   Minutes of the Meeting of the Executive Committee of the Board of
Trustees of the University of Kentucky, Tuesday, March 5, 1985.


    The Executive Committee of the Board of Trustees of the University
of Kentucky met at 1 p.m. (Eastern Standard Time) on Tuesday, March 5,
1985 in the Board Room on the 18th floor of the Patterson Office Tower
on the Lexington Campus.

    A. Meeting Opened and Roll Called

    Mr. Robert T. McCowan, Chairman, called the meeting to order at 1
p.m., and the invocation was pronounced by Mrs. Edythe Jones Hayes.

    The following members of the Executive Committee of the Board of
Trustees answered the call of the roll: Mr. Robert T. McCowan
(Chairman), Mr. William R. Black, Mr. Albert G. Clay, Mr. Tracy
Farmer, Mr. T. A. Lassetter, and Mr. George W. Griffin, Jr. (Ex
Officio Secretary). Members of the Board of Trustees attending the
meeting were Professor Timothy A. Cantrell, Mr. Timothy B.
Freudenberg, Mrs. Edythe Jones Hayes, Mr. Henry E. Hershey, Mr. R.
Larry Jones, Mr. James L. Rose, and Professor Constance P. Wilson.
The University administration was represented by President Otis A.
Singletary; Mr. James 0. King, Vice President for Administration;
Chancellors Peter P. Bosomworth, Art Gallaher, and Charles T.
Wethington; Dr. Raymond R. Hornback, Vice President for University
Relations; Mr. John C. Darsie, General Counsel; Mr. Henry Clay Owen,
Controller and Treasurer; Mr. Edward A. Carter, Associate Vice
President for Planning and Budget; and Dr. Paul G. Sears, Special
Assistant for Academic Affairs.

    Members of the various news media were also in attendance. The
Secretary reported all members present, and the Chairman declared the
meeting officially open for the conduct of business at 1:03 p.m.

    B.  Minutes Approved

    On motion made by Mr. Black, seconded by Mr. Farmer, and passed,
the Minutes of the January 22, 1985 meeting of the Executive Committee
of the Board of Trustees were approved as written.

    C.   President's Report to the Trustees (PR 1)

    President Singletary called attention to his monthly report to the
Trustees, copies of which were distributed earlier, and recommended
that the report be accepted. Without objection, it was so ordered.

    D.   Personnel Actions (PR 2)

    After noting that the personnel actions in PR 2 were routine in
nature, President Singletary recommended its approval. On motion made
by Mr. Clay and seconded by Mr. Black, the appointments and staff
changes recommended in PR 2 were approved. (See PR 2 at the end of
the Minutes.)

    E.   Supplemental Recommendations of the President - Personnel
         Actions (PR 3A)

    President Singletary indicated his approval in recommending the
following appointments: (1) David B. Dick as Associate Professor,
School of Journalism; (2) Randall W. Dahl as University Registrar; and
(3) Robert L. Volle as Associate Dean for Research and Basic Sciences.

    Following a brief review of the background and experience of these
three individuals, Mr. Lassetter moved approval of the appointments.
His motion was seconded by Mr. Clay and passed unanimously.  (See PR
3A at the end of the Minutes.)

    F.   Student Government Association Fee (PR 3B)

    President Singletary recommended that the Board approve a
permanent fee of $1.00 per full-time student per semester in support
of the activities of the Student Government Association. The Student
Activity Fee is currently $13.25 per full-time student per semester,
of which $12.25 is earmarked for student admission to athletics events
and $1.00 for support of the activities of the Student Government
Association. The $1.00 fee initially was set for one year, 1981-82,
by the Board at its meeting on May 5, 1981 and was subsequently
established for 1982-83, 1983-84, and 1984-85. The proposed fee will
be made available to the Student Government Association as a part of
its University funds, and expenditures will be administered and
approved by appropriate University officials. On motion made by Mr.
Black, seconded by Mr. Clay, and carried, the proposed Student
Government Association Fee was approved. (See PR 3B at the end of the
Minutes.)

