     Minutes of a Special Meeting of the Executive Committee of the Board of
Trustees of the University of Kentucky in meeting on August 27, 1938.


     A snecial meeting of the Executive Committee of the Board of Trustees
of the University of Kentucky, held pursuant to the preceding call of the
Chairman of the Executive Committee, was held on the twenty-eeventh day
of 1939-

     The meeting was called to order by the Chairman and on roll call the
following answered present:  H. S. Cleveland, D. D. Stewart, and Richard
C. Stoll, Chairman9  James Park was absent.

     After discussion of the offer of the United States of America to aid
by way of grant in financing the construction of a Woments Dormitory, the
completion of the Biological Sciences Building, a Home Economics Building,
and a Cooperative Mouse, the following Resolution entitled "A RESOLUTION
ACCEPTING THE OFFER OF THE UNITED STATES OF AMERICA TO THE UNIVERSITY OF
KENTUCKY TO AID BY WAY OF GRANT IN FINANCING THE CONSTRUCTION OF A WOM    IS
DORMITORY, AN ADDITION TO THE BIOLOGICAL SCIENCES BUILDING, A HOME ECONOMICS
BUILDING, AND A COOPERATIVE HO-UTSE" was proposed by %udge Richard C. Std1l
and read in full:

          A RESOLUTIION ACCEPTING THE OFTER OF THE UNITED STATES
          TO THE UNIVERSITY OF KENTUCKY TO AID BY 7AY OF GRANT IN
          FIl-NACING THE CONSTRUCTION OF A MOMEIMIS DORMITORY, AN
          ADDITION TO THE BIOLOGICAL SCIENCES BUILDING, A HOME
          ECONOMICS BUILDING, AND A COOPERATIVE HOUSE.

     Be it resolved by the Executive Committee of the Board of Trustees of the
University of Kentucky:

     Section 1. That the offer of the United States of America to the
University of Kentucky to aid by way of grant in financing the construction
of a Woments Dormitory, an Addition to the Biological Sciences Building
a Home Economics Building, and a Cooperative House, a copy of which offer
reads as follows:

Board of Trustees of the University of Kentucky,
Lexington, Kentucky.

      1.  Subject to the Terms and Conditions (PWA Form No. 230, as ameired
to the date of this Offer), which are made a part hereof, the United States




 










of America hereby offers to aid in financing the construction of college
buildings and of additions and alterations to existing college buildinep, in-
cluding necessary equipment for such buildings so constructed, added to or
altered (herein called the "Project"), by making a grant to the Board o
Trustees of the University of Kentucky (herein called the "Applicant"l) in the
amount of 45 percent of the cost of the Project upon completion, as determined
by the Federal Emergency Administration of Public Works (herein called the
"Administrator"), but not to exceed, in any event, the sum of $247,500.

     2. By acceptance of this Offer the Applicant covenants to begin work
on the Project as early as possible but in no event later than 9 weeks from the
date of this Offer and to complete such Project with all practicable, dispatch,
and in any event within 13 months from the commencement of construction.

     3. This Offer is made subject to the express condition that, if the Admin-
istrator shall determine at any time that the Applicant has paid or agreed to
pay, whether directly or indirectly, a bonms, commission or fee to any person,
firm or corporation for attempting to procure an approval of the Applicantts
application, or for alleged services in procuring or in attempting to procure
such approval, or for activities of the nature commonly known as lobbying
performed or agreed to be performed in connection with the application, then the
Administrator shall have the right, in his discretion, to rescind this Offer
and any agreements resulting therefrom, and, in the event of such rescission,
the United States of America shall be under no further obligation hereunder.

     Section 2. That said Board of Trustees of the University of Kentucky
agrees to abide by all the Terms and Conditions of said offer, including the
Terms and Conditions annexed thereto and made a part thereof.

      Section 3. That the Secretary of the Board of Trustees be and he is
hereby authorized and directed to forthwith send to the Federal Emergency
Administration of Public Works three certified copies of the Proceedings of
the meeting of the Board of Trustees of the University of Kentucky in
connection with the adoption of this Resolution, setting forth this Resolution
in full, vid such further documents or proofs in connection with the acceptance
of said offer as may be requested by the Federal Emergency Administration of
Public Works.

     The above resolution was seconded by H. S. Cleveland and was
unanimously adopted.

     PZhe Chairman thereupon declared said Resolution carried and. there-

     Judge Stoll then presented a ':esolution Fixing and Determin-ing the
M.tinimlm Wage Rates to Be Paid :,,)nloyees Engaged in Work on College Buildings
to Be Constructed from. the Proceeds of an O.:fer of the United States of America.

     "WTEREAS, by a certain offer dated Augnst 11, 193S, the United States of
America proposes to aid. in financing the construction of college buildings by
making a grant to the University of Kentuc!zf, Lexington, Kentucl-r, in the
maximzum sum of $247,500; and,

     WT7EREAS, it is the desire of the University of Kentucqr to couse to be paid
equal to not less tlhan the prevalin'r' m~ininzi houily wfa.e rates for each trade
and occupation engaged in such constraction; and

     IEPEAnS, feter due investigation as ti sucll wag.es prevailing for work of
similar nature in the locality in wthich the College 3Bildings are to be
constructed, it has been foiund and determined thant such w:afges are as hereinafter
comnletely set out:

     NOW THERE-OIRE, BE IT RESOLVIM by the Executive Committee of the Board of
Trastees of the University of Kentucy-. as follows:

     Section 1.  It is hereby found, fixed and determined that the prevailing
minimum hourly wage rntes for each trade and occupation in the locality in which
the College Buildings described in the preamble hereof are to be constructed, are

employed in connection with the construction of the College Buildings.

     This resolution shall take effect from ann. after its adoption."

     Upon motion duly made and seconded the above resolution fixing and deter-
mining the mininrn wage rates to be paid emrloyees engaged in work on the
College Buildings to be constructed from the proceeds of an offer of the
United Sta.tes of America, was passed.
