1968-69

 

 FOREWORD

A review of the accreditation of elementary schools of the state
for the school year 1968-69 continues to indicate that major progress

is being made in most areas of elementary education.

Progress in the various areas reflects the great concern that
elementary personnel have for meeting the individual needs of chil-
dren. The importance of this concern is shown by improvement in
the following areas:

l/Expansion of curriculum offerings
1/ Increase of experimental programs
1/ Greater variety of teaching procedures and techniques

V'I‘he use of various teaching aids in quantity and quality
which reached an all time high during this past year

Elementary schools with eight or more teachers are classified
as Extended, Standard, Provisional. or Approved. Appropriate
standards and criteria adopted by the State Board of Education are
written into regulations for accrediting the elementary schools.

You will note that there are still relatively few schools classi-
fied as Extended but you will also observe a gradual increase in the
number of Standard schools and a slight decrease in the number of
Provisional schools.

I trust this bulletin will be helpful to both elementary school
personnel and others striving for a qualitative elementary school
for each child in Kentucky.

There were 1,052 elementary schools accredited by the State
Board of Education during the school year 1968-69. Of this number if'y]
699 were under the control of the county school districts and 218 were [(111
under the control of the independent districts. Nineteen (19) were Kn
state or federal and 116 were private schools. As will be seen, there GI‘

was a variety ot organizations aeeording to the grades included In Gr;
the type of organization. By far, the greatest number of organiza- Gr:
tions conform to a 1-8 type of organization or a 1—6 organization. Of 8::
these 455 were organizations offering a program from one through Gr;

The total number of elementary schools operating in Kentucky SCh0(
including all of the elementary schools of seven teachers and below
as well as the 1,052 accredited schools, numbered 1,585 schools. Of
this number, there were 166 one—teacher schools compared to 248 _
one-teacher schools last year. Comparison of the schools of other Grades
sizes can be seen by study of the summary information included in KT

The number of pupils enrolled in the accredited elementary 5
schools continues to grow. This year there were 471,406 pupils en-
rolled in these schools for the year. Of this number 314,233 were in
the schools under the control of the county school districts, and
105,120 were enrolled in the schools under the control of the inde-

 In all of the elementary schools, there was a total staff of
approximately 24,300 teachers, supervisors. principals, and other
special instructional personnel serving- dnring‘ the school year of
1968-69. Of this number 20,0228 were serving in the schools of eight
or more teachers or schools accredited by the State Board of

Education.

Table IV following shows the number of elementary schools
acceredited for the school year of 1968—69 compared with the school
year of 1959-60, classified according to size.

It will be seen from a study of Table [V that the schools of 16
teachers and below, have decreased in number from 616 to 526 dur-
ing the ten—year period while the schools of 17 teachers and above

have increased from 248 to 526.

The trend in the development of the elementary schools through;
out the state is towards the larger elementary school unit in order
to make it practical to offer an effective program of education.