    G.   Confirmation of 1985-86 Fee Schedule (PR 3B)

    With President Singletary so recommending, Mr. Clay moved that the
Board confirm the fee schedule adopted by the Council on Higher
Education at its meeting on November 15, 1983 and establish
corresponding part-time and Summer School charges under the guidelines
of the Council on Higher Education. Mr. Clay's motion was seconded by
Mr. Black and passed unanimously.  (See PR 3B at the end of the
Minutes.)

     H.   Acceptance of Gift from Hilary Boone (PR 3C-1)

     President Singletary indicated his pleasure in recommending
acceptance of a number of gifts today, the first being a gift of
$625,624 from Hilary Boone to be used for construction of a faculty

club and a tennis facility.  Mr. Farmer so moved.   His motion was
seconded by Mr. Black and unanimously carried. (See PR 3C-1 at the
end of the Minutes.)

    I.   Acceptance of Gift from Marion Thomas Brooks Estate (PR 3C-2)

    With President Singletary so recommending, Mr. Black moved that
the Board accept the gift of $426,755 from the Marion Thomas Brooks
estate.

    This gift will be expended in the same manner as the previous
estate gift received by the Board at its December meeting: 80% for
construction of a swimming pool within the aquatics center and 20% to
a scholarship trust fund for students from Northern Kentucky.

    Mr. Black's motion was seconded by Mr. Lassetter and unanimously
carried. (See PR 3C-2 at the end of the Minutes.)

    J.   Acceptance of Gift from Seth Hancock (PR 3C-3)

    On motion made by Mr. Clay, seconded by Mr. Lassetter, and
carried, the Board accepted the gift of $250,000 from Seth Hancock.
This gift, in addition to other private gifts, will be used to build a
football training facility adjacent to the Shively Sports Center.

    K.   Acceptance of Gift from Robert C. McDowell (PR 3C-4)

    President Singletary next recommended that the Board accept the
gift of $266,240 from Robert C. McDowell which represents partial
payment of a commitment to finance a faculty chair in the College of
Engineering. Mr. Black so moved. His motion was seconded by Mr.
Lassetter and unanimously carried.   (See PR 3C-4 at the end of the
Minutes.)

    L.   Acceptance of Gift from the Kellogg Foundation (PR 3C-5)

    On motion made by Mr. Black, seconded by Mr. Clay and carried, the
Board accepted the gift of $111,050 from the Kellogg Foundation to
establish a curriculum in agriculture and human nutrition for
non-agriculture majors. (See PR 3C-5 at the end of the Minutes.)

    M.   Acceptance of Gifts from J. T. Lundy, Seattle Slew
          Foundation, Claiborne Farm, and the Keeneland Association
          (PR 3C-6)

     With president Singletary so recommending, Mr. Clay moved that the
Board accept gifts totaling $405,000 from J. T. Lundy, Seattle Slew
Foundation, Claiborne Farm, and the Keeneland Association as payment
of pledges to the Maxwell H. Gluck Equine Research Center. Mr. Clay's
motion was seconded by Mr. Lassetter and unanimously carried.    (See PR
3C-6 at the end of the Minutes.)

    N.   Associate Degree Program in the Community College System (PR
         4A-1)

    President Singletary recommended that the Board authorize for
submission to the Council on Higher Education a new degree program,
Associate Degree in Applied Science, in Data Processing Technology,
for the Ashland Community College. Mr. Black so moved. His motion
was seconded by Mr. Lassetter and passed without dissent. (See PR
4A-1 at the end of the Minutes.)

    0.   Associate Degree Program in the Community College System (PR
         4A-2)-

    President Singletary recommended that the Board authorize for
submission to the Council on Higher Education two new degree programs
for the Madisonville Community College: Associate Degree in Applied
Science, in Biomedical Equipment Technician and Mechanical Engineering
Technology. Mr. Clay so moved. His motion was seconded by Mr.
Lassetter and unanimously carried. (See PR 4A-2 at the end of the
Minutes.)

    P.   Naming of University Building (PR 5A-1)

    With President Singletary so recommending, Mr. Lassetter moved
that the Board name the King Library North Gallery the W. HUGH PEAL
GALLERY. Mr. Peal was a native of Ballard County in Kentucky. He
graduated from the University of Kentucky in 1922 and was selected as
one of the University's first Rhodes Scholars. Mr. Peal was a lover
of books and he became an avid collector of rare editions. In 1981,
he donated his 15,000 volume collection to the University libraries,
making the University the repository of one of the most outstanding
collections of the works of English romantic writers. Mr. Peal died
in December 1984. Mr. Lassetter's motion was seconded by Mr. Black
and passed without dissent. (See PR 5A-1 at the end of the Minutes.)

