Brigadier General Fred W. Rankin, M.C.
War Department .
Office of the Surgeon General of the U. S. Army
ewashington, D. C.
My dear Fred:
May I begin at this late hour to express to you my sincere
congratulations upon your promotion to the rank of Brigadier General.
This is so well earned and so well deserved that no comment is neces—
sary, for the whole medical profession approves of that action.
This letter has been delayed because I have unfortunately,
been laid up with an old gall bladder flare—up. However, I am glad
to report that I am making a rapid recovery and expect to be at work
very soon.
May I again accept this occasion to express my sincere
appreciation of what you have done for Luther Wolff, now a Major
serving abroad. I feel certain that you will never regret being
helpful to him, for he is the appreciative kind and a man who will
go far in the profession as he gets older.
Your task, in getting the right medical men in the right
place,is a most difficult organizational task, but you have done a
splendid job as I know it.
Mrs. Besley joins me in ohr congratulations and good
wishes to you, and with our kindest remembrances to all of the
family.
Cordially yours,
FAB:mm Frederic A. Besley, M. D.
