CHICAGO, Oct. 10-Dr. Fred Ran-
kin, new president of the American
. College of Surgeons, blames the
"younger, post-war generation" of
r surgeons for fee-splitting, unneces-
saryr operations and other surgical
abuses. ‘ -
" But Dr. Rankin said older sur-
‘ geons also were to blame for toler-
` ating the growth of this "avarice."
{ He spoke at his inauguration last
{night as the ACS concluded its an-
.nual clinical congress here.
"There_ are some in our midst who
do not [recognize their obligations,
