in a foreign country
to an inland point in the U.S,, the tax will apply to the pro
—e rata part of such payment which represents transportation
within the U_S, However, in the case of shipments arriving
by water, no tax will attach to transportation or services
performed prior to the unloading of property at the port of
first arrival.

The tax will apply to charges for demurrage, reconsigning,
stop-off, storage (see Storage) and other terminal or accessorial
charges such as switching, except when specifically exempted, or
when such charges are absorbed under the line haul rates,
The tax does not apply (l} to an amount paid outside the U_S_
for the transportation of property from a point without the U,S,
. to a point within the U.S,, (2) to an amount paid in the course of
exportation or shipment to a possession of the U,S, and actually
so exported or shipped (see Export), (3) to an amount paid for
transcortation of property by Parcel Post, The hauling of parcel
post from Works or Branch to a post office by hired drayman will be
subject to tax.
SPECIFIC APQLICATIONS
COAL OR COKE
The tax on coal or coke is U cents per ton of 2000#,
An amount paid with respect to the first transportation for
hire of coal is subject to tax, except if such payment covers a
movement from the mine to a preparation plant including a breaker,
. washery, or tipple, the tax will apply to the first transportation
for hire which occurs thereafter,
An amount paid for the transportation pf_coal is not taxable
if there has been a previous taxable transportation of such coal,
Thus at Works which stock pile coal, no tax attaches to movement
of coal from stock pile to boiler house or other location, providing
tax was paid on the transportation to the stockpile.
An amount paid for the transportation of coke, briquettes or
sea coal made from coal is not subject to tax, provided there has
been a previous taxable transportation of the coal or coal dust
from which the coke, briquettes or sea. coal was manufactured.
When a person delivers to a carrier a quantity of coal for
a transportation movement, and the tax has been previously paid
with respect to the coal so delivered, a statement to that effect
shall be endorsed on the bill of lading or other shipping papers.
This endorsement shall constitute authority to the carrier not to
collect tax with respect to the transportation charges due on such
shipment,
Demurrage charges accruing to carloads of coal are not taxable,
§HIPMENTS TO U.S.GOVERNMENT.
Prepaid transportation charges covering shipments from Works
gr Branches to U,S,Government Agencies and moving on Commercial
bills of lading will be subject to tax,
Transportation charges for the transportation of property to
or from the U,S, when shipped on a U,S,Government bill of lading
or on a Commercial bill of lading endorsed "To be converted to
Government bills of lading at destination" are exempt from tax.

SHIPNENTS TO STATES, TERLITORIES OR POLITICAL SUB.DIVISIONS THEREOF.
Shipments consigned directly to the States, Territories,
Counties, Cities, District of Columbia or any political sub-division
thereof are exempt from tax, No exemption certificate is required,
the name of the agency or instrumentality of the foregoing shown
on the bills of lading or other shipping papers being sufficient -
proof of exemption,
Shipments made to Dealer for ultimate delivery by him to a
State, Territory, County, City, District of Columbia or political
sub-division thereof will be subject to tax,
SHIPEENTS TO AhERICAN RED CROSS
Transportation charges on shipments directly to the American
Red Cross are exempt from tax.
DRIVEAWAY OF MOTOR TRUCKS
The tax will not apply where one shipper owned truck is driven
singly, or pulls another truck by means of a tow-bar, or where one
truck is mounted or half mounted on another truck, one truck in
each combination moving under its own power and the only service
furnished by the transport company is that of drivers,
STORAGE
Storage which is incident to or necessitated by the trans-
portation movement performed by the carrier is subject to tax.
Storage occurring before or after a transportation movement
at the instance of the shipper or consignee is not taxable if
billed separately. For example, storage occasioned by the failure
of the consignee to pick up an LCL shipment at the freight station
after the transportation movement was completed will not be sub-
ject to tax provided carrier bills storage charges as a separate
item on the freight bill,
DUTY AND ENTRY FEES
There is no tax payable on duty assessed by the U,S,Government
or on Customs brokers entry fees provided these charges are shown
separately on freight bill by the carrier,
RICK UP AND DELIVERY ALLOWANCE
Where a carrier pays an allowance for pick up or delivery
service, the carrier is authorized to repay the amount of the over
payment of tax with respect to
