     The Board of Trustees of the Agricultural and Mechanical
Qollege of Kentucky- met in regular session in the President's
room in'the college building at 2 P. M. on Tuesday, June
5, 1900.



Present:

      In the absence of the Governor of the Commonwealth, on
motion of President Patterson Judge Holt was made temporary
chairman.



After the meeting was called to order, a quorum was announced.



      Messrs. Barker, Bradburn, Hager,, and Nelson were duly
qualified by taking the oath of office.



      On the nomination of Mir. Boswell Judge bolt was then
elected chairman.



      Written excuses for absence from the meeting were
submitted to the Board from Judge J. I. Lan-des, J. B. Marcum,
and Gen. E. H. Hobson.



     A verbal excuse tfrom Mr. R. C. Stoll was also
submitted.

      On motion of hiMr. Frazee all of the aforesaid excuses
were accepted by the Board as satisfactory.



     The minutes of the previous meeting were then read
and approved and ordered to be signed.

      On the suggestion of President Patterson, voted that
inasmuch as there may be no quorum present on June 6th, and
7th, the regular order of business be suspended, and matters
of special importance be considered.



      Ordered that the recommendations by the faculty of
the following candidates for the degrees opposite their
respective names be approved and that the President be
authorized to confer the degrees indicated: viz.

     On motion voted:

     lst. That V. E. Muncy tihird assistant in the Academy
be Business Agent during the next fiscal year at a salary
of $1C50.00, his whole time as Business Agent being at the
disposal of the college for such services as the
President may direct.


      2nd. That the said Muncy be Secretary to the Board of
Trustees and the Executive Coiummittee for the hext collegiate
year at the salary heretofore fixed $150.00 making a total
of l200.00.


      3rd. That at the end &f the next collegiate year the
said Muncy has the right to resume his place in the Academy
without any impairment, if he so desire or if the Board of
Trustees desire to elect another to the office of
Business Agent.



      On motion voted that Major R. S. Bullock be re-elected
as Treasurer for the ensuing year.



      For the ensuing six months the following were
elected by ballot.

      Ordered on motion of President Patterson - seconded
by M,.r. - Todd.



      1st. That of the $60000. recently appropriated
by the General Assembly for the benefit of the college a
sum not exceeding 3O0000. be expended in purchasing ground
and erecting and equipping thereon a dormitory for ladies.



      2. That a sum not exceeding .$30000 be expended in
erecting and equipping a building for a gymnasium, drill hall,
and young Men's Christian Association room.



      On motion of Judge Barker,  Ordered " that Mr. James
E. Winston of Waynesboro, Virginia, appointed be for one
year to the position of third Assistant in the Academy."

      Salary $800.00.



      Ordered on motion of Mr. Nelson second by Mr. Todd
that President Patterson be given authority to continue
at his discretion, the services of Major W7. T. Carpenter,
as Commandant.



      Voted on motion of Judge Hager seconded by Mr. Nelson,
that the salary of J. R. Johnson Assistant in Mathematics
be increased to $900 for the next collegiate year.



      On motion of President Patterson ordered that Leon K.
Frankel, be appointed 2nd. Assistant in Mechanical Engineering
Department for the next collegiate year. Salary to be $600.

      On motion of Judge Barker ordered that authority be
given to the President of the College to appoint after
consultation with Prof. Scovell, one clerk at a salary of
$5oo.OO and two Assistant Chemists at a salary of $600 each.

      The time of these officers shall be at the disposal of
the Experiment Station for such services as Prof. Scovell
may direct.



      On motion of President Patterson ordered that Mr. J. N.
Harper's salary be fixed at $1200. for the next year.



      On motion the following was approved:  viz.,

      The coimittee appointed to select and recommend a
suitable person as Prof. of English having selected Prof.
A. S. Mackenzie for one year subject to the confirmation of
the Board for continuous service thereafter;


      Resolved. That having regard to the different
relations which exist between teacher and scholar, the
different conditions under zwhicch instruction is given, and
the different ideas of discipline and subordination current
in America and Great Britian, the Board prefer to postpone
action on the confirmation of Prof. Mackenzie for one year
and so order.

      His silary for the next collegiate -year as agreed
upon will be $1600.00.



      On motion of Judge Hager ordered that authority be
given to President Patterson to appoint fellows to each of
the fellowships created heretofore,

      The compensation to be 150.00 in each case.



      On motion ordered that Judge Hager be appointed a
committee of one to determine wh,     ar the Board of Trustees
may use a part of the fertilizer/to pay a Professor of
Agriculture.

      President Patterson offered the following: viz.

      " The Military Council shall at tihe beginning of each
term appoint a Board of five of it's members who with the
Commandant shall have cognizance of and jurisdiction over
all military offenses including violations of dormitory
regulations, breaches of discipline and absences from
chape 1.



      For military offenses and delinquencies, violations
of regulations relating to the dormitories and breaches of
order and propriety on the college grounds, and absences
from chapel, the following punishments may be adjudged by the
Military Board; viz.,

      Admonition in orders and on battalion parade,
Extra duty, squad-drill, reduction to ranrks, confinement to
quarters, arrest.


      But all offenses requiring severer penalties and all
offenses of a cumulative order requiring severer punishrent
shall be reparted to the faculty with a recon-L-nendation of the
penalty which should be imposed.



      In all cases the findings of the Military Board and
of the faculty shall be reported to the President for hnis
approval. Every student shall have the privilege of appeal
to the faculty from any decision of the Military Board.



      The Commandant shall preside as chairman of the
Mlilitary Board and shall on a division be entitled to two
votes.



      Punishments inflicted under the Foregoing regulations
do not in any case cancel demerits."'


       On motion the foregoing rules and regulations were
approved.

      The following report was submitted.

      To the Hon. Board of Trustees of the A. & M. College
of Kentucky.

      Your committee respectfully reports that in obedience
to your direction they made application and succeeded (largely
through the efforts of President Patterson) in getting from
the last General Assembly of Kentucky an appropriation of
$60,000 of which $30pOO is to be used in erecting a dormitory
for young women students of the college and the balance to be
used for such other buildings as you think most necessary of
those named in the first section of the Act.


      It also allows what is probably a reasonable annuity
for the support of said Dormitory.

      On motion the foregoing report was received and
approved.



      Judge Holt read the following:

      To the Honorable Board of Trustees of the A. & M.
College of Kentucky.


      The undersigned respectfully report that they prepared
and presented to the last General Assembly before the 10th
day of the Session the report of the condition of the
College as required by law and copies thereof are in the
possession of the Secretary of the Board of Trustees and
each Trustee can upon application procure a copy.

      On motion the foregoing schedule of appropriations
was approved.



      Ordered that the $15000 from the Hatch Act and the
income from the fertilizer control, the pure food law and
the farm account and the interest accruing from these
accounts be appropriated for the use of the Station.



      On motion ordered that the Executive Committee be
constituted the Building Committee with power to act in
purchasing ground and in erecting a ladies dormitory
and a gymnasium.
