Dear Fred: l
Now that it is all over and you are out of the
Service I would like to send you a brief word of
com endetion for a difficult job well done.
I know full well how often you were circumvented
in your desire to increase efficiency by placing _
men where they were best fitted. The times you
were disappointed were without number end how you
stood up under it is beyond me; however, you did
well, and I am glad that you are beck in civil life
and can resume a state of more or less normalcy.
Hope to see you at the Southern Surgical.
