     Minutes of the Meetirg of the Execulive Committee of the
Board of Trustees cof the UniversLty of Kentucky, Monday, March 5, 1979.



     The Executive Committee of the Board of Trustees of the
University of Kentucky met on Monday, March 5, 1979, at 2:00 p.m.
(Eastern Standard Time) in the Board Room on the 18th floor of
the Patterson Office Tower on the Lexington campus. The following
members answered the call of the roll: Mr. William B. Sturgill,
Chairman, Mr. William R. Black, Mr. Albert G. Clay, Mr. George
W. Griffin, Mr. Homer W. Ramsey, and Mrs. Betty Pace Clark, Ex-
officio Secretary. Members of the Board of Trustees in attendance
at the meeting included: Professor Michael Adelstein, Governor
A. B. Chandler, Mr. L. D. Gorman, Mr. Zirl Palmer, and Mr. Eugene
Tichenor. The University administration was represented by President
Otis A. Singletary; Vice Presidents Lewis W. Cochran, Robert
Zumwinkle, Stanley Wall, Peter P. Bosomworth, Robert R. Hornback,
John Smith, Jack C. Blanton and Donald B. Clapp; Dr. Wimberly
Royster, Dean of the Graduate School and Coordinator of Research;
and Mr. John Darsie, Legal Counsel.  Members of the various news
media were also in attendance.

     A. Meeting Opened

     The Chairman called the meeting to order at 2:12 p.m. Following
the invocation pronounced by Mr. William R. Black, the secretary
called the roll and reported all members of the Executive Committee
were present.  The Chairman then declared the meeting officially
open for the conduct of business at 2:15 o'clock.

     B. Minutes Approved

     On motion duly made, seconded and carried, the reading of the
Minutes of the January 30, 1979, meeting of the Executive Committee
was dispensed with and the Minutes were approved as published.

     C. President's Report to the Trustees (PR 1)

     After noting that copies of his monthly report to the Trustees
had been distributed, President Singletary recommended that the
report be received and filed. Without objection, it was so ordered.

     D. Recommendations of the President (PR 2)

     President Singletary mentioned that PR 2 consisted of two
parts--(l) the approval of the appointment of Dr. John R. van Nagell
as a replacement for Dr. Robert Luke, who has resigned, on the
Council of Supervisors of the University Hospital; and (2) Personnel
Changes, all of which were routine.  He then recommended that PR 2
be approved as a whole.

     On motion by Mr. Black, seconded by Mr. Ramsey and carried,
PR 2 was approved. (See PR 2 at the end of the Minutes.)

     E. Budget Revisions for 1978-79 (PR 4)

     President Singletary recommended that PR 4, Budget Revisions
for 1978-79, be approved. There being no questions, on motion by
Mr. Black, seconded by Mr. Ramsey, and passed, the Budget Revisions
recommended in PR 4 were authorized and approved. (See PR 4 at
the end of the Minutes.)

     F. Acceptance of Becuest (PR 5)

     President Singletary explained that the University could not
accept the bequest from Mr. Abe D. Galanty unless it received a
waiver relieving the University from any responsibility for enforcing
the racial restrictions in the will. The Co-executors and Trustees
of the estate have executed such a waiver and have transferred
securities worth $131,636.52 to the University. The President
then recommended that the Board of Trustees accept this partial
distribution from the estate of Abe D. Galanty to endow the Abe
D. Galanty Scholarship Fund with the understanding that the funds
will not be administered in a racially discriminatory manner.

     On motion by Mr. Clay, seconded by Mr. Griffin, and passed,
the recommendation in PR 5 was approved. (See PR 5 at the end
of the Minutes.)

     G. Doctoral Program in Computer Science (PR 6)

     After assuring the members of the Executive Committee that there
is a real need for a Doctoral Program in Computer Science, that the
resources are adequate, and that the necessary approvals have been
obtained from the Graduate Faculty and the University Senate,
President Singletary recommended that the Trustees authorize for
submission to the Council on Higher Education a Doctor of Philosophy
Degree Program in Computer Science. Mr. Clay so moved. His motion
was seconded by Mr. Griffin and passed without dissent. (See PR 6
at the end of the Minutes.)

     H. Interim Financial Report (FCR 1)

     Mr. Clay, Chairman, reported that the Finance Committee had
met on the morning of March 5, 1979, and considered the items to
be presented for action, the first of which was the Interim Financial
Report for the period ending December 31, 1978. The Committee
found the University to be "on target" and Mr. Clay moved that the
report be accepted. His motion, seconded by Mr. Ramsey, passed
and the report was accepted. (See FCR 1 at the end of the Minutes.)

