MINUTES OF THE EXECUTIVE COMMITTEE



       MEETING RIED JU1Y 19' 1A16



     At a meeting of the Executive Ccma-zitee of the Univers.Iy
of Kentucky. held in the President's office, Wednesday July
19, 1916, there were present Messers. G.B, Nichols, R.G, Stoll.
P.P. Johnston, Jr., Frank McKee, G.G. Brook, John E. Brown
and G.B. Terrell.

     Minutes of the previous regular meeting were read and
-approved was postponed until the next meeting, that some cor-
rections may he made.  (Unable to construe eaening, evidently
some error in original.)

     Upon motion made, seconded end unanimously cazried, Prof.
Anderson was allowed to transfer from his budget of upplies
a sufficient sum to add $15.00 per month to the salary of Mrs.
Turner and $20.00 per month to the salary of Miss Jelly, the
payments to begin with the present mont[-

     A letter from the Attorney General on the question as to
what members of the State eoard of Agriculture are now members
of the Board of Trustees, was ordered to be recorded, which is
as follows:-

Dear sir:-

     The Executive Comnmittee of the University of lentucky on
June 21st, by resolution, requested an opinion of the Attorney
as to which members of the Board of Agriculture of the State
arv ea1btrs of the Board of Trustees of the University, and a
coaW of said resolution has been forwarded to me by you.

     Chapter 26 of the Acts of 1916 provides that the Commiss-
 ioner of Agriculture shall be an ex-officjo member of the
 Board of Trustees of the University.

     The Act further provides as follows: oThe seven members
of the State Board of Agriculture shall be ex-officto members
of said %oard.H

     By the provisione of Section 37-8 4entucky Statutes, the
Director of the Ezperiment Station is made an ex-officio- mem-
ber of the State board of Agriculture.   It is then provided that
tje Governor shall a point seven members of said board, one
from each Appellate iLj strict.

     Tha act of 1916 makes "the seven members" also members
of the Board of Trustees of the University of kentucky. ft is
clear to my mind that the members of State   oard of Agricul-
tur*, which are also members of the Board of Trustees of the
University, are the Commissi-rner of Agricaltur\a, and in addi-
tion the seven members of the said Board, appointed by the




 







Governor from each Appellate "istrict.

     It was ordered that a basement room and hallway in the
physi s building be completed and for that purpose the sum of
$1325.00 was ordered to be used, or as much of that sum as
may be necesstry, to pay for all material and labor In that
connection.   he various parts of the work: shall be let out
on competitive bids and a report made to the 3usiness Office,
showing each item of expenditure.

     The Committee thea proceeded to the election of a Business
Agent for the Univeri5 ty, and after several ballots, D.E. Peak
was unanimously elected as Business Agent and required to
,ive bond in some good bonding company in the sum of ten thousand
dfllare for the faithful performance of all his duties.

     It was then smove-d and seconded that Judge William T.
Lafferty be relieved of all duties in connection with the
Comptrollerts office and that D.H. Peak, the business Agent.
be and he is hereby made Comptroller and required to discharge
all of the duties of that officd.

     Upon .motion made and duly seconded,  rofessor "noch Gre'
ham, the '1ead of the School of Uournaligm. was elected secre-
tary of the Committee in lieu of Jad4e william T. Lafferty.

     It was stated in the meeting and this seemed to be the
genr3.al understanding of the Executive Qommittee that Judge
Lafferty should be given more time for the building up of the
College of xaw and that his salary be unchanged by what had
been done by the Gommittee.  it was also stated that these
changes were not the result of a want of confidance in Judge
Lafferty or meant to reflect on his ability and fidelity in
any way but in the opinion of the Gommittee he had more work
than one man could do a d the changes were made in order that
he might devote more time to the w'ollege of Law.

     On motion, the meeting adjourned.

the College of Agriculture, amounting to a reduction of five
percent on all amounts budgeted In the above.
