    Minutes of the Meeting of the Executive Committee of the
Board of Trustees of the University of Kentucky, Tuesday, March
9, 1982.


     The Executive Committee of the Board of Trustees of the Uni-
versity of Kentucky met at 2 p.m. (Eastern Standard Time) on
Tuesday, March 9, 1982 in the Board Room on the 18th floor of the
Patterson Office Tower on the Lexington Campus.

     A.                   nd Roll Called

     Mr. William B. Sturgill, Chairman, called the meeting to
order at 2:06 p.m. and the invocation was pronounced by Mr. Wil-
liam R. Black.

     The following members of the Executive Committee answered
the call of the roll: Mr. William R. Black, Mr. Albert G. Clay,
Mr. Homer Ramsey, Mr. William B. Sturgill, and Mrs. Betty Pace
Clark, ex officio Secretary of the Executive Committee. Governor
Edward T. Breathitt was absent from the meeting. Members of the
Board of Trustees attending the meeting were Mr. Britt Brockman,
Governor Albert Benjamin Chandler, Professor Opal Skaggs Conley,
Mr. Tracy Farmer, Mr. Ronald G. Geary, Mrs. Sally Hermansdorfer,
Mr. W. Terry McBrayer, Mr. Robert T. McCowan, Mr. A. Stevens
Miles, Professor William F. Wagner, and Professor Constance P.
Wilson. The University administration was represented by Presi-
dent Otis A. Singletary; Vice Presidents Jack C. Blanton, Peter
P. Bosomworth, Donald B. Clapp, Art Gallaher, Raymond R.
Hornback, John T. Smith, Charles T. Wethington and Robert G. Zum-
winkle; Dr. Wimberly C. Royster, Dean of the Graduate School and
Coordinator of Research; and Mr. John C. Darsie, General Counsel.
Members of the various news media were also in attendance.    The
Secretary reported a quorum present and the Chairman declared the
meeting officially open for the conduct of business at 2:08 p.m.

     B.  Miue      prvd

     The Minutes of the January 25, 1982 meeting of the Executive
Committee of the Board of Trustees were approved without
objection.

     C.   President's Report to the Trustees (PR I)

     President Singletary reviewed briefly some of the items in
his monthly report to the Trustees.  He also reported that the
Visiting Committee representing the Southern Association of Col-
leges and Schools has been on campus for a reaffirmation visit,

which is normally conducted every ten years. President Single-
tary feels that the exit interview was "very good" and said that
he expects to receive the official report within the next several
weeks.

     Since no action is required on PR 1, the Chairman accepted
the report and ordered it filed.

     D.  Recommendations of the President (PR 2)

     After noting that the personnel changes in PR 2, Recommen-
dations of the President, were routine in nature, President Sin-
gletary recommended its approval. Without discussion, on motion
by Mr. Black, seconded by Mr. Ramsey and passed, PR 2 was
approved. (See PR 2 at the end of the Minutes.)

     E.   Supplemental Recommendations of the President (PR 3)

     There were no supplemental recommendations.

     F.   Budget Revisions (PR 4)

     On motion by Mr. Ramsey, seconded by Mr. Black and passed,
the budget revisions as recommended in PR 4 were authorized and
approved. (See PR 4 at the end of the Minutes.)


     G.   Acceptance of Gifts from Kentucky River Coal Corpo-
ration and Whitaker Coal Corporation (PR 5)

     With President Singletary so recommending, on motion by Mr.
Clay, seconded by Mr. Ramsey and passed unanimously, the Board of
Trustees accepted a $500,000 gift from Kentucky River Coal Corpo-
ration and a $100,000 gift from Whitaker Coal Corporation. Pres-
ident Singletary expressed his pleasure with these two
significant and outstanding contributions. (See PR 5 at the end
of the Minutes.)

     H.   Report on Gifts and/or Grants (PR 6)

     The report on gifts and/or grants covering the period from
October 1, 1981 through December 31, 1981 was accepted and
ordered made a matter of record as recommended in PR 6. (See PR
6 at the end of the Minutes.)

     President Singletary called on Mr. Robert T. McCowan, Chair-
man of the Fellows Executive Committee for the University of Ken-
tucky Development Council, for a report.

     Mr. McCowan announced that the UK Fellows (alumni and
friends who give $10,000 or more) are embarking on a goal to
increase their membership from 817 to 1,000 by next fall. He
added that with the supply of public funds being reduced and the
cost of education going up, private funds are necessary to help
support the University's quality programs. This past year one
million dollars was raised through the University of Kentucky
Annual Giving Fund.

     I.   Patent Assignment (PR 7)

     The recommendation in PR 7 regarding a patent assignment
being of a routine nature, President Singletary recommended
approval. On motion by Mr. Black, seconded by Mr. Ramsey and
passed, PR 7 was approved. (See PR 7 at the end of the Minutes.)

     J.   PR 8 was Withdrawn.

     K.   Bachelor of Health Science in Radiological Health Sci-
ence Degree Program (PR 9)

     President Singletary pointed out that the demand for health
specialists at both the technical and professional levels is high
and is projected to continue to grow during the next two decades.
He assured the Trustees that the proposed program is consistent
with the University's statewide education mission in that it is a
unique program not available elsewhere in the Commonwealth, and
that no new faculty or facilities will be required and the cost
of the new program will be minimal.

     With President Singletary so recommending, on motion by Mr.
Ramsey, seconded by Mr. Black and passed, the Board approved for
submission to the Council on Higher Education a new baccalaureate
degree program, Bachelor of Health Science in Radiological Health
Science.   (See PR 9 at the end of the Minutes.)

     L.   Proposed Amendment to the Governing Regulations (PR 10)

     President Singletary recommended that the proposed amendment
to the Governing Regulations as presented in PR 10 be received
for consideration and placed on the agenda for action at the next
meeting of the Board of Trustees in April. On motion by Mr. Ram-
sey, seconded by Mr. Black and passed, it was so ordered.   (See
PR 10 at the end of the Minutes.)

     M.   Interim Financial Report (FCR 1)

     Mr. Clay, Chairman of the Finance Committee, reported that
the Committee had met on the morning of March 9 and considered
three items to be presented for action, the first of which was
the Interim Financial Report for the period ending January 31,

1982. The Committee found the University to be "on target" and
Mr. Clay moved that the report be accepted. His motion, seconded
by Mr. Ramsey, passed and the report was accepted. (See FCR 1 at
the end of the Minutes.)

     N.   Authorization for Incineration of Paid Bonds and Cou-
pons (FCR 2)

     With the concurrence of the Finance Committee, Mr. Clay
recommended and so moved the incineration of paid bonds and cou-
pons as presented in FCR 2. His motion was seconded by Mr. Black
and passed unanimously. (See FCR 2 at the end of the Minutes.)

     0.   William B. Sturgill Development Building (FCR 3)

     Mr. Clay pointed out that the Chairman of the Board of Trus-
tees has made generous donations to the University for the pur-
pose of constructing a development building. He then moved that
the Board authorize the routine execution of the instruments nec-
essary to provide for the construction of the William B. Sturgill
Development Building as recommended in FCR 3. The motion was
seconded by Mr. Black and passed unanimously (See FCR 3 at the
end of the Minutes.)

     P.   Report of Investments (ICR 1)

     Without discussion the report of changes made in investments
for the University of Kentucky and its Affiliated Corporations
for the quarter ended December 31, 1981 was accepted. (See ICR 1
at the end of the Minutes.)

     Q.   Meeting Adjourned

     There being no further business to come before the meeting,
the Chairman declared the meeting officially adjourned at 2:20
p.m.