     I. External Auditors for Fiscal Year 1978-79 (FCR 2)

     The Finance Committee so recommending, Mr. Clay moved that the
firm of Coopers and Lybrand, Certified Public Accountants, be engaged

to perform an examination of the various accounts of the University
of Kentucky and its affiliated corporations in accordance with the
recommendation in FCR 2. His motion was seconded by Mr. Griffin
and passed without dissent. (See FCR 2 at the end of the Minutes.)

     J. Room and Board Rates 1979-80 (FOR 3)

     At Mr. Clay's request, Mr. Blanton explained the various
increases in room and board rates for 1979-80 as recommended in
FCR 3 saying that the proposed rates were the lowest possible to
keep the Housing and Dining System on a break-even basis. He
added that the high cost of labor, food and utilities is the primary
reason for the recommended adjustments. Meetings had been held
with students and they understood the necessity of increasing the
rates.

     Without further discussion, on motion by Mr. Clay, seconded
by Mr. Griffin and passed, the six recommendations in FCR 3 for
proposed adjustments of room and board rates for 1979-80 were
approved. (See FCR 3 at the end of the Minutes.)

     K.  Student Center Activity Fee (FCR 4)

     Mr. Clay asked Mr. Tichenor, Student Trustee, to speak to the
proposed increase in the Student Center Activity Fee recommended
in FCR 4. Mr. Tichenor said that prior to the Board of Trustees
approval of the construction of an addition to the Student Center
in July 1977, a survey had been conducted to determine student
reaction to increasing the Student Center Activity Fee in order
to generate revenue to pay the debt service and operating costs
of the addition. At that time, the student reaction was positive.
Since then tuition and activity fees have increased and Student
Government felt it was desirable to again determine student reaction.
The survey was repeated and the results were the same as the original
survey had produced. Mr. Tichenor closed his remarks by saying
that he felt the students were in favor of the increase in the
Student Center fee as proposed in FCR 4.

     Thanking Mr. Tichenor for his remarks, Mr. Clay said that
inasmuch as the students had indicated a willingness to accept the
increase in fees in order to have the addition to the Student
Center, he felt that the University should take the necessary steps
to construct the addition without further delay. He then moved
that the Student Center Activity Fee be increased from $12 to $22
per semester and from $6 to $11 for the summer session for full-
time students to be effective at the beginning of the fall semester
1980. His motion was seconded by Mr. Ramsey and passed without
dissent. (See FCR 4 at the end of the Minutes.)

     L. Report of Investments (ICR 1)

     Mr. Griffin, Chairman of the Investment Committee, presented
a quarterly report of changes made in investments for the University
and its affiliated corporations for the quarter ending December 31,
1978 and moved that the report be accepted. Mr. Black seconded his
motion, which passed without dissent.   (See ICR 1 at the end of
the Minutes.)




 









     M. Meeting Adjourned

     President Singletary requested that following adjournment
the Executive Committee members and all members of the Board of
Trustees present at the meeting go into Executive Session.

               RECOMMENDATIONS OF THE PRESIDENT

I.  Appointment to Council of Supervisors, University Hospital

     Recommendation: that John R. van Nagell, M.D., be appointed
     to a three-year term as a Medical Staff member on the Council
     of Supervisors, University Hospital, to replace Robert Luke,
     M.D., effective January 23, 1979.

     Background: In accordance with the Bylaws of the Council
     of Supervisors, University Hospital, the Board of Trustees
     must approve all appointments to the Council. In the
     December 12, 1978 meeting of the Board, Robert Luke, M.D.,
     was named as a Medical Staff member on the Council for a
     three-year term. Since then, Dr. Luke has accepted a position
     at the University of Alabama and has resigned from the
     Council of Supervisors effective January 23, 1979. Dr. van Nagell
     was elected by the Hospital Clinical Board as provided in the
     Bylaws and his appointment has the support and recommendation
     of the Vice President for the Medical Center.

II. Appointments and/or Other Staff Changes

     Recommendations: (1) that approval be given to the appointments
     and/or other staff changes which require Board action; and
     (2) that the report relative to appointments and/or changes
     already approved by the administration be accepted.

     Background: The following recommended appointments and/or
     other staff changes require approval by the Board of Trustees
     in accordance with Part VIII-B of the Governing Regulations
     of the University. These recommendations are transmitted
     to the Board by the appropriate vice president through the
     President and have his concurrence.

     Under the Governing Regulations the authority to make certain
     appointments and/or other staff changes is delegated to the
     President or other administrators who are required to report
     their actions to the Board. This report follows the recom-
     mendations requiring Board approval.
