requirements for a Basic rating may be Considered for a Provisional rating.

Special School Accreditation

A school that meets regulatory requirements as prescribed by the State Board ofEducation,

including the minimum days set for classroom instruction, but offers special programs or

partial programs resulting from phasing in or phasing out of grades, alternative programs and

certain other programs designed to meet individual needs of students may be considered for

Special School Accreditation rating. , ’

Educational Arrangements

Local Boards of Education may make arrangements for certain types of educational oppor—
tunities not otherwise available through regular school operations and designate where school
records will be kept and credit given.

Schools that do not fit the scheme of cla551fication ofComprehensive, Standard, Basic or

FOREWORD

A review of the accreditation of elementary schools of the state for the school
year 1976-77 continues to indicate that major progress is being made in most areas
of elementary education.

Progress in the various areas reflects the great concern that elementary personnel
have for meeting the individual needs of children. The importance of this concern is
shown by improvement in the following areas:

0 Expansion of curriculum offerings
0 Increase of experimental programs
0 Greater variety of teaching procedures and techniques

0 The use of various teaching aids has greatly increased during
recent years

Elementary schools with eight or more teachers are classified as Comprehensive,
Standard, Basic, Provisional, Special School Accreditation and Emergency. Appropriate
standards and criteria adopted by the State Board of Education are written into regulations
for accrediting the elementary schools.

You will note that there are still relatively few schools classified as Comprehensive
but you will also observe an increase in the number of Standard schools and a decrease
in the number of Basic schools.

We trust this bulletin will be helpful to both elementary school personnel and others

striving for qualitative elementary schools for each child in Kentucky.

 Elementary Schools
For The School Year 1976-1977

There were 1107 elementary schools accredited by the State Board of Education
during the school year 1976—77. Of this number 824 were under the control of the
county school districts and 141 were under the control of the independent districts.
Eighteen (18) were state or federal and 124 were private schools.

Table I below shows the number of accredited elementary schools classified
according to the type of control for five years from 1972-73 to 197 6—77.

The total number of elementary schools operating in Kentucky including all of the
elementary schools of seven teachers and below as well as the 1 107 accredited schools,
numbered 1320 schools. Of this number, there were 19* one-teacher schools compared
to 13 one-teacher schools last year.

Table 11 gives the enrollment in the accredited elementary schools according to the
grades and the control under which the school operated.

*This increase in the one—teacher schools is a result of new nonpublic Less than Eight
Teacher schools. (See Table V)