    Q.   Naming of University Building (PR 5A-2)

    On motion made by Mr. Clay, seconded by Mr. Farmer, and passed,
the Board approved the name of AMERICAN BUILDING for the facility
acquired from the American Tobacco Company.   (See PR 5A-2 at the end
of the Minutes.)

     R.   Appointments to University of Kentucky Mining Engineering
          Foundation (PR 5B)

     President Singletary recommended that Leo M. Haanskorf and S. 0.
"Bud" Ogden be appointed public-at-large members on the Board of
Directors of the University of Kentucky Mining Engineering Foundation
for four-year terms. On motion made by Mr. Farmer, seconded by Mr.
Black, and passed, it was so ordered. (See PR 5B at the end of the
Minutes.)

    S.   Patent Assignment (PR 5C)

    On motion made by Mr. Black, seconded by Mr. Farmer, and passed,
the patent assignment recommended in PR 5C was approved. (See PR 5C
at the end of the Minutes.)

    T.   Interim Financial Reports (FCR 1)

    Mr. Clay, Chairman of the Finance Committee, reported that the
Committee had met on the morning of March 5 and reviewed the agenda
items to be presented for action. He then moved that the Board accept
the Interim Financial Report for the seven months ended January 31,
1985 and the summary report of revenues and expenditures of the
University of Kentucky Research Foundation for the six months ended
December 31, 1984. His motion was seconded by Mr. Farmer and passed
without dissent. (See FCR 1 at the end of the Minutes.)

    U.   Disposal of Personal Property (FCR 2)

    Mr. Clay moved, and Mr. Black seconded, that the Board approve the
disposition of obsolete and surplus equipment as recommended in FCR
2. The motion carried without dissent. (See FCR 2 at the end of the
Minutes.)

    V.   Report on Leases (FCR 3)

    Noting that none of the four leases in FCR 3 exceeded $20,000 in
value, Mr. Clay moved that the Board accept the report as
recommended. The motion was seconded by Mr. Lassetter, and it was so
ordered. (See FCR 3 at the end of the Minutes.)

    W.   Capital Construction Report (FCR 4)

    On motion made by Mr. Clay, seconded by Mr. Black, and carried,
the capital construction report for the six months ending December 31,
1984 was accepted. (See FCR 4 at the end of the Minutes.)

    X.   Establishment of the Marion Thomas Brooks Memorial
         Scholarship Fund (FCR 5)

    The Finance Committee so recommending, Mr. Clay moved the
establishment of the Marion Thomas Brooks Memorial Scholarship Fund as
recommended in FCR 5. Mr. Clay's motion was seconded by Mr. Farmer
and unanimously carried. (See FCR 5 at the end of the Minutes.)

    Y.   Establishment of Quasi-Endowment for the Frances M. Laval
         Estate Gift (FCR 6)T-

    At the request of the Director of Athletics and with the
concurrence of the Finance Committee, Mr. Clay moved approval of the
establishment of a quasi-endowment for the Frances M. Laval Estate
gift to the Lady Kat Golf Program as recommended in FCR 6. Mr. Clay's
motion was seconded by Mr. Black and unanimously carried. (See FCR 6
at the end of the Minutes.)

    Z.   External Auditor for Fiscal Year 1984-85 (FCR 7)

    Mr. Clay moved that the Board engage the firm of Coopers &
Lybrand, Certified Public Accountants, to perform an examination of
the accounts of the University of Kentucky and affiliated corporations
for the fiscal year ending June 30, 1985, for a fee, including
expenses, of not more than $80,500. His motion was seconded by Mr.
Lassetter and passed without dissent. (See FCR 7 at the end of the
Minutes.)

    AA. Meeting Adjourned

    There being no further business, the meeting was adjourned at 1:33
p.m. The next meeting of the Board of Trustees will be on April 2 at
1:00 p.m.
